kindness, his willingness to work to improve Lubbock's quality of life,

Texas Municipal League, presented this well deserved recognition.
(11.) Presentation by the National Committee of the Employer Support of
the Guard and Reserve (ESGR) recognizing the City of Lubbock as a
strong supporter of employees serving in the Army Reserves and
National Guard.
Throughout the years, studies have shown that nearly a third of the men
and women surveyed about why they were leaving the National Guard
and Reserve indicated "employment conflict" as the source of their
problem. To address this problem, nearly 4,200 volunteer business
executives, senior government representatives, educators, and military
personnel serve on local ESGR Committees. They conduct a wide
variety of informational and assistance programs designed to capture the
attention of employers and win their support.
Supportive employers, those who enact policies that make it easier for
their employees to remain active in the National Guard and Reserve,
receive special recognition from the employer support committee. Each
committee operates a program honoring these employers with
certificates, plaques, and national recognition.
Lieutenant Colonel Mackey Hancock, former commander of the 413th
Civil Affairs unit, presented the Lubbock City Council with an ESGR
plaque of appreciation thanking the City for its support of employees
who served with the 413th Civil Affairs Battalion in Bosnia -
Herzegovina. The Army Reserve Unit was stationed there between
November 24, 1996 and July 3, 1997. The unit was deployed to support
the United Nations peace keeping mission. Wendell Willbanks,
Chairman of the ESGR Committee, also attended.
(12.) Presentation of 5-Star Vital Statistics award by the Texas Bureau of
Vital Records to Eva Smith and the Vital Statistics Section for an
outstanding job at vital registration.
This award was given to 27 operations competing with over 600
operations in the state.
Mayor Sitton presented this award to Eva Smith, Supervisor of Vital
Statistics Section.
(13.) Presentation of update on activity of the Committee for Women by
Velma Medina, Chair.
The Committee for Women serves as an advisory body addressing the
needs, problems and contributions of women in the community; serves
as a clearinghouse of information relating to women; and recommends
and coordinates programs and activities to meet the social, economic,
and vocational needs of women.

A copy of the Partial Paving Release is filed with Resolution 5727.
At the August 14, 1997 public hearing for the 1995 paving assessment
program the Council decided to delete Unit 2240-90 and assess the
remaining units at the calculated rate.
A resolution was passed by Council on March 13, 1997 declaring an
intent to pave and establishing a lien on all the property associated with
this paving assessment program. After the third reading of the paving
ordinance on December 11, 1997, it is necessary to release the lien on
the properties that have existing/prepaid paving or which were deleted
from the program and are not to be assessed.
This resolution will release the intent to pave lien on those properties
which are not to be assessed.
Staff recommended approval of this resolution.

A copy of the Investment Policy is filed with Resolution 5728.
House Bill 2799 amended the Public Funds Investment Act, which is
Section 2256 of the Local Government Code, effective September 1,
1997. One of the provisions required in the House Bill 2799 is that "the
governing body of an investing entity shall review its investment policy
and investment strategies not less than annually." The governing body
shall adopt a written instrument by rule, order, ordinance, or resolution
stating that it has reviewed the investment policy and investment
strategies and that the written instrument so adopted shall record any
changes made to either the investment policy or investment strategies.

Council backup included a copy of the investment policy that was
adopted by City Council via Resolution No. 4933 dated August 25,
1995. While the policy was reviewed by staff in fiscal year 1995-96, no
changes were forwarded for City Council consideration. The law now
states that a resolution must be approved that states that the policy has
been reviewed whether or not changes are considered.
The proposed changes to the approved policy are primarily housekeeping
changes, changing the name of the officers in charge of investments to
-- match titles that arose out of reorganization of the financial services
division. Another housekeeping item is to require quarterly meetings
rather than monthly meetings, although reports will still be reviewed on
a monthly basis by all of the Investment Review Committee members.
The remainder of the changes are mandated by House Bill 2799 that
amended Section 2256 of the Local Government Code. The investment
policy that was included in council backup is the original policy.
Since the proposed changes are housekeeping in nature or mandated by
state legislation, staff recommended approval of the resolution.

A copy of the Interlocal Agreement is filed with Resolution 5729.
Lubbock has been working with its fellow West Texas cities, counties,
and chambers of commerce along I-27 in an effort to form a coalition for
an international trade corridor that will stretch from Mexico to Canada.
The international trade route would follow I-27 through Lubbock and
Amarillo. HNTB, Inc., a transportation consulting firm, has been
retained to determine the most cost effective route. Cities, counties, and
chambers of commerce along I-27 will share in the cost of the feasibility
study. Once staff receives the results of the feasibility study, which
should be in late February or early March 1998, a route will be
designated.
Every effort will be made to include wording in the ISTEA (Intermodal
Surface Transportation Efficiency Act) reauthorization that includes this
route. Being included in the new piece of legislation could mean access
to planning funds. ISTEA reauthorization could also include a greater
return of the gasoline tax to donor states. Currently, Texas receives less
than 80 percent of the gas taxes paid by our state. Reauthorization of
ISTEA could increase the return to at least 90 percent. Some of these
funds could be utilized for corridor studies and future construction
and/or improvements.
A trade corridor would provide an alternate route to I-35 to the north
and northwest. It is important to note that we complement the I-35 and
I-69 routes. We are not competing with their coalitions. As a result of
NAFTA, there is a 43 percent increase in trade between the North
American countries. West Texas needs to position itself for the
continued increase in trade by having a sound infrastructure and good
distribution routes.
The interlocal agreement between the City of Tulia and the City of
Lubbock is one of the first of several interlocal agreements that will be
submitted to City Council for approval. Several cities and counties are
scheduled to consider interlocal agreements for this project in the latter
part of December and early January 1998. With this in mind, city staff
will be bringing other interlocal agreements to council for future
consideration.

PRIMA FACIE SPEED LIMITS UPON CERTAIN PORTIONS OF CERTAIN
STREETS WITHIN THE CITY OF LUBBOCK; PROVIDING AN EFFECTIVE
DATE; PROVIDING A PENALTY; PROVIDING A SAVINGS CLAUSE; AND

Certain streets on the perimeter of the City in non -urbanized areas have
never had any speed limits set other than the statewide criteria. As a
result, they were 55 mph until the statewide maximum changed to 70
mph. As a result of this change and engineering studies, the Traffic
Engineering Department made the following recommendation to the
Citizens Traffic Commission which was approved on October 21, 1997:
Alcove Avenue from the North City Limits to S. City Limits
55 mph
Inler Avenue from the North City Limits to S. City Limits
55 mph
Milwaukee Avenue from the North City Limits to 19th Street

98th Street from University Avenue to East City Limits
45 mph
Additionally, the Traffic Department studied several other locations
where requests for modifications in the speed limits had been made by
businesses and citizens. The following changes were recommended for
approval by the Citizens Traffic Commission on October 21, 1997:
Buddy Holly Avenue from 4th Street to 9th Street from 30 mph to 35 mph
Texas Avenue from 4th Street to 9th Street from 30 mph to 35 mph

Staff has received an application from Treadco, Inc., a national
manufacturer/distributor of retread tires, for industrial tax abatement in
the South Enterprise Zone. Treadco plans to consolidate their regional
operation by moving the manufacturing facility from Amarillo to
Lubbock and building a new facility to accommodate the entire
operation.
Treadco plans to build their new $1.2 million facility at 4121 East Slaton
Highway at Peach Street. The company has requested tax abatement for
the new facility and new equipment. Treadco presently has an
investment of $623,465 in equipment on the existing tax rolls. This
equipment would not be eligible for tax abatement. The company does
plan to invest $258,727 in new equipment for the new location, which
would be eligible for tax abatement. Market Lubbock, Inc. has
recommended a five year abatement at 50 percent.
The total City abatement over the life of the contract is $21,152. The
total County abatement for this project over the life of the contract will
be approximately $10,189.
According to the application submitted by Treadco, their company
currently employs fifteen persons at their present location and plans to
increase employment by eleven persons with the new expansion. The
payroll generated by the new jobs is approximately $536,000 annually.
The total per new job cost for tax abatement will be $1,923 for the City
and $926 for the county. The total combined per job cost is $2,849 for
the tax abatement term and percent recommended.
Other incentives offered to Treadco include a partnership between
Market Lubbock, Inc. and the City of Lubbock to make infrastructure
improvements to Peach Street at a cost of $67,000. Market Lubbock,
Inc. will fund $120,000.
The project will add $1.46 million in new value to the tax base in the
South Enterprise Zone and will result in the retention of fifteen existing
jobs with an annual payroll of $382,000 and the creation of eleven new
jobs and $536,000 in additional payroll.
Under the current guidelines, Treadco, Inc. is eligible and meets all the
criteria for tax abatement. Market Lubbock, Inc. has recommended five
years, 50 percent abatement for the company.

A copy of the Amendment to Professional Services Contract is filed with Resolution
5732.
The City of Lubbock's first year of aggressively pursuing legislative
initiatives was very successful. With the assistance of our legislative
consultants many of the bills that specifically addressed issues affecting
our community were successfully passed. Our legislative consultants
received many personal and public mentions of thanks for the
professional and hard working manner in which they approached this
endeavor. The legislative committee has been directed to begin
developing a comprehensive and concise agenda for the 76th legislative
session. To continue building on the successes of the 75th legislative
session and build our new agenda, staff feels that extending the contract
with our current consultants will prove to be the most advantageous
approach for the City. In our final review, these firms continue to best
satisfy our criteria. The annual cost will be $168,000 for the first two
years with options.
Debra Forth, First Assistant City Manager, presented staff comments.
