recognition to United Blood Services
10-17, 2001, as Blood Donor Awareness
Since 1970, the President of the United States has declared January of
each year as National Blood Donor Awareness Month. During winter
holidays and the summer months, volunteers donate fewer times than the
remainder of the year. This year, in addition to the holidays, there has
been an even greater decrease in donations due to the increased number
of winter storms occurring in Lubbock. United Blood Services is
currently experiencing a critical shortage of blood. In a public effort to
encourage donors to give blood, a presentation to United Blood Services
was made commemorating February 10-17 as Blood Donor Awareness
Week in Lubbock. Ms. Lee Patrick, Associate Executive Director of
United Blood Services accepted the special recognition.

RESOLUTION NO. 2001-R0027
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and hereby is authorized and
directed to execute for and on behalf of the City of Lubbock the "City of Lubbock
Policy for Playa Lake Development" (the "Policy"). The Policy is adopted, effective

A copy of the Policy is filed with Resolution No. 2001-R0027.
The Policy for Playa Lake Development was adopted by the City
Council on March 25, 1999. The purpose of this policy was to establish
criteria for the development and/or acceptance of playa lake areas as
storm water detention basins or parks. The minimum development
standards for storm water detention basins apply to all playa lakes
regardless of ownership.
Since that time, there has been a need for some changes to the policy that
would assist with implementation. The major change being made is the
elimination of the requirement for a one-year maintenance agreement
prior to acceptance of the property. All of the requirements for
development of the lake areas, the water quality tests, and effective
erosion control remain in place as per the procedures required in the
Drainage Criteria Manual. Once the Developer/Owner has met all of
the requirements of the Policy for Playa Lake Development and the
ordinance, the City staff made a recommendation for acceptance of the
property rather than requiring a maintenance agreement.
Other minor changes include further defining that the property will be
conveyed to the City by a General Warranty Deed, redefining "estimated
high water" to "predicted water elevation as determined by procedures
outlined in the Drainage Criteria Manual", and adding the requirement
of an Erosion Control Plan.
City staff and the development community have reviewed the
amendments to this policy and have no further comment.
Staff recommended approval of this resolution.
