SPECIAL CITY COUNCIL MEETING

The City Council of the City of Lubbock,Texas met in special session on the 24th of July,2017, in
City Council Committee Room 103,City Hall, 162513th Street,Lubbock,Texas at 4:00 p.m.

Present: Mayor Daniel M. Pope; Mayor Pro Tern Latrelle Joy; Council Member Juan A.
Chadis; Council Member Karen Gibson; Council Member Jeff Griffith; Council
Member Steve Massengale; Council Member Shelia Patterson Harris; City Manager
W. Jarrett Atkinson; City Secretary Rebecca Garza; City Attorney Chad Weaver
Note: City Council addressed agenda items in the following order:
• 1.1
1. Work Session/Business Agenda- Items for presentations and discussions on such issues that
may require more in-depth consideration of the City Council than Regular Agenda items.
Action may be taken on a Work Session/Business Agenda item posting if the item indicates to
the public the action to be taken.
1. 1. Presentation and discussion of the Proposed FY 2017-18 Operating Budget and Capital Program;
and discuss all funds of the city, including but not limited to General Fund, Debt Service Fund,
Internal Services,Enterprise Funds, Special Revenue Funds,Component Units, Related Entities,
debt and debt obligations,Capital Improvement Program, and related/associated items; and take
action to direct the City Manager to make changes to said Budget.
Jarrett Atkinson, City Manager, gave a presentation and answered questions from City Council on
the Proposed FY 2017-18 Operating Budget and Capital Program. Discussion included, but
was not limited to,an Executive Budget Overview,Debt Service, General Fund Capital,
Enterprise Fund Capital, Internal Service Fund Capital,North Overton Tax Increment Finance
Fund Capital,and Fleet Services Vehicle Replacement Program.
Cheryl Brock,Budget Director;Blu Kostelich, Chief Financial Officer;Andy Burcham,Assistant
Director of Electric Utilities/Chief Financial Officer for LP&L; Rebecca Garza, City Secretary;
Bridget Faulkenberry,Director of Parks and Recreation; Wes Everett, Director of Facilities
Management; Wood Franklin, Director of Public Works;and Jennifer Davidson, Storm Water
Engineer, gave comments and answered questions from City Council.

There being no further business to cone before Council, Mayor Pope adjourned the meeting.
The July 24, 2017 Special City Council Meeting minutes were approved by the City Council oil the 24th
