Information System (GIS) by Sharlett Chowning, Information
Technology Manager, and Sally Abbe, GIS Coordinator.
The City's Geographic Information System began in 1991. The first
phase of producing base maps has been completed. Integration of the
mapping function with the volumes of data stored in the City has begun.
This project has crossed not only divisions within the City government
but it also includes other government entities including Lubbock
Emergency Communication District and Lubbock Central Appraisal
District. The possible implementations of the GIS are boundless. This
presentation demonstrated some of these uses.

( 8.) Presentation of a proclamation designating November 7-13, 1999 as
Health Information Management Week to representatives from
Covenant Health Systems of Lubbock, Texas, to recognize the
contribution of medical record professionals to the field of health
care.
Medical record keeping is an integral part of the health system. These
degreed professionals are responsible for making sure health agencies are
in compliance with the confidentiality aspect of a patient's medical
history, and keeping an accurate medical history on patients.
Lyn Moore, Director of Medical Records for Covenant Health Systems
of Lubbock, Texas, Beverly Houk, Manager of Medical Records,
Covenant Medical Center, and Kimberly Hamby, Manager of Medical
Records, Covenant -Lakeside were present to accept the award.
A proclamation designating November 743, 1999 as Health Information
Management Week was given.
( 9.) Presentation of a special recognition commending the Citizens
Advisory Committee (CAC) for their work on the successful passage
of a $37.39M General Obligation Bond Election for five-year capital
improvements for Lubbock.
The purpose of this special recognition was to publicly commend and
acknowledge the work of the Citizens Advisory Committee appointed by
the Lubbock City Council to study and recommend needed capital
improvements for the Lubbock community over the next five years.
Three Citizens Advisory Committee Subcommittees and numerous
citizens worked to develop the bond package and to assure its passage.
The members of the Citizens Advisory Committee, Mike Calfin, J. Kirk
Smith, Clifford Hopping, and Clayton Yeager, were present to accept
the award.
(10.) Presentation of incentive awards to City of Lubbock employees -the
Legendary Service Star Award and incentive checks for Cost Savings
Suggestion program.
In 1993 the City Council allocated funds for incentives. Two programs
were established in 1994 to recognize employees - the Achievement of
the Month and the Cost Savings Suggestion.
♦ Achievement of the Month: After five years, the Achievement
of the Month program is being phased out and replaced with the
Legendary Service Star Award, which recognizes an employee or
team that has exhibited exemplary customer service. During the
course of five years, 27 teams and 25 individuals, representing
280 employees, were awarded the Achievement of the Month
recognition.

Page 406
♦ The Legendary Service Star Award consists of a gold star lapel
pin, certificate and $50 dinner certificate. The eight other
candidates whose customer service deeds were submitted will be
awarded red star lapel pins. Today staff awarded the first -ever
Legendary Service Star Award to a team from the Streets
Department, nominated by Kaythie Darnell. Because of heavy
rains, voters could not reach the polls at the Melonie Park
Partyhouse. With short notice, this crew built a bridge so voters
could reach the building. The election judge and many voters _
commented on the excellent product. The crew consisted of Bill
Ailshie, Pete DeLeon, Joe Guevara, Frank Jackson, Tony Luna,
Juan Ybarra, Tim Lamb and Ruben Romero, who were all
present to accept this award.
♦ Cost Savings Suggestion: The Cost Savings Suggestion program
awards ten percent of actual, verified savings to those employees
who submit suggestions. Many times, savings are not "hard
dollars" but rather cost avoidances or improvements in
productivity and efficiency. Today three employees received
incentive checks which recognized their good ideas.
♦ The Metropolitan Planning Organization team of Nancy
Harvieux, Mike Hall, Sean Cunningham and Steve Chandler
revised the packet distribution system. The MPO Committee
receives monthly meeting materials. The MPO team saved
$2,040 in copying and postage by putting materials on the
Internet. Each team member received an incentive check for
$51.
♦ Jay Zhine, Civic Center Administrative Assistant, received an
incentive check for $82.50 for a Cost Savings Suggestion which
procured a ten percent discount on the $8,250 yearly service
agreement with Lasergate.
♦ Keith Baker, Unpaved Streets Supervisor, suggested using a
rock screen machine to recycle caliche, asphalt and concrete,
thereby reducing landfill costs and avoiding purchase of
materials. In the six months that the machine has been in
operation, the Streets Department has avoided $115,736 in
landfill fees, $37,256 in rock purchases, and reduced labor by
$11, 880. The quantifiable savings appearing in the budget are
annualized at $25,444 and Keith Baker received ten percent of
those savings in an incentive check for $2,544.
During the past fiscal year seven Cost Savings Suggestions incentive
awards have been presented. Today brought the total to ten. Because of
these employees' suggestions to cut costs, save money and improve
productivity, the City has realized cost avoidances, reductions and
savings of $367,283.
TOP TEN LIST
Councilmember David Nelson gave his Top Ten List of Positive Things
About Lubbock.
No. 10 is the Legendary Service Star Awards that we have just presented
today. I want to reiterate that total figure of $367,283 that our own
employees of the City of Lubbock have saved all of us as taxpayers
through this program, and what a wonderful management tool and what a
W

November 11, 1999
Page 407
wonderful opportunity for us to benefit from the exemplary service of
our employees.
No. 9 is Undaunted Tech Spirit. Seems like this weekend there's a
football game down in Austin. Texas Tech Red Raiders travel down to
play the No. 10 ranked University of Texas Longhorns. Tech is 5 and 4;
UT is, I believe, 6 and 2 or 8 and 2, something like that. We are the
underdogs, but I want to give you statistics. Since Texas Tech has been
in the Big 12 Conference, Texas Tech is 9 and 2; 9 wins and 2 losses
against other teams in Texas that are in the Big 12. We've got a chance,
folks, and I know we've got a chance because Texas Tech University has
a spirit that carries us above and beyond what our talents may be, just
like our Legendary Service Star Award encourages our employees to
give a little bit more, and stretch themselves. Texas Tech spirit, both in
the classroom and on the gridiron, carries them above and beyond, and
let's give Texas Tech all the boost and incentive we can give them this
weekend to go down to Austin and kick some Longhorn rump roast.
No. 8 is Bountiful Harvest. We recently had back in October, the fall
crush of our wine grape crop that was probably the best that's ever been.
We're about to strip the cotton in and around this area, we have a
wonderful winter wheat crop that will be harvested later on, and that is
what West Texas and this area's all about - a ten billion dollar
agriculture industry that certainly fuels our economy, and I think,
maintains the virtues of our great geographic area.
No. 7 is Be Thankful. Not only do we need to be thankful and are we
thankful for that agricultural industry, but we have many things just like
Toys for Tots efforts, and the many folks that we have recognized earlier
today in Lubbock. We constantly need to thank our own citizens and
folks in leadership positions for what they do for our community, and we
need to always remember to do that. Of course, Thanksgiving is coming
up, and we need to remember to keep in mind those people and those
organizations and those qualities of life that we have here in Lubbock
that we should be thankful for and recognize that at Thanksgiving.
No. 6 is Outstanding (in your field) Weather. I want to remind
everybody that Lubbock has somewhere between 277 and 294 days of
sunshine each year. That is something that puts it in the top 10 in the
United States as far as good weather conditions. That naturally leads to
the opportunity to have a late cotton harvest, to grow the crops that still
survive, get the most out of those stalks, and we are fortunate for having
wonderful weather in this part of the world and it's something that is an
asset. We don't need to apologize for the weather we have here in
Lubbock, we need to tell everybody what great weather we have, and I
think the past couple of weeks is indicative of what we have here in
Lubbock, and how wonderful it is to enjoy what nature provides us.
No. 5 is Corridor Conference. Last Friday, November 5, we had the
Ports -to -Plains Corridor Summit that took place at the Holiday Inn Civic
Center. Over 300 people attended that summit, from three nations and
probably half a dozen states. What a wonderful turnout that was, and
what a wonderful opportunity for everybody to join forces in making this
economic trade corridor something that will benefit the City of Lubbock.
Randy Neugebauer, former Councilman, put that summit together, and
the Mayor was present along with many members of our Council and the
City, and what a wonderful success that was. Hopefully that will bring
benefits and wonderful economic development opportunities over the
next hundred years.

No. 4 is Kristmas Toys for Tots. We'll use the Kris Kringle spelling of
Christmas. I wanted to again amplify what the Mayor said earlier for
our Navy and Marine Reserve Corp here and the wonderful work that
they do finding gifts for those folks that are not as advantaged as the rest
of us. I remember we had Toys for Tots in my school when I was
growing up, and it's wonderful to see that such a program by folks in the
military has not only continued, but it provides a valuable service. We
want to express our appreciation for all that you do in that regard.
No. 3 is Year of Reign (TML-TJP). What is TML and what is TJP?
TML stands for Texas Municipal League. That is our association of
cities throughout the state of Texas that band together to help lobby and
do programs that benefit the many varied cities that we have. We've
been fortunate both statewide and in the City of Lubbock to have as the
President for over the past year, whose term will end, I believe on
November 19 the gavel will be passed, our own councilman T.J.
Patterson. This past year of his reign has been something that we in
Lubbock can be proud of. It has been certainly, the obvious first,
African -American president of the TML, but it's a first for Lubbock in
that we have had wonderful opportunities through T.J.'s leadership and
associations and networking in that entire association that has benefited
our city, and those benefits will come and continue to come for many
years to come. So we recognize T.J.'s Year of Reign as it comes to an
end, and thank him for his service to TML and the City of Lubbock in
that regard. Thank you, T.J.
Number 2 is Extra Mile Awards. These awards were given this past
Monday by the Community Relations Commission, and eight individuals
and three organizations received awards for their community
improvement and involvement and their volunteerism efforts. These
awards are joint awards by two former committees that have now joined
- the Human Relations Committee and the Committee for Women. They
have combined into the Community Relations Committee and recognized
these people that give so much to their community, and we recognize
them with the Extra Mile Awards. We thank those people; we thank the
Community Relations Committee for their work in making those awards,
and we all benefit. What a wonderful spirit of volunteerism that we have
here in Lubbock.
Number 1 on our list of Top Ten Positive things about Lubbock is
Service Pins Ceremony. It's good to start this list with recognition of
our City of Lubbock employees, and to conclude the list with such a
recognition. We are having this afternoon a recognition of 327
employees of the City of Lubbock who have been employed and given
their valuable assets as employees for at least five years. 27 of those
employees have been with the City of Lubbock for over 25 years, and
there will be one employee that we will recognize that has served
Lubbock for 40 years. That ceremony is this afternoon at 4:00, and we
want to recognize the loyalty, the dedication, and the high quality of
service that those employees have given to, not only just the City Staff
and our City Hall operations, but to all citizens in Lubbock. Thank you,
city employees, and thank you all 327 of you that will be recognized this
afternoon.
CONSENT AGENDA (Items No. 11 - 24)
Motion was made by Councilmember Patterson, seconded by
Councilmember McDougal to approve all items on consent agenda as
recommended by staff. Motion carried: 7 Yeas, 0 Nays.

The Lubbock Health Department is eligible for up to $60,000 in non-
competitive grant money being made available through the
Telecommunication Infrastructure Fund Board (TIFB). A ten percent
match ($6,000 maximum) of the total funding being requested must be
provided by the City and spent within the grant period. The Lubbock
Health Department is expected to apply for the full $60,000 amount.
Grants that are non-competitive will primarily focus on connectivity.
The grant money will focus on upgrading our Internet capability and
existing hardware, as well as the health alert and surveillance system.
The Telecommunication Infrastructure Fund is a State Fund governed by
a nine -member board of directors that is charged with disbursing up to
$150 million per year through loans and a formal grant program.
TIFB's specific charge is to help develop the public schools, public
libraries, two- and four-year colleges and universities, and the public

health delivery system to Texas' emerging statewide telecommunication
network.
The Lubbock Health Department is eligible for this funding by having
been identified by the Texas Department of Health as being a member of
the State's Health Alert Network (HAN). The Health Alert Network
will better enable public health personnel to respond to bio-terroristic
threats and attacks.
Letters of intent must be postmarked by November 15, 1999.
Applications are due on December 10, 1999.
This program fulfills the Core Missions of Public Health —those of
Surveillance, Prevention, Health Education, and Laboratory Support.
Without the funding from the Telecommunication Infrastructure Fund
Board grant, our ability to respond to public health disasters will be
greatly diminished and the risk of illness in the Lubbock citizens would
be increased. Therefore, staff recommended approval of the resolution.

A copy of the Agreement is filed with Resolution No. 6615.
The Sam Wahl Recreational Area located at Lake Alan Henry in Garza
County has been open to the public since 1991. Public visitation at the
lake has increased from approximately 12,653 visitors in 1996 to 27,471
visitors in 1998, which represents an estimated 30 percent increase per
year since record keeping began. The public also utilizes the Wildlife
Habitat Area for hiking, picnicking and limited game hunting.
Originally the Brazos River Authority was granted an easement in 1994
to the Wildlife Habitat Area and the Recreational Area properties in
Garza/Kent Counties to allow the Lake Ranger employed by the BRA to
patrol these lands as well as the lake surface for public safety and law
enforcement. The estimated cost of the BRA's Lake Ranger services for
1999/2000 is approximately $53,000. The BRA will soon transfer this
Lake Ranger position to another BRA -operated lake. The expenses for
the Lake Ranger will then be deducted from the total Operation and
Maintenance annual expenses paid to the BRA by the City.
Given the increasing volume of activity in and around City Lands and the
Lake, staff deems it to be in the best interest of its citizens for Garza
County to take the lead role in law enforcement responsibility, and to
increase the law enforcement presence in and around City Lands. City
staff proposes to contract with Garza County for law enforcement
services on all Lake Alan Henry property. Garza County will employ
two certified peace officers and one drug dog, to work at least 70 hours
per week in year-round patrol of the Recreation Area, the Lake and the
Wildlife Habitat Area. Garza County officers will issue citations related
to Lake Rules and Regulations that will be servable in Lubbock
Municipal Court. Penal code violations will be served in Garza County.
The contract will be renewable annually. The first year cost for
personnel, animal expenses, equipment, supplies, vehicles and
maintenance is $60,000. Staff proposes this will provide enhanced
coverage at same or reduced levels as prior year's budget.
