In April 2001, members of the Lubbock Arts Alliance Board and the
Executive Director made a request to the City of Lubbock for $40,000 to
cover weather related losses on their winter play event, "Heidi" and the
Arts Festival. If approved, the funds will be used to bring in a new
Children's Theater play in September 2001 as well as a multitude of
other programs, exhibits, and collaborative events. The Lubbock Arts
Alliance and the City of Lubbock annually enter into an agreement
whereby the Lubbock Arts Alliance administers a grant program to
applicable agencies for the encouragement and promotion of arts in the
Lubbock community.
In the contract, the Lubbock Arts Alliance is required to deposit the
funds into an interest bearing account. Over the years, the funds have
grown to an approximate amount of $40,208 as a result of interest
income, forfeited grant funds, and ungranted funds. By contract, the
Lubbock Arts Alliance can only use these funds with City Council
approval.
Although there will be differing opinions on the validity of the argument,
it should be pointed out that action on this item may be cited in the future
by other organizations in need of assistance. Having informed Council
of that, staff is comfortable with this item.
Martha Ellerbrook, Director of Management Services, represented the
staff. She explained that the Lubbock Arts Alliance was requesting
$33,000.00 from the funds to cover their weather related losses.
Lubbock Art Alliance Board Chair Marie Mire was recognized.
