( 4.) Presentation regarding Sports and Community Venues Advisory
Committee's recommendations on venue projects. David Langston,
Chairperson (30 minutes)
Under the Texas Government Code, the City of Lubbock can create
either a Venue Project or a Venue District and, with voter approval,
City Council Meeting

impose a venue tax to fund certain venue projects as defined by the
Code. A venue project can be funded through a variety of taxing
opportunities, most commonly an increase in the Hotel/Motel Tax of up
to 2 % per project and up to 5 % in short term motor vehicle rental tax.
Other allowable taxing opportunities include an admissions tax (ticket
tax), an event parking tax, a facility use tax (on a professional sports
team) and sales tax. Any venue project requires that the voters approve
each venue project and the financing method for each project. The ballot
must designate the venue project, the associated method of financing and
the maximum rate of each method of financing.
On June 8, the City Council appointed a 15 member Sports and
Community Venues Advisory Committee. The primary objective of the
Committee was to research and develop recommendations for the City
Council with regard to the establishment of one or more venue projects
for the, including recommendations with regard to financing such
projects from available venue taxes and other sources of revenue.
The Committee developed criteria to use as they researched various
venue projects and agreed that a venue project should meet one or more
of the following criteria:
1) Increase hotel room nights;
2) Enhance and preserve pubic and private recreational, cultural,
entertainment and arts activities accessible to all citizens and
markets;
3) Promote Lubbock for Tourism and Conventions;
4) Enhance Lubbock's quality of life;
5) Anchor quadrants/sections of town that have been developed;
further develop these areas;
6) Develop Lubbock as a spectator and participatory sports event
venue;
7) Establish Lubbock as a regional center for the Arts;
8) Enhance Lubbock's image to the rest of the world.
Numerous projects were considered and cost estimates were researched
as well as all financing options. It was determined that under the Venue
Tax option, using Hotel/Motel Tax and Short Term Car Rental Tax, the
available capacity to fund projects would be $8,500,000. The Committee
recommended the following projects using the Venue Tax option:
Fourfield Softball Complex
$6,900,000
-Championship
Visitor's Center
375,000
Millennium Project
300.000
$7,575,000
The Committee also recommended that the following projects be
considered using available Property Tax funding:

Page 403
Two Little League Four lexes
$ 4,000,000
Canyon Lake 1 Area Improvements
750,000
$ 4,750,000
The recommendation under property tax funding will not cause a
property tax rate increase.
The Sports and Community Venue Advisory Committee has worked
diligently since their inception in June, 2000 to identify projects that
could conceivably be funded through a venue tax option (increase in
Hotel/Motel Tax and Short Term Car Rental Tax) as well as other
financing methods. Criteria was developed and used by the Committee as
they explored various project ideas. The committee felt it important that
the projects demonstrate a commitment to the youth in the community,
Lubbock's heritage, and an investment in the infrastructure that will
enhance the economy through tourism.
Recommended projects through the venue tax include a Championship
Fourfield Softball complex, a Visitors Center, and a Millennium Project.
Recommended projects through the use of available property tax include
two Little League Fourplexes, and Canyon Lake 1 Area Improvements.

The Community Development Department administers several housing
programs that include grants, no interest deferred payment loans and
below market rate loans. The department began making payback loans
in 1991. Until that time, all legal papers for no interest deferred
payment loans were under the name of the City. In 1991, when Council
approved payback loans, it was determined that they should be under the
name of the Urban Renewal Agency. The department later changed the
no interest deferred payment loans to the name of the Urban Renewal
Agency for consistency purposes. Upon the recommendation of the
legal staff, this item was taken to the Urban Renewal Agency Board on
November 14, 2000 for approval and ratification of past actions
regarding all loans to be under the name of the Urban Renewal Agency.
This item was approved by the URA Board contingent upon City Council
approval.
The Community Development Department recommended approval of
this item.

This item was deleted.
(14.) Resolution No. 2000-110437/13ID #267-00/RS— Fire Department
Thermal Imaging Systems (Fire Department) — This bid will provide
for the purchase of ten Thermal Imaging Systems. These pieces of
equipment are an approved capital project expense and are designed to
improve sight in zero visibility smoke conditions. It has been well
observed that excessive smoke inhibits response time by increasing the
time needed to detect the source of a fire and any victims that may be
confined within a structure. In order to allay the effects of this acute
health hazard, measures have been arranged to acquire the most
advanced device(s) available on the market that will increase/maximize
firefighter safety and operational effectiveness while actively responding
to a fire call. Each thermal imaging unit will be placed on an engine
company and operated by trained fire personnel.
RESOLUTION NO.2000-RO437
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
directed to execute for and on behalf of the City of Lubbock, a Purchase Order per Bid
#267-00/RS to furnish thermal imaging systems, by and between the City of Lubbock
and Four Alarm Fire Equipment of Houston, Texas, and related documents. Said
Purchase Order is attached hereto and incorporated in this resolution as if fully set forth
herein and shall be included in the minutes of the City Council.

Siemens Westinghouse did not offer a firm bid as required in the ITB,
but rather submitted unit costs for some of the repairs. Their bid could
not therefore be evaluated against the other bids, since the specification
workscope did not quantify the extent of the repairs in these terms.
However, a conservative scenario extension of the unit prices offered
indicated that Siemens Westinghouse were in any event high bid.
The workscope for this bid comprises repair work at the Vendors
facility, supply of some parts, and a limited amount of field repair.
Hickham and Preco did not bid the field work as a fixed price but instead
submitted their rate sheets for a time and materials offer. Evaluation of
their bids for this item is uncertain.
The low bid is $175,108 from Turbine Resources, Inc. of Euless, Texas
and is within the Electric Maintenance -Electric System Class II budget
amount.
Staff recommended award of each bid to the bidder as indicated on the
tabsheets and award of each contract as shown on the resolutions and that
the Mayor be authorized to execute all documents necessary for each
transaction.
