HomeMy WebLinkAboutResolution - 070970B - Engineering Services - Barnard & Burk Inc - Power Station No. 2 - 07_09_1970RESOLUTION BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the Mayor of the City of Lubbock BE and is hereby authorized and directed to execute for and on behalf of the City of Lubbock an Acceptance of proposal of Barnard and Burk, Inc., Consulting Engineers, for engineering ser- vices in connection with repairs and reconstruction of Power Station No. 2, a copy attached herewith which shall be spread upon the minutes of the Council and as spread upon the minutes of this Council shall constitute and be a part of this Resolution as if fully copied herein in detail. Box 2000 Lubbock, .Texas 79408 Re: Power Station No. 2 Repairs & Reconstruction Dear Mr. McCullough: Barnard and Burk was pleased to be selected as Engineers to aid in making emergency repairs and provide Engineering Services j necessary to restore equipment and structures destroyed by the i tornado.of May 11, 1970. Our efforts are proceeding on your verbal agreement with our Mr. Billy B. Taylor on May 12, 1970, =' to provide necessary Engineering as required. We would be pleased to have you review and approve the following proposal covering those services which have been completed and that are presently underway. E I. CHARACTER AND EXTENT OF SERVICES: i A. Temporary Spray Pond for Units No. 6 & No. 7 at Power Station No. 2 r 1. Design a Structure and Spray Header System in the existing tower basin and provide detailed drawings and information to The H. B. Zachry Company of San Antonid`, Texas, for Purchase of Materials and Construction. q 2. Provide Construction Supervision on a required or as needed basis. Mr, N. Purchase and Installation of a New Cooling Tower for Units No. 6 and No. 7 at Power Station No. 2 if Detailed Specifications covering the purchase and erection of a complete Cooling Tower to serve two (2) 22,000 KW Steam Turbo Generating Units identified as Units No. 6 and No. 7 will be written, printed and distributed to quali- fied vendors. 2. Bids will be received, tabulated, and evaluated to determine the best bid. 3, Purchase of a Tower will be recommended on the best evaluated bid that will provide a Tower in service before winter of 1970-71. 4. A contract will be secured upon acceptance of the recommendation and approval of purchase by the City Council and the Lubbock Power and Light staff. and detailed drawings necessary will be � 5. -Designle gs ss ry 1 provided for the Cooling Tower Basin, Auxiliary Foundations necessary, Piping (water, acid and air) and all Electrical Connections. C. Construction and Supervision of Start-up on New Cooling Tower 1. Aid Lubbock Power and Light in receiving and evaluating bids and securing a contract for Construction Services necessary to complete { all Concrete Basins, Curbs, other Foundations, Piping and Electrical Connections between the New Cooling Tower and existing equipment. 2, Provide Construction Supervision on a required or as needed basis. Mr. N. B. McCullough June 11, 1970 Page -3 3. Start-up Supervision will be provided to assure proper operating procedures, Tower reliability and performance as guaranteed by the manufacturer. II. COMPENSATION: A. The Professional Engineering Services listed under i; Article I above entitled "Character and Extent of Services" are being provided on a Cost plus Expenses basis with the total fee estimated not to exceed Thirteen Thousand and No/100 Dollars ($13,000.00). This fee will be due and payable in accordance with Article V hereinafter. III. ADMINISTRATION OF ENGINEERING CONTRACT: It is agreed that the Engineers will report directly to Mr. J. E. Shipman, Production Superintendent, on all matters involved under this contract or any other person acting for or in his behalf as designated by the Director of Utilities of the City of Lubbock, Texas. IV. CHANGES IN SCOPE: The City of Lubbock, Texas, may change the scope of this Engineering Contract by written amendment that stipulates mutually acceptable negotiated changes. V. ` INVOICES AND PAYMENTS: A. Invoices and payments covering the Engineering Fees stipulated under Article II shall be due and payable as follows 1. An invoice will be submitted and the Lump Sum of itemized costs and expenses covering the Spray Tower identified as Item lA will be due upon start-up and acceptance of the Structure and Accessories. Your acceptance of the Spray Tower will be indicated by letter addressed to Barnard and Burk, Inc., Consulting Engineers, P. O. Box 15648, Baton Rouge Louisiana 70815, and to the attention of Mr. Billy B.-Taylor, Project Engineer. } Mr. N. B. McCullough June_11, 1970 Page -4- 2. Invoices and Payments covering the New Cooling Tower identified as Item I-B and I-C will be due upon acceptance and letter indication as outlined in paragraph 1 of V-A above. VI. ' LENGTH OF SERVICE A We began our work immediately upon your verbal i agreement of May 12, 1970. We agree to complete i the required work in as short a time as possible to assure delivery, erection and start-up of the Spray Tower to meet the 1970 Summer Loads and the New Cooling Tower before winter conditions limit operation of the Spray Tower. VII.;SPECIAL PROVISIONS: A. The fees for Professional Services listed in Article I are based on the understanding that existing Speci- fication data, drawings of the present plant site, drawings of equipment and accessories existing prior to the tornado, and other necessary information needed will be supplied by the City of Lubbock or representatives of Lubbock Power and Light. If this proposal meets with your approval, will you kindly acknowledge by obtaining proper signatures and.return one (1) COPY to us. We appreciate the opportunity to provide the Engineering Services for the emergency repairs and installations required.
