The City Council of the City of Lubbock,Texas met in special session on the 18th of May,2017,in
City Council Committee Room 103,City Hall, 1625 13th Street,Lubbock,Texas at 1:30 p.m.

Present: Mayor Daniel M. Pope; Mayor Pro Tem Latrelle Joy; Council Member Juan A.
Chadis; Council Member Karen Gibson; Council Member Jeff Griffith; Council
Member Steve Massengale; Council Member Shelia Patterson Harris; City Manager
W. Jarrett Atkinson; City Secretary Rebecca Garza; City Attorney Chad Weaver
Note: Council Member Shelia Patterson Harris left Work Session at 2:43 p.m.and returned in Executive
Session.
Note.. City Council addressed agenda items in the following order;
•1.1;and,Executive Session.
1. Work Session
1. 1. Hear and discuss a presentation from the Health Care Benefits Committee and Staff regarding
City's health insurance and benefits plan, including recommendations for possible revisions or
amendments to the plan, including the Master Welfare Benefit Plan and an overview of and a
timeline of resulting Requests for Proposals and future actions.
Council Member Karen Gibson, Health Care Benefits Committee Chair; Jarrett Atkinson, City
Manager;and Leisa Hutcheson,Director of Human Resources; gave a presentation regarding
the City's health insurance and benefits plan,made recommendations, and answered questions
from City Council.
Council Members Shelia Patterson Harris and Juan A. Chadis, Health Care Benefits Committee
f members, gave comments and answered questions from City Council.
2. Executive Session
The meeting recessed at 3:01 p.m. and reconvened in Executive Session under the provisions
of Section 551,Texas Government Code. City Council recessed from Executive Session at
4:38 p.m. The special meeting was called back into a public session at 4:39 p.m.

2. 1. Hold an executive Session in accordance with Texas Government Code, Section 551.071, to
discuss pending or conternplated litigation or settlement agreement, and hold a consultation with
attorney.
2. 1. 1. Chapter 1, Art. IX, Section 14 ofthe Lubbock City Charter
2. 2. Hold an executive session in accordance with Texas Government Code, Section 55 1.076, to
deliberate the deployment of security personnel or devices or a security audit.
4:39 P.M. CITY COUNCIL ADJOURNED
There being no further business to come bef'ore Council, Mayor Pope adjourned the meeting.
The May 18, 2017 Special City Council Meeting minutes were approved by the City Council on the 8th
