BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock be and is hereby authorized and
directed to enter into an agreement with Christian, Miller & Honts, Inc., for
Consulting and Liaison Service in connection with the Canyon Lakes Project,
attached herewith which shall be spread upon the minutes of the Council and as
spread upon the minutes of this Council shall constitute and be a part of this Res-
olution as if fully copied herein in detail.

CONSULTING AND LIAISON SERVICE AGREEMENT
FOR CANYON LAKES PROJECT

KNOW ALL MEN BY THESE PRESENTS:
COUNTY OF LUBBOCK $
THIS AGREEMENT entered into between the CITY OF LUBBOCK, herein-
after called "City" and CHRISTIAN, MILLER & HONTS, INC., hereinafter called
"Consultants" for the purpose of Consultant providing to the City its professional
service to assist in securing aid in the form of Federal and State assistance in the
formulating and completion of the Canyon Lakes Project:
WITNESSETH-,
1. Consultant agrees to provide a Consulting and Liaison Service working
with the officials of the City in developing a program to qualify the City for various
Federal grant-in-aid programs. The Consultant will provide an initial service of
analysis and consultation, indicating what Federal programs are available and
applicable to the City's situation and needs and will outline what steps are necessary
to acquire Federal assistance in a minimum amount of time.
2. Consultants, upon completion of the initial phase of analysis, will
assist in the actual grant application preparation by assuming the role of co-ordin-
ator working with the City staff, its planners, engineers and financial consultants.
In this capacity the Consultants will outline the scope of the program, perform
Initial liaison with the area, regional and central office officials and guide the
application preparation process.
3. Consultants will continue its work after the filing of the application
or applications stated above by serving as liaison with State, area, regional and
Washington level officials once the application or applications are submitted. In
the event the application requires some assistance in order to secure its approval,
the Consultants will advise the City on the basis of first hand information it has
secured from the appropriate agency's personnel as to what steps or changes are
necessary to gain approval of the application.

4. Consultants shall be compensated for its services rendered to the City
In the form of a retainer fee for such services in the amount of EIGHT HUNDRED
($800.00) DOLLARS per month during the duration of this contract.
5. Consultants shall also be entitled to reimbursement for travel expenses,
direct production expenses and telephone calls made in connection with such pro-
ject work, it is agreed that travel expenses and direct production expenses will be
authorized in advance by a designated representative of the City.
6. This Agreement shall be in effect for as long as the services of the
Consultants are needed by the City in connection with this project or unless sooner
terminated by either of the parties. Termination may be made by either of the
parties upon notice to the other parties.
7. The Consultants cannot bind or obligate the City in any manner except
as set out in this Agreement or as may be expressly authorized by Resolution of
the City Council.
