A copy of the Sublease Agreement is filed with Resolution 5734.
In late 1994, a survey of customers utilizing over-the-counter and drive -
up payment options revealed a significant number of customers traveled
from the southwest quadrant of the City to use LP&L's downtown
facilities. At that time, LP&L began to develop options for opening a
full service branch office in the southwest portion of the City. In
August, 1996, a two person, full service office was opened in
cooperation with Energas at their location at 80th Street and Slide Road.
Energas also opened an equal operation in the LP&L office. The
staffing for the LP&L branch included adding one Senior Customer
Service Representative and transferring one Customer Service
Representative from the downtown office to the branch. The first year
start-up costs and annual ongoing costs for that original expansion are
outlined below:
11
Regular City Council Meeting
January 8, 1998
Page 5
Original Energas Expansion, August 1996
Start up Costs
Cashier software/printers/2 stations $10,538
Computer terminals/communications 18.20
Total Start Up $28,738
Annual Ongoing Costs
One sr. customer service representative $24,292
Software/hardware maintenance 2,350
Telephone line charges 2,330
Total Ongoing $28,972
The goal of the expansion was to increase contacts with additional
customers and not just displace contacts at the downtown location. By
comparing data for periods of 1996 and 1997, significant results have
been achieved toward that goal. Customer service has been provided for
8,366 additional contacts at the branch location. In addition, 5,967 more
payments have been taken from over-the-counter customers. Additional
payments would have been much greater if a drive -up window capability
could have been available at the branch. Further, 69 electric
changeovers have been derived from the new operation, and 5,177 night
drop payments have been received. These transactions translate to as
high as a 40 % increase in customer service walk-in contacts for some
months.
These increases are only a portion of overall activity increases over the
last five years. The recap shown below details activity increases from
1992 to 1997. These higher levels have been mitigated by an increase of
only one customer service employee during the period.

As Energas is consolidating all their customer service operations and
closing all of their customer service offices, LP&L is threatened with
losing the advanced levels of service and the initial investment in the
branch office. The proposed lease encompasses 2,115 square feet and
includes the existing two-lane drive up window. The space will facilitate
a two station walk up and lobby area, a cash vault and internal office
area, and the drive up window which is separated from the office area by
approximately 100 feet. The operation will require three representatives
to provide adequate service levels.
Any costs associated with this lease are expected to be offset by
revenues. LP&L will collect payments for Energas customers and
generate funds for covering the costs of this proposal.
The staff recommended approval of the resolution.

(13.) Bid #97273 - Capacitor Banks, Racks and Structures (Electric
Distribution)
This bid is for the purchase of three 69,000 volt rated switched capacitor
banks to be installed at various LP&L substations. These capacitor
banks are required to satisfy operational and contractual terms of
LP&L's wholesale power agreements.
The LP&L System Improvements -Other budget amount is $75,000.
The low bid is $69,759 from Temple, Inc. of Lubbock, Texas.
(14.) Bid #97275 - Discount Pricing for Haworth Office Systems - Annual
Pricing (Facilities Management)
This bid is for annual discount pricing for the purchase of Haworth
Office Systems. The City uses Haworth Office Systems throughout its
facilities. All office systems requests and subsequent orders will be
handled through the Facilities Management Department.
The criteria used in the evaluation of bids was based on which supplier
would provide the highest discount for the Haworth Office Systems.
The highest discount off manufacturer's list price is 58 % for orders over
$25,000 and 55 % for orders less than $25,000 from DFI Contract
Design, Inc. of Odessa, Texas.

This resolution is the first of five resolutions required to initiate an
assessment paving program. The proposed paving improvements are as
follows:
82nd Street from Frankford Avenue west to the City Limits.
On assessment paving the property owners may be assessed for 90% of
the paving cost and 100% of the curb and gutter cost.
This paving project is be funded by the City, the County and Texas
Department of Transportation. Although the County will not be
assessing property owners on the portion of the project that is outside the
city limits, staff is proposing an assessment for the City's portion. This
assessment would be consistent with the City's current paving policy and
is consistent with past thoroughfare paving projects with respect to
assessment of adjacent property.
Assessment rates for this project, which are related to enhancement
values to be determined by an appraiser, are anticipated to be minimal
for the affected residentially zoned properties.
Staff recommended approval of this resolution.
Motion was made by Councilmember Ince, seconded by Councilmember
Cooke to pass Resolution No. 5739 as recommended by staff. Motion
carried: 5 Yeas, 0 Nays. Councilmember Neugebauer recused himself.

A copy of the Interlocal Cooperative Agreement is filed with Resolution 5740.
On December 18, 1997 two interlocal agreements between the City Of
Lubbock and the County of Lubbock and the City of Lubbock and the
City of Tulia were executed.
In the ongoing effort to align the West Texas cities and counties along
I-27, Lubbock has been working with its fellow West Texas cities,
counties, and chambers of commerce in order to form a coalition for an
international trade corridor that will stretch from Mexico to Canada.
The international trade route would follow I-27 through Lubbock and
Amarillo.
HNTB, Inc., a transportation consulting firm, has been retained to
determine the most cost effective route. Cities and counties along I-27
will share in the cost of the feasibility study. Once staff receives the
results of the feasibility study, which should be in March 1998, a route
will be designated.
Every effort will be made to include wording in the ISTEA (Intermodal
Surface Transportation Efficiency Act) re -authorization that includes this
route. Being included in the new piece of legislation could mean access
to planning funds. ISTEA re -authorization could also include a greater
return of the gasoline tax to donor states. Currently, Texas receives less
than 80% of the gas taxes paid by our state. Re -authorization of ISTEA
17

could increase the return to at least 90 % . Some of these funds could be
utilized for corridor studies and future construction and/or
improvements.
A trade corridor would provide an alternate route to I-35 to the north
and northwest. It is important to note that we complement the I-35 and
I-69 routes. We are not competing with their coalitions. As a result of
NAFTA, there is a 43 % increase in trade between the North American
countries. West Texas needs to position itself for the continued increase
in trade by having a sound infrastructure and good distribution routes.
The interlocal agreement between Hale County and the City of Lubbock
is yet another indication of the strong support for this project. Other
cities and counties are scheduled to consider interlocal agreements for
this project in early to mid January 1998. With this in mind, city staff
will be bringing other interlocal agreements to Council for future
consideration.
Tommy Gonzalez, Director of Culture and Leisure Services, presented
staff comments.
Staff recommended approval of the interlocal agreement.

On April 24, 1997 the City Council approved an agreement to pay the
Lubbock Arts Alliance $106,848 to be used in making grant awards to
cultural arts organizations. These moneys represent 0.400 cent of the
hotel/motel tax collected during the fiscal year ended September 30,
1996. In developing the funding recommendation for each application,
the Grants Review Committee followed guidelines which were approved
by City Council in April 1997. The agreement provides that a review
committee of the Lubbock Arts Alliance receive and evaluate
applications for grants and make recommendations to the City Council
for awarding of these grants.
Council was asked to approve $58,200 in grant awards for the second of
two grant periods for 1997-98. A listing of the recommendations of the
Lubbock Arts Alliance Review Committee was included in council
backup. Fifteen applications were received on the December 1 deadline,
and thirteen are recommended for full or partial funding.

A copy of the Contract is filed with Resolution 5742.
The generation repowering project planned at LP&L Plant No. 2 will
require a fuel pipeline capable of supplying natural gas at 600 pounds
per square inch. The required volumes and pressure are beyond the
capability of the existing fuel pipeline.
Proposals for a fuel delivery pipeline and related facilities were received
from the following companies:
Energas Company of Lubbock, Texas
K N Energy of Houston, Texas
LG & E Natural of Dallas, Texas
West Texas Gas, Inc. of Midland, Texas
Criteria used in the evaluation of proposals included:
• Demonstrated experience in similar projects
• Financial resources
• Ability to construct a safe and reliable facility meeting industry
standards in the time period indicated
• Life cycle cost
20

Page 21
An evaluation review committee ranked the proposals with the following
unanimous results:
1. Energas Company of Lubbock, Texas 98.5 Points
2. K N Energy of Houston, Texas 91.0 Points
3. LG & E Natural of Dallas, Texas 83.5 Points
4. West Texas Gas, Inc. of Midland, Texas 72.0 Points
Negotiations with the successful proposer, Energas Company, resulted in
the proposed agreement included in council's backup.
The agreement provides the following major elements:
• A transportation cost which will be less than $0.025 per MMBTU.
This price will remain fixed for 20 years. (LP&L presently pays
$0.43 per MMBTU for transportation to Plant No. 2.)
• All City of Lubbock gas transportation costs will be computed under
this cost. When the repowering project is fully operational, this will
reduce the City of Lubbock gas bills by approximately $200,000 per
year.
• The term of this agreement is for 20 years.
• The City of Lubbock will assume ownership of all facilities
constructed by Energas for this project at the end of the agreement
term.
• LP&L will allow Energas use of a portion of the existing eight -inch
pipeline from Holly Plant to an area near Post, Texas.
• LP&L will receive a $0.05 per MMBTU fee for moving gas over
LP&L's eight -inch pipeline, which will be used by Energas
customers other than the City of Lubbock.
Based on the committee's rankings, staff recommended award of this
contract to Energas Company of Lubbock, Texas.
Staff recommended award of this bid to the bidder as indicated on the
tabsheets and award of the contract as shown on the resolution.
