JSPECIAL CITY COUNCIL MEETING July 26, 2017

The City Council of the City of Lubbock,Texas met in special session on the 26th of July,2017,in
City Council Committee Room 103, City Hall, 1625 13th Street,Lubbock,Texas at 4:00 p.m.

Present: Mayor Pro Tern Latrelle Joy; Council Member Juan A. Chadis; Council Member
Karen Gibson; Council Member Jeff Griffith; Council Member Steve Massengale;
Council Member Shelia Patterson Harris; City Manager W. Jarrett Atkinson; City
Secretary Rebecca Garza; City Attorney Chad Weaver
Absent; Mayor Daniel M. Pope
NVote: City Council addressed agenda items in the following order:
1. Work Session/Business Agenda- Items for presentations and discussions on such issues that
may require more in-depth consideration of the City Council than Regular Agenda items,
Action may be taken on a Work Session/Business Agenda item posting if the item indicates to
the public the action to be taken.
1. 1. Presentation and discussion of the Proposed FY 2017-18 Operating Budget and Capital Program;
and discuss all funds of the city, including but not limited to General Fund, Debt Service Fund,
Internal Services, Enterprise Funds, Special Revenue Funds, Component Units, Related Entities,
debt and debt obligations, Capital Improvement Program, and related/associated items; and take
action to direct the City Manager to make changes to said Budget.
Jarrett Atkinson, City Manager, gave a presentation and answered questions from City Council on
the Proposed FY 2017.18 Operating Budget and Capital Program. Discussion included, but
was not limited to, Debt Service Fund, Investment Pool, Enterprise Funds, Staffing,
Water/Wastewater Utility,Lubbock Power and Light, Storm Water,Lake Alan Henry, Airport,
Transit, Cemetery,and Civic Center.
Bridget Faulkenberry,Director of Parks and Recreation;Andy Burcham, Assistant Director of
Electric Utilities/Chief Financial Officer for LP&L; Aubrey Spear, Director of Water Utilities;
Kelly Campbell, Director of Aviation; and Maurice Pearl, General Manager of Citibus,gave
comments and answered questions from City Council.
