( 5.) Status report on temporary pumping project construction, the South
Central drainage project and the South drainage feasibility study by
Ches Carthel, Chief Engineer of Water Utilities, and Marsha Reed,
Stormwater Drainage Civil Engineer.
In anticipation of citizen questions as staff enter the rainy season,
Councilman McDougal requested an update on the above referenced
projects and study. Ches Carthel, Chief Engineer of Water Utilities,
reported on the status of the temporary pumping project. Recall that this
project will allow stormwater to be pumped from a number of the playa
lakes in Southwest Lubbock directly to a TxDOT inlet on South Loop
289. From this inlet stormwater flows naturally to Yellowhouse
Canyon, diverting stormwater that would otherwise flow through the
system of playa lakes that empty into Clapp Park, and ultimately to
Yellowhouse Canyon. Ches also had some preliminary results from the
water resources study being conducted for the City by Black & Veatch,
consulting engineers.
Marsha Reed, Stormwater Drainage Civil Engineer, provided City
Council and the public an update on the engineering design and plan
preparation for the South Central drainage project. She also addressed
the progress of the South drainage feasibility study work to date.
( (,) Discuss recommendations made by the Civic Services Marketing
Committee for a marketing strategy for the Civic Services Division
by Tommy Gonzalez, Assistant City Manager, Community Services.
In years past, the Culture and Leisure guide was the major tool
developed to notify citizens of all the annual Civic Services activities. A
marketing committee was formed in August 1999 made up of employees
from each Civic Services Department to create a new marketing strategy
for the Division. The guide was produced and distributed in the spring
and fall at a cost of $30,000. One of the major concerns, aside from the
cost, was the committee's inability to make schedule or activity updates
and/or changes once the guide was distributed.
de
e following
The committee re-evaluated this informationamorehuser friendly
recommendations to make the marketing
and also to maximize the return on our investment:
Discontinue the development of the Culture and Leisure Brochure
and replace it with the Civic Services' Internet home page with
links to the following sites: Buddy Holly; Parks and Recreation;
Libraries; and Civic Center.

CITIZEN APPEARANCES
( 9•) Dr. Ray Ballmann presented the Character First! Program.
Council will recall that representatives from the Character First! program
addressed Council during the citizens comments period of the agenda
two or three meetings ago. Since that time, representatives from that
group have attempted to meet with some Councilmembers. Bob Cass
also met with two local representatives, and informed them that while
staff are certainly supportive of the objectives of Character First!, staff
227
City Council Meeting

Page 228
are also aware of another locally based program that is similar
(administered by Nat Cooper at Lubbock Christian University) which is
very well respected. The City staff evaluated both programs and felt that
staff would be better served by developing our own ethics training and
incorporating that into our regular programs. Consequently, Bob
informed the two local representatives with whom he met that he would
not recommend that the Character First! program be adopted by the City
Council.
This item was not placed on the agenda as an action item. Staff would
recommend that this be referred to the City Manager for a final decision.
Consent Agenda was considered next.
(10.) Presentation of a special recognition to representatives of Lubbock
County and the City of Lubbock for their participation in
Government Week in Lubbock County.
The City of Lubbock has agreed to partner with Lubbock County to
provide an educational experience for students from all school districts
within Lubbock County. The City of Lubbock staff hosted 60 students
and provided a series of introductory briefings about the City Council /
Manager form of government and city services. Students toured City
Hall, attended portions of the City Council Work Session / Meeting, and
toured the Lubbock Business Center. Other City facilities were visited
during a bus tour after the luncheon.
Members of the Council were asked to attend a luncheon at the Holiday
Inn Downtown. Mayor Sitton made some brief remarks to the entire
group at the luncheon. City Council members, staff and County officials
sat among the students at the luncheon. Senator Duncan was not able to
attend, but had a representative from his staff to attend. Representative
Jones had not yet committed. Representative Isett attended and made
some award presentations during the luncheon.
National County Government Week (NCGW) is an annual celebration of
county government. First held in 1991, the goal of county government
week is to raise public awareness and understanding about the roles and
responsibilities of the nation's counties.
There are activities at the national, state and local levels during county
government week. More than 1,000 counties annually participate in
NCGW by holding a variety of programs and events.

A copy of the Lease is filed with Resolution No. 2000-R0092.
This lease agreement is for Luther Avitts of Hub City Brewery, Inc. to
lease approximately 31 spaces of the City Health Department parking lot
at the southwest corner of 19' Street and Texas Avenue. Additional
parking per zoning requirements is needed for customers of the
restaurant and club during the evening and nighttime hours. The lease is
for one year and the City will receive $116.25 per month for this lease.
This has been calculated as follows: $15 per space (typical monthly
downtown parking lot space rental rate) x 31 spaces = $465. Parking
will only occur on these spaces 15 days of the month and they will be
leased only 12 hours a day maximum. Therefore, $465 x 1/2 month x 1/2
day = $116.25 due the City per month.
The Right -of -Way Department recommended the approval of this lease.

A copy of the Grant Application is filed with Resolution No. 2000-RO110.
The Texas Department of Human Services is requesting proposals for
projects to identify and minimize or eliminate barriers to employment
facing Temporary Assistance for Needy Families (TANF) recipients and
potential TANF recipients in Texas. The projects should be able to
begin immediately upon funding. The contract period will end August
31, 2001.
Moving can be a stressful experience which can impact a person's ability
to concentrate at work. It can also create problems for an employer.
The displaced employee may have to take off from work to locate an
apartment, to transfer utilities, to transfer the children to another school,
to move, and so forth. The displaced employee may need to use work
time to make telephone calls to accomplish these tasks. The disruption
in their home life could ultimately result in a job loss.
In order to minimize these problems, the innovation project would
provide monies to assist eligible families with moving expenses, up to 4
months rent assistance and utility assistance, assistance with finding
housing, education regarding the process of moving, and possible
reimbursement of lost wages if it is necessary to take time off work to
make the move.
The Community Development and Services Board and the City Council
recognized the need to assist current renters in North Overton in the

event that they are displaced due to the Centre Project when they
recently approved CDBG funding for an optional relocation policy. This
proposal for $291,000 would extend those monies to include additional
assistance for TANF or TANF eligible families living in North Overton.
The Community Development staff recommended approval of this grant
application.
Motion was made by Councilmember Cooke, seconded by
Councilmember Patterson to pass Resolution No. 2000-RO110 as
recommended by staff. Motion carried: 6 Yeas, 0 Nays.

A copy of the Agreement is filed with Resolution No. 2000-RO101.
The Aircraft Rescue and Fire Fighter (ARFF) crew at Lubbock
International Airport is a specially -trained contingent of the Lubbock
Fire Department that provides the initial response in the event of an
aircraft emergency or accident. Due to the low incidence of actual
accidents, it is essential that the ARFF crews receive realistic training on
243
City Council Meeting
April 6, 2000
Page 244
an on -going basis to ensure that they remain proficient. One of the most
effective methods of ARFF training is the live -fire drill, in which fire
fighters practice extinguishing a fire at a simulated crash site with the use
of hand lines and specialized aircraft fire fighting trucks. This type of
training is mandated under Federal Aviation Administration regulations.
Currently, the airport does not have the facilities to conduct this type of
training. Instead, the fire fighters are sent out to train at other airports
that have such facilities, such as Amarillo International and DFW.
Due to the high cost of travel and overtime, the airport can only afford to
send each fire fighter to live -fire training once each year, barely meeting
the minimum standards set by the Federal Aviation Administration. To
enhance the readiness of its ARFF crews, the airport has obtained
support and a funding offer from the FAA to build a live -fire training
facility on -site. The estimated cost of construction of the facility is
approximately $3 million. If approved by the City Council, this facility
would be funded 90 % through a grant from the FAA's Airport
Improvement Program, and 10 % through the airport's Passenger Facility
Charge Program.
This agenda item involves approval of a contract for design services for
the live -fire training facility. Under a qualifications -based selection
process conducted in 1996, the City Council awarded engineering
services agreements to two firms, each agreement giving first -right -of -
refusal for specific projects in the airport's Capital Improvement
Program. When the airport initiates a project under one of the
agreements, a fee is negotiated, and an amendment to the base agreement
is developed for submission to the City Council.
Through the RFP process, the live fire training facility design project
was awarded to Delta Airport Consultants, Inc. A fee for the project has
been negotiated, and an Amendment No. 4 to the base agreement with
Delta has been developed. Lump sum fees for all phases of design work
under the amendment total $129,130. Reimbursable expenses for all
phases of work under the amendment are budgeted at a "not -to -exceed"
amount of $317,992. In accordance with FAA requirements, an
independent analysis of the proposed engineering fees has been
conducted, and it has been determined that the fees are appropriate for
the scope and complexity of the work contemplated under the
amendment. The agenda back-up is very lengthy and is available to view
in the City Secretary's office.
The Airport Board has reviewed the amendment and recommended
approval. Staff also recommended approval.

This contract will provide the Lubbock Water Utilities an outside
resource to assist staff and management in comparing current utility
operations in the Water Treatment, Water Reclamation and Wastewater
Collection departments with other public and private operations.
A qualified environmental and operations consultant will analyze and
evaluate the operations of the water treatment, wastewater treatment and
wastewater collection sections. The consultant will recommended
modifications and/or adjustments in process procedures, technology,
staffing, etc. that may result in increased efficiencies when compared to
private sector operations and similar public industry standards. They
will also evaluate the advantages and disadvantages of using private
firms to operate and maintain all or portions of these departments.
The following evaluation criteria was used to evaluate the proposals:
Past Project Experience on Similar Projects (40%)
Project Approach (25 %)
Project Team Organization & Qualifications (25 %)
Overall Responsiveness to the RFP (10%)
The following firms submitted proposals and were ranked as follows:
Malcolm Pirnie 84.8
HDR Engineering 84.4
Dresser and McKee 82.8
Black and Veatch 79.0
Alan Plummer and Associates 77.2
All five firms have extensive experience in the water utilities industry
and all are very capable of performing the work. Due to the closeness of
the top two scores, the committee agreed that interviews should be
conducted regarding the top two firms. After the interviews were
conducted, the committee felt that the methodology and proposed
involvement of our employees developed by Malcolm Pirnie was most

This contract is for architectural services for the renovation of the City
of Lubbock Health Department building at 19' Street and Texas Avenue
into the Health and Community Services Citizen Center facility.
A committee of five individuals familiar with this project and other
similar projects was selected to review and rate the proposals submitted
by the firms listed above. The committee used the Evaluation
Procedures for Competitive Proposals developed by the City of Lubbock
Purchasing Department. Proposals. The selection criteria included:
• Qualifications —Specialized Experience/Competence of A/E (40%)
• Record of Performance (25 %)
• Proposed Methodology and Types of Services (15 %)
• Timeliness of the Proposed Work Schedule (10%)
• Overall responsiveness to the RFP (10%)
The following architectural firms submitted proposals and were ranked
as follows:
Adling Associates Architects of Lubbock, Texas 74.6
Green Harvey Architects, Inc. of Lubbock, Texas 83.7
Parkhill, Smith & Cooper, Inc. of Lubbock, Texas 95.5
Stiles and Stiles, Architects of Lubbock, Texas 77.1
Although all of the five firms have considerable experience in a variety
of architectural and engineering projects including many past projects
with the City of Lubbock, due to the specific aspects of this project, the
clear leader in the group was Parkhill, Smith and Cooper, Inc. The
committee was very impressed with that firm's large number of multi-
user renovation projects, clearly presented methodology, understanding
of the project scope and complexity, record of performance with past
City of Lubbock projects, staffing, and proposed work schedule, in

addition to their very effective and responsive proposal. The other three
firms, although competent, were less qualified in terms of past
experience of a similar nature, staffing, and other aspects the committee
decided were pertinent for the project. Due to this, the committee
determined that interviews were unnecessary and decided to negotiate a
fee with Parkhill, Smith and Cooper, Inc.
Based on the criteria used by the selection committee and the subsequent
scores for each firm, the committee recommended that Parkhill, Smith
and Cooper, Inc., be engaged to perform the architectural engineering
services required for the renovation of the Health Department building
into the Health and Community Services Center facility.
A contract in the amount of $66,465 has been successfully negotiated
with Parkhill, Smith and Cooper of Lubbock, Texas and is within the
budget amount.

The City Council approved a ten-year declining scale tax abatement for
the renovation of the X-FAB facility on February 24, 2000. Since that
time, the City of Lubbock has received an application for industrial tax
abatement for machinery and equipment from X-FAB Texas, Inc. to
expand their production capacity at 2301 North University Avenue, in
the North Enterprise Zone.
X-FAB has been approached with additional business opportunities and
in order to take advantage of them they will have to expand their
production capacity. X-FAB is planning a two-phase expansion that will
take place over the next 12 to 36 months.
The first phase of the expansion began in February 2000 and will be
completed by December 2000. X-FAB will expand their monthly
capacity from 10,000 wafers to 20,000 wafers in this phase to meet the
long-range demand for a specific customer. The investment will be
approximately $4.6-$12 million in new equipment. X-FAB will create
85 new jobs with an estimated annual payroll of $2.25 million.
The project meets the Industrial Tax Abatement Policy and Guidelines
minimum of $2,000,000 of personal property assessed valuation or 25
new permanent jobs. Market Lubbock considered this application at its
March 8, 2000 Board Meeting and has recommended a 5 year, declining
scale tax abatement for the machinery and equipment for X-FAB.
The abatement amount for the City of Lubbock based on the maximum
investment of $12 million would be approximately:

The total city abatement over the life of the contract for the machinery
and equipment at the maximum investment would be $208,800. The
total county abatement for the machinery and equipment over the life of
the contract would be $107,309.
Rather than preparing and executing a totally different contract, staff is
recommending that the existing contract, executed on February 24, 2000
by the City Council, be amended to add the tangible personal property.
The base year will be the same and it would be less confusing and
administratively less costly to have one contract rather than two.
The project will add $4.6 million to $12 million in new value to the tax
base in the North Enterprise Zone and will create 85 new jobs.
Under the current guidelines, X-FAB Texas, Inc. is eligible and meets
all the criteria for tax abatement.
Staff concurs with Market Lubbock Inc.'s recommendation of approval
of the tax abatement for machinery and equipment for a term of five
years with a declining schedule.
David Sharp of Market Lubbock Inc. presented staff comments. Don
Meinkoth of X-FAB Texas, Inc. also presented comments to the
Council.
