participated in the Ropes Course and helped developed a Mission
Statement. The Commission has plans to do various community projects
and participate as a group in cultural festivities, holidays, and
celebrations.
The Lubbock Youth Commission will strive to give a voice to Lubbock
youth and provide a youth perspective on community issues. The
Commission will seek to train the leaders of the future and provide an

benefit the citizens of Lubbock.
Since the summer of 1998, the Community Youth Development Project
— has been working in the 79415 zip code area which was an area
identified as a high -risk area and a target of juvenile crime. Since the
inception of the 79415 project, seven programs have been implemented
to involve the young people in citywide projects, building self-confidence
and self-esteem in the youth of Lubbock.
A special recognition will be presented to the Community Youth
Development Project. "Cowboy" Fred Ortiz was present to accept the

special recognition, along with Jeanette Cruz, Chair of the Steering

Motion was made by Councilmember Patterson, seconded by
Councilmember Morrison to approve Items 11-13, 15, 17-20, and 22-23
on consent agenda as recommended by staff. Motion carried: 7 Yeas, 0
Nays.
(11.) Approval of the minutes of the Regular City Council Meeting of June
20, 2000.
(12.) Ordinance No. 2000-00033 amending Chapter 16, Motor Vehicles
and Traffic, Section 175.1, so as to alter the prima facie speed limits
upon certain streets within the City of Lubbock (Elm Avenue from
661h Street to 50' Street/40 mph; 21' Street from Joliet to
Louisville/20 mph; East 66`h Street from Slaton Highway to MLK/45
mph), and Section 175.2 to establish a new school zone (East 261h
Street either side of Date/20 mph) (first reading).
ORDINANCE NO.2000-00033
AN ORDINANCE AMENDING CHAPTER 16 OF THE CODE OF
ORDINANCES OF THE CITY OF LUBBOCK, TEXAS, WITH REGARD TO
ALTERING THE PRIMA FACIE SPEED LIMITS UPON CERTAIN PORTIONS OF
CERTAIN STREETS WITHIN THE CITY OF LUBBOCK; ESTABLISHING A NEW
SCHOOL ZONE WITH A REDUCED SPEED LIMIT; PROVIDING AN
EFFECTIVE DATE; PROVIDING A PENALTY; PROVIDING A SAVINGS
CLAUSE; AND PROVIDING FOR PUBLICATION.
Section 175.1: Based on Traffic Engineering studies in accordance with
TxDOT criteria, the Traffic Engineering Department recommended that
the speed limit be increased as follows:
Elm Avenue from 66`h Street to 50'' Street from 30 mph to 40 mph
East 66`h Street from Slaton Highway to MLK from 30 mph to 45 mph
These two streets are in a primarily industrial area and function as
collector streets.
Based on a Traffic Engineering study and request of Covenant Health
System, the Traffic Engineering Department recommended that the speed
limit be reduced from 30 mph to 20 mph on 21't Street between Joliet
Avenue and Louisville Avenue. This reduction is warranted by the
significant pedestrian traffic in this area that crosses between the parking
garages and the hospital.
Section 175.2: Iles Elementary School, LISD. (2401 Date) has requested
an additional school zone on East 26" Street due to the large number of
students crossing this street and the amount of vehicular traffic on East
26' Street. This location meets the criteria for a reduced speed school
zone, and the Traffic Engineering Department plans on installing the new
flashers and signs this summer. The new school zone is on the south
side of the school and goes from 202 feet west of the west curb of Date
to 210 feet east of the east curb of Elm Avenue.

New construction costs for this school zone are available in the Traffic
Signal Capital Projects Fund. Operations costs can be absorbed in the
existing Traffic Operations budget.
At its June 27 meeting the Citizens Traffic Commission recommended
approval of these speed limit changes and the additional school zone.
The Traffic Engineering Department and the Citizens Traffic
Commission recommended approval of the first reading of this
ordinance.
(13.) Ordinance No. 2000-00034 determining the necessity of paving a
780-foot portion of the west side of University Avenue south of 861h
Street (first reading).
ORDINANCE NO. 2000-00034
AN ORDINANCE DETERMINING THE NECESSITY OF THE PAVING OF
A CERTAIN PORTION OF THE WEST SIDE OF UNIVERSITY AVENUE FROM
178 FEET SOUTH OF THE SOUTH END OF RADIUS OF 86TH STREET
SOUTHWARD A DISTANCE OF 780 FEET, DETERMINING THE PUBLIC
BENEFIT IN PARTICIPATING WITH THE DEVELOPER OF THE PROPERTY
ABUTTING THE SAID PORTION OF UNIVERSITY AVENUE, DETERMINING
ENGINEERING AND CONSTRUCTION COSTS, DETERMINING THE
MAXIMUM AMOUNT OF THE COSTS OF SUCH PARTICIPATION FOR WHICH
THE CITY SHALL BE LIABLE
For years, there has been a leaveout for the full width paving of
University Avenue between 82"d Street and 90' Street along the west side
of this thoroughfare. The original leaveout was due to the property
owner's unwillingness to dedicate the right-of-way at the time the other
portion of University was paved under an assessment paving program in
the 1970's.
As the years have gone by, the land was sold, and small parcels have
been platted from time to time. As these parcels have been platted, the
developer has provided for those paving improvements to widen
University to full width.
Currently, there is approximately 910 linear feet of leaveout along the
west side of University south of 86`' Street. The owner of this land,
Randy Neugebauer, is about to plat another small parcel with about 130
linear feet of unpaved frontage along University, which would leave
about 780 linear feet of the thoroughfare remaining unpaved full width.
Over the years, the staff has received numerous complaints about this
thoroughfare not being paved full width creating a bottleneck for
southbound traffic. In researching accident records, there have been 9
accidents over the last 5 years along this section of University.
Because of these problems, the staff approached Mr. Neugebauer about
the possibility that he complete the full width paving along University,
— including the footage outside of the property currently planned for
development. He indicated a desire to finish the paving, but stated there
were no immediate plans to plat the remaining 780 linear feet along
University which could bring in revenue for him to pay for this paving.
He asked if the City could participate in the cost of the paving of this
frontage not being developed at this time.
5
Regular City Council Meeting
July 13, 2000
Page 6
The Paving Policy, established by City Council, sets out the width the
adjacent property owner is responsible for paving on thoroughfares, with
the City responsible for all the remaining paving costs. In this case,
there would be very little City extra width participation, under policy,
because of the leaveout width that exists.
The staff also engaged an appraiser, Jimmy Goddard, to perform a value
study of the paving adjacent to the property that will not be developed,
such as would be performed for an assessment paving program. The
results of that enhancement study indicated an enhancement to this
property of $32,000. This would normally be the amount staff would
recommend the property owner's share of the cost should be if paved
through an assessment program.
State Law also provides a mechanism where cities can participate in a
developers paving contract up to a maximum of 30 percent of the
contract amount. The developer has a contract from a paving contractor
to pave the portion adjacent to the property planned to be developed, and
the 780 linear feet adjacent to the property not planned for platting in the
amount of $73,490.31. The amount of this paving contract, which
would only pertain to the 780 linear feet that will remain unplatted, is
$63,531.81. Thirty percent of that amount is $19,059.54. This bid is
consistent with similar paving projects.
Engineering for the paving of this leaveout is estimated at $4,900.
Thirty percent of the engineering is $1,470.
The staff recommended paving the remaining leaveout section of
University Avenue south of 86' Street at this time for public safety and
need.
It is recommended that the City participate in an estimated $19,059.54,
which is 30 percent of the cost of the developer's contract to pave this
portion of University and $1,470 which is 30 percent of the estimated
engineering cost for this leaveout paving project. The total City
participation in cost would therefore be approximately $20,529.54. If
this project went through the normal assessment procedure, the City cost
is estimated to be about $36,000 rather than the $20,529.54. Therefore,
participating with the developer in the cost of this project will result in
estimated savings of about $15,000 rather than going through a typical
assessment paving program. The developer is agreeable to this amount
of City participation in order to complete the full width paving of this
thoroughfare street.
(14.) Consider a resolution authorizing the Mayor to execute a contract
with Lubbock Land Company and Williams & Peters Construction
Company for paving a 780-foot portion of the west side of University
Avenue south of 86'h Street.

Immediately northeast of the airport is the 160-acre Water Utilities water
reservoir site. The water reservoir itself takes up approximately 60 acres
of the property and the remainder of the land is agriculture land that has
grown up in grass. This lease with Steve Thompson will allow him to
put cattle on the property and graze it. The lease begins on July 15 and
ends on December 3, 2000. Mr. Thompson will be charged $3 per acre
for this lease, or $288 for the total 96-acre tract. He will provide all the
necessary fencing and water. This will also keep down what has been a
weed problem in the past.
The Right -of -Way Department recommended the approval of this grazing
lease.
(16.) Consider a resolution authorizing the Mayor to execute an interlocal
cooperation agreement with Lubbock County for purposes of
establishing the Lubbock Regional Bomb Squad and Explosive
Ordnance Disposal Unit, to protect health, life, and property within
the city and county in cases of threat of concealed explosives, or the
threat of force or violence in which explosive devices may be utilized.

A copy of the Amendment is filed with Resolution 2000-RO238
On December 16, 1999, the City Council approved Resolution No.
6641, entering into a professional services contract with Schrickel,
Rollins and Associates, Inc. for a Comprehensive Recreational Area
Master Plan for Lake Alan Henry. The scope of work includes an
amendment to the 1998 Lubbock Comprehensive Parks, Recreation, and
Open Space Master Plan. Currently, Lubbock is divided into four
planning zones with 34' Street and Indiana Avenue serving as the
boundaries for these quadrants. Lake Alan Henry will be added as the
fifth service zone for the City of Lubbock.
In 1999, the City of Lubbock annexed 10.4 square miles that were south
of the city limits. This new area is not included in the 1998 Lubbock
Comprehensive Parks, Recreation, and Open Space Master Plan. To
ensure that the City serves the growing population and needs, it is
Regular City Council Meeting

imperative that this area be added as the sixth service zone in an
amendment to the 1998 Master Plan.
As mentioned above, Schrickel, Rollins and Associates, Inc. (SRA) is
currently developing a plan for the fifth service zone. To maximize
economies of scale, Park Development staff initiated discussions with
SRA and the Water Utilities Department to explore the feasibility of
amending the professional services contract to include the master
planning for South Lubbock as the sixth service zone. The addition of
the sixth service zone ensures that the City will accurately assess the
specific needs and trends of an area void of public recreation facilities.
It has been determined that, with minimal impact to the master plan for
Lake Alan Henry, SRA is able to provide a master plan for South
Lubbock within 150 calendar days. The work will also include a plan
for a linkage system which connects South Lubbock, McAlister Park, the
East-West utility easement, the East-West Freeway, and Texas Tech
University. The linkage system will capitalize on the utility corridor
located at 107' Street. The total fee for these services is $46,000.
Staff recommended that the Mayor be authorized to execute Amendment
No. 1 to a professional services contract, dated December 16, 1999
between the City of Lubbock and Schrickel, Rollins and Associates, Inc.
(18.) Resolution No. 2000-RO239 authorizing the Mayor to execute an

A copy of the Addendum is filed with Resolution 2000-R0239.
Crawford and Company currently provides third party administration of
liability claims for the City. The City contracted with Crawford and
Company for a period beginning August 25, 1997 and ending August 25,
1998 with the option to renew through August 25, 2000 at the same cost
as the first year. The City did renew the contract and it is scheduled to
conclude on August 25, 2000.
This is an effort to coordinate third party administration of claims with
the expiration dates of our excess liability and workers' compensation
policies. This would allow us to have additional options for excess
liability and workers' compensation coverages should the City need to
consider larger deductibles and/or self-insurance.
Staff recommended signing addendum #3 of the Crawford and Company
contract to provide third party administration of liability claims for an
additional 35 days from August 26, 2000 through September 30, 2000.
(19.) BID #00-097 - Water and Sanitary Sewer Installation Services
(Water Utilities).
This contract establishes three-year pricing for various water and
sanitary sewer services. These services will enable the Water Utilities
Department to provide quick and reliable service by temporarily
expanding the construction capabilities of the department. Major
components include installation of sewer and water taps, installation of
4" through 16" water lines and valves, installation of fire hydrants,
installation of 6" through 12" sanitary sewer lines, installation of
manholes, boring and installing casing, and rental of various construction
equipment and operators. These services will be utilized as needed by
the Water Utilities Department to complete projects as necessary.
The low bid is $547,423.50 from H. D. Weaver Ditching Service Inc. of
Lubbock, Texas and is within the Water Operations budget amount.

equal. Sanford/CNA's premium of $406,762 includes engineering
services specified in the RFP documents with a $125 per hour fee for
additional services while Palmer and Cay/Zurich's premium is $400,000
plus $60,000 for engineering services as needed. It was determined by
City staff that the City only has a need for the engineering services
specified in the RFP documents. With regard to policy renewals,
Sanford/CNA is willing to guarantee a maximum 5 percent premium
increase if the loss ratio is kept under 30 percent. This was not offered
by Palmer & Cay/Zurich.
Staff recommended award to Sanford Insurance Agency of Lubbock,
Texas. The total insurance premium is $406,762 and is within the Risk
