A RESOLUTION AMENDING A RESOLUTION CREATING A COMMITTEE
TO BE KNOWN AND DESIGNATED AS THE CITIZENS ADVISORY COMM-ITTEE C
THE CITY OF LUBBOCK; INCLUDING HEREIN THE PROVISIONS OF SUCH RES-
OLUTION NOT REPEALED TO ENABLE THE FULL TEXT OF SUCH REVISED
RESOLUTION TO BE AVAILABLE IN ONE INSTRUMENT.
WHEREAS, the City Council recognizes the valuable contributions which
the Citizens Advisory Committee of the City of Lubbock has made to the City of
Lubbock; and
WHEREAS, the City Council has determined that an expansion of the mem
bership of the Committee will provide better representation and greater achieve-
ment; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Resolution creating a committee to be known and designated as
the Citizens Advisory Committee be and is hereby amended and the full text of suc
resolution, as amended previously and as herein amended, shall read as follows:
THAT in order to use and develop all resources available to the citizens
of Lubbock, and to secure a representative citizen participation, as a community,
so as to inform themselves and others of our community's activities -- in progress
and contemplated -- and the needs for improvement with respect to planning; code
adoption, revisions, amendments and enforcement; housing, public facilities; urbai
renewal and other municipal services, programs and activities; as well as to assis
in development of objectives and goals for improvement within these and other
areas by inventory of our community resources -- public and private, present or
needed -- for-amomplishirig,, these objectives, and learning and pursuing methods
and means for achieving the determined goals for improvement of our community's
activities, that there be and is hereby created a committee to be known and desig-
nated as the CITIZENS ADVISORY COMMITTEE OF THE CITY OF LUBBOCK.
THAT in order to secure citizen participation which is community wide
and representative in scope, the following individuals be and are hereby solicited,
appointed and commissioned to serve on the Citizens Advisory Committee of the
City of Lubbock; the Chairman and immediate Past Chairman of the following
Boards and Commissions serving in the City of Lubbocic, subject to their individual
terms as members of such Boards and Commissions, to -wit: Airport Board, Air-
port Zoning Board, Auditorium -Coliseum Operational Board & Civic Lubbock, Inc.
Advisory Board of Directors of Municipal Utilities, Board of Adjustment -Zoning,
Board of City Development, Board of Electrical Examiners, Board of Examiners
�- and Appeals - Building, Canadian River Municipal Water Authority, Cemetery
Board, Child Welfare Board, City -County Health Board, City -County Welfare
Board, Civil Service Commission, Lubbock Development Board, Housing Authorit3
Board, Housing Standards Commission, Library Board, Park & Recreation Com-
mission, Planning & Zoning Commission, Official Census Tract Committee, Pluml
ing Board, Southeast Lubbock Development Board, Urban Renewal Agency, Water
Resources Board, Youth Council, Tax Board of Equalization, Building Code Com-
mittee; the President and immediate Past President of the following civic clubs an(
professional associations having a set term for elected officers, subject to the in-
dividual tenure of office of such organization, association, or group, to -wit:
American Business Club - Downtown American Business Club - Monterey, Ameri-
can Institute of Architects, Arnett Benson Community Development Association,
Council of Garden Clubs, Exchange Club, Home Builders Association, Junior
League of Lubbock, Kiwanis Club - Hub City, Kiwanis Club - Lubbock, Kiwanis
Club - Southwest, League of United Latin American Citizens, League of Women
Voters, Lions Club - Industrial Lubbock, Lions Club - Hub, Lions Club - Lubbock.
Lions Club - South Plains, Lions Club - Southwest, Lubbock Bar Association,
Lubbock Central Labor Union, Lubbock Civitan Club, Lubbock Clearing House
Association, Lubbock Junior Chamber of Commerce, Lubbock Women's Club,
Men's Civic and Social Club, (Colored) Ministerial Association, Mortgage Banked.
Association, Optimist Club - Hillcrest, Optimist Club - Lubbock, Optimist Club -
Monterey, Parent Teachers Association, Real Estate Board, Rotary Club -
Lubbock, Rotary Club - Southwest Lubbock, Texas Society of Professional Enginee
United Civic Council (Colored); as well as the Directors, executive officer or desil
nee of the following agencies and enterprises, to -wit: Avalanche Journal, Federal
Housing Administration, KCBD Radio & TV, KLBK Radio & TV, KSEL Radio & TV
KFYO Radio, Lubbock Christian College, Lubbock Development Corporation,
School Board, Texas Highway Department, Texas Tech University, Advertising
Club of Lubbock, Altrusa Club, American Association of University Women - Fine
Arts Branch, American Association of University Women - Lubbock Branch,
American Business Club Coronado, American Business Women - Golden Spread
Chapter, American Business Women - Temprano Chapter, American Business
Women - Texas Lamplighters, American Business Women - Lubbock Charter,

of World War I and any other civic clubs or professional organizations or groups o
,like nature to those mentioned above that may have come into existence since the
adoption of the resolution creating the Citizens Advisory Committee on November
1, 1962, or may come into existence after the adoption of this resolution.

THAT the primary functions of the Citizens Advisory Committee of the
'City of Lubbock shall be as follows;
(1) To learn about the nature and extent of deficiencies now or
which may hereafter arise in the various areas of the City
of Lubbock:
(2) To make recommendations for improvement; and,
(3) To help inform other citizens and groups as to the need for
the improvements and thus develop united community under-
standing of this need;
as well as providing the means for private citizen support and advice to the City
Council.
THAT the Citizens Advisory Committee of the City of Lubbock should
therefore limit its functions to
(1) gathering information and keeping citizens, and citizen groups
generally, informed about a workable program for community
improvement activities;
(2) assisting in the coordination of the various community improve-
ment activities;
(3) assisting official agencies in public relations;
(4) lending support to, and seeking support for, desirable programs
and projects; and,
(5) reviewing the community's programs in the broad perspective of
overall city wide programs and objectives and making advisory
recommendations for further improvement to the Mayor and
City Council.
THAT to aid, assist and organize the Citizens Advisory Committee of the
City of Lubbock, an Executive Committee be and is hereby appointed to be compos
of the Chairman, or his alternate designated by him, of the following Boards and
Commissions:
Board of Adjustment, Board of City Development, City=County=
Health Board, Housing Standards Commission, Park and Recreation
Board, Planning and Zoning Commission, Urban Renewal Agency;
and one member at -large, to be appointed by the City Council.
THAT the Executive Committee shall be responsible for organizirig_1he
overall committee and the development of its work program, and shall meet
regularly to:
(1) Set policy, develop rules and by-laws;
(2) Plan the overall advisory committee program; and
(3) Designate the members and chairmen and coordinate the
activities of the sub -committees, which shall be as follows:
Minority Group Housing,
Public Information,
Community Planning,
Codes, Adoption and Enforcement,
Home Financing,
Relocation Housing, Urban Renewal and Public Housing,
Capital Improvements,
Transportation,
Downtown Improvement,
Industrial Development,
Parks, Playgrounds and Open Space,
Elderly Housing,
Beautification
as well as any sub -committees which the Executive Committee may deem necess
as new needs arise, and disband such when a specific function has been served.
THAT as a stated policy the present Boards and Commissions shall con-
tinue to operate and function, and the creation and appointment of the Citizens
Advisory Committee shall in no wise be construed as altering, changing or dis-
banding any Board or Commission.
THAT the City Manager be and is hereby instructed and authorized to des
ignate a qualified member of City Personnel who shall act as secretary to serve
the overall committee and any other qualified member or members of his staff to
gather and develop information for the committee and its sub -committees and to
help in preparing reports and recommendations.
THAT the permanent Chairman of the Citizens Advisory Committee shall
be designated by the Mayor, and that the permanent Chairman of the Citizens
Advisory Committee shall also serve as Chairman of the Executive Committee.
As the Chairman it shall be his responsibility to prepare or cause to be prepared
annual report to the Mayor and Members of the City Council showing the progress
which has been made by the community and outlining new goals to be accomplished
in the future.
THAT the membership of all sub -committees be taken from the list of
names ultimately supplied by the provisions of this resolution. If, however, a
particular sub -committee is studying a capital improvement program that directly
relates to a specific board or commission then the permanent Chairman may choos
a member from that Board or Commission, other than the chairman or immediate
past chairman, to serve on the sub -committee. e. g. Airport Board - If airport
improvements are being considered a member of the Airport Board, other than the
chairman or immediate past chairman, may be placed on the sub -committee study
ing that capital improvement program.
THAT the permanent Chairman of the Citizens Advisory Committee is
hereby authorized, in his discretion, to select persons other than the officers and
past officers listed above and not necessarily members of the organizations listed,
to serve as members of any sub -committee hereby established.. Any such selectio
of "citizen -at -large" shall be limited to one per each sub -committee.
BE it further resolved that the scope of responsibilities and functions of
the Citizens Advisory Committee, as well as the policies stated in the Resolution
heretofore adopted on November 1, 1962, and amendments thereto are reaffirmed
and the full revised text of such resolution is included herein to clearly state the
actions of the City Council.
