RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the City Manager of the City of Lubbock BE and is hereby authorized and
directed to execute for and on behalf of the City of Lubbock a grant application and all related
documents, for Federal assistance for the Lubbock/Reese Redevelopment Committee, which
application is attached hereto, which shall be spread upon the minutes of the Council and as
spread upon the minutes of this Council shall constitute and be a part of this Resolution as if
fully copied herein in detail.

You will find enclosed a completed grant application for the Lubbock/Reese Redevelopment
Committee. With the time and effort placed into gathering the information included on the appli-
cation, I believe it will meet with OEA approval.
It has been brought to our attention that Colonel Joe Gorman will be leaving your office in the
near future. We wish to extend our thanks for the work that he has done with the city staff and
the Reese AFB personnel. Colonel Gorman's knowledge and assistance have given new hope to a
situation originally viewed with some despair.
Again, if there are any questions or comments concerning our application, please feel free to

LUBBOCK/REESE REDEVELOPMENT
ORGANIZATION
INTRODUCTION Lubbock a a progressive City located on the great Llano Estacado of West Texas. As the
major metropolitan region of the South Plains, it is the nudim of this geographic ara
Lubbock is home for ova 190,000 persons and the center of a MSA of veer 227,000. It is
the educational, teleooimmunicasions, transportation, financial, alit wal, and marloet bob for
over a 26 county region extending into Eastern New Mexico. Larbbodk is also the home of
Texas Tech University, Texas Tech University Health Sciences Center, and Reese Air Fars
Base.
PROBLEMINEEDS
STATEMENT Rase AFB is included in the 1995 BRAC closure recbmmeadatioos. With the base claque,
the area will realize am $163,000,000.00 loos in annual economic impact Along with the
1,440 military jobs to be last, the area will also suffer loan in excess of 1,300 civilian po-
sitions and 1,100 secondary jobs. The impact on our retiree community will also be devas-
tating. Our request will provide funding for the nucleus of what will eventually become the
Lubbock/Rase Redevelopment Authority. This incusive group will represent all impacted
parties and will focus on helping the region recover from the economic loss suffered by the
Rase AFB closure.
PROJECT
DESCRIPTION Finding will provide the staff nucleus for the Lubbock/Ron Redevelopment Committee.
This position will support the existft City staff who hays carried the total redevelopment
to date. Rapoostbilities will induce acting as a focus for all redmiopdeat action, anp.
porting administrative needs, attending all meetingsinudmg with the public and nan-
taining the ewer a ;waling redevelopment data bare. Alm the position will act ere a pri-
mary interbce with the Air Fora until such time as a Director can be hired The position
will initially be bound in City Hall and evenhtially with the Redevelopment Mrthority. The
monies will also support travel to the NAID conference is Aagurt far two arembers of the
redevelopment team
ANTICIPATED
BENEFITS This will allow the Lubbock/Reese Redevelopment team to ,et an early start on a project
that will only get larger in the fixture.
EVALUATION Filling the position and establishing the office within six weeks of fiwding will rap new
the first memare of success. We anticipate the LobboddReere Redevelopment Comminee
(L.RRC) will have its initial meeting in early July and meet on at least a monthly basis. We
anticipate the appointment of eight subcommittee chairmen within one month adler the mi-
tial meeting of the LRRC.
FUTURE FUNDING As the redevelopment effort at Reese gets LwW and larger, we anticgWe llandirtg requests
will be made to other federal and state agencies who are involved in assisting eomainitties
to make this economic adjustment.
BUDGET We have requested $28,924.00 in OEA grant monies. This will provide the federal 75% of
the requested finding The City of Lubbock will provide the 25% marching fimds (10% in
cash). To dada, the City has invested well am $ 15,000.00 in resources toward this effort

SUPPORT FOR LINE 15 b
• The $9,641.00 that will be provided by the applicant will include $3,565.00 in cash
and $5,785.00 in -kind.
• The cash match will be drawn against our Business Development Account
#1411.8312.
• The in -kind match will be represented in large part from hours expended by mem-
bers of the City of Lubbock staff toward this project.
To date, we have documented over 300 hours from our legal staff alone. After totaling
the hours from the remaining staff and City Council involvement, the number of hours
could easily exceed 1,000. We are constructing an in -kind bank to credit those hours
spent on the project and debit as we use the time for in -kind matches. We will be
happy to provide your office with these numbers if necessary.
