SPECIAL CITY COUNCIL MEETING
July 31, 2006
8:30 A. M.
The City Council of the City of Lubbock, Texas met in special session on the 31st
day of July, 2006, in the City Council Chambers, first floor, City Hall, 1625 13th
Street, Lubbock, Texas at 8:30 A. M.

Present: Mayor David A. Miller,
Member Phyllis Jones,
Member Floyd Price
Council Member Linda DeLeon, Council
Council Member John Leonard, Council
Absent: Mayor Pro Tem Jim Gilbreath and Council Member Gary O. Boren
1. EXECUTIVE SESSION
Mayor Miller stated: "City Council will hold an Executive Session today for the
purpose of consulting with the City Staff with respect to pending or
contemplated litigation and the purchase, exchange, lease, or value of real
property, as provided by Subchapter D of Chapter 551 of the Government Code,
the Open Meetings Law."
8:31 A. M. CITY COUNCIL RECESSED TO EXECUTIVE SESSION
City Council Conference Room
All council members were present, except Mayor Pro Tern Gilbreath
1.1. Hold an executive session in accordance with V.T.C.A. Government
Code, Section 551.072, to deliberate the purchase, exchange, lease, or
value of real property (Civic Center).
1.2. Hold an executive session in accordance with V.T.C.A. Government
Code, Section 551.071, to discuss pending or contemplated litigation or
settlement agreement, and hold a consultation with attorney (Water
Utilities).

City Council Chambers
Present: Mayor David A. Miller; Council Member Boren (in the building, but
recused on next topic and not present at the dias); Council Member
Linda DeLeon; Council Member Phyllis Jones; Council member John
Leonard; Council Member Floyd Price; Lee Ann Dumbauld, City
Manager; Anita Burgess, City Attorney; and Rebecca Garza, City
Secretary
Absent: Mayor Pro Tern Jim Gilbreath
Mayor Miller reconvened the meeting at 10:13 A. M.
2. REGULAR AGENDA
2.1. Lease Agreement Resolution — Civic Centers: Resolution No. 2006-RO373
authorizing the Mayor to execute an agreement for a Coliseum Lease
Agreement with South Plains Professional Hockey Club, Ltd. for FY
2006-07.
RESOLUTION NO. 2006-RO373
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
directed to execute for and on behalf of the City of Lubbock a Lease Agreement with
South Plains Professional Hockey Club, Ltd., and any associated documents. Said Lease
Agreement is attached hereto and incorporated in this Resolution as if fully set forth
herein and shall be included in the minutes of the Council.

A copy of the Lease Agreement is filed with Resolution No. 2006-R0373.
The South Plains Professional Hockey Club has requested a new lease
agreement to continue providing ice hockey in the Municipal coliseum.
FISCAL IMPACT
If the lease agreement is approved, the impact to the budget will need to be
appropriated by the City Council through passage of a budget ordinance.
Scott Snider, Assistant City Manager/Human Resources Director, gave
comments and answered questions from Council. City Manager Lee Ann
Dumbauld also gave comments.
Motion was made by Council Member DeLeon, seconded by Council Member
Price to pass Resolution No. 2006-RO373 as recommended by staff. Motion
carried: 5 Ayes, 0 Nays.
Council Member Boren recused himself.
10:13 A. INL COUNCIL ADJOURNED
There being no further business to come before Council, Mayor Miller
adjourned the meeting.
