According to staff memo, this grant represents the third
competitive HOPE 3 grant the City of Lubbock has received. Prior
to this, the City received a $1 million grant for 1992-93, and a $1.7
million grant for 1993-94. This award of $800,000 brings the total
to $3.5 million received by the City in HUD HOPE 3 grant funds.
In 1993-94, $14 million were available in Region 6 (Texas, New
Mexico, Oklahoma, Arkansas and Louisiana) and, based on
performance and a good track record of fund distribution and
management, the City of Lubbock received the second largest grant
($1.7 million) awarded that year.
This year available funds were significantly reduced to $3 million.
Again, based on performance, the City of Lubbock received
$800,000 (27 percent) of the funds available. The City is
competing for these funds with Texas municipalities such as
Houston, San Antonio, Dallas, a consortium of Habitat for
Humanity organizations representing six cities, and Oklahoma
City.
These funds will enable at least 16 low to moderate income
families to become first-time homebuyers. It is anticipated that
with the houses to be bought and refurbished with these grant
funds, as well as the 69 houses done completed previous programs,
the contribution to the annual tax revenues will be in excess of
$100,000. It will also provide construction jobs associated with
the refurbishing of the houses, and an economic development
stimulus.
Mike Rincon presented the HOPE 3 grant award for 1995-96 to
Mayor Langston and Delwin Jones, District 83 State
Representative.
( 6,) A representative of the Lubbock Arts Alliance appeared to
present the following recommendation:
Awarding of the Arts Grants Program for the first of two grant
periods of 1995.
Glen Garnett, Chair of the Grants Review Committee, appeared on
behalf of the Lubbock Arts Alliance to make the recommendations.
On June 22, 1995, the City Council approved an agreement to pay
the Lubbock Arts Alliance, Inc., $116,683.20 (.400 cents of the
hotel/motel tax collected during FY 1993-94) for the
encouragement, promotion and improvement of all forms of art in
the community. The agreement provides that a review committee
of the Lubbock Arts Alliance will receive and evaluate applications
for grants and make recommendations to the City Council for
awarding of these grants.
Mr. Garnett asked the City Council to approve $57,750 in grant
awards for the first of two grant periods for 1995-96. Twenty-six
applications were received on the June 1 deadline and 22 are
recommended for full or partial funding.

In November 1994, the Municipal Arts Committee, presented
recommendations to City Council on matters concerning the
selection and placement of public art in or on City owned facilities
and property. Several questions were raised at that time regarding
various components of the plan, specifically the impact of funding
a public art program. Council instructed the Municipal Arts
Committee to refine the scope of the plan and to continue
researching funding mechanisms on public art.
The original draft of the Master Plan for Public Art was revised
and presented to Council on June 22, 1995, at which time Council
endorsed the guidelines. Funding for public art projects will
continue to be handled as they have in the past through grants and
fund raising strategies.
The guidelines developed by the Municipal Arts Committee and
endorsed by Council include criteria for the following:
planning projects
convening selection committees
selecting artists or artworks
maintaining and conserving artworks in the City's
collection
472
City Council Minutes

disposing of artwork in the City's collection
involving the public in the process of selecting sites and
artists
The plan provides the most basic guidelines on planning a public
art project, including identifying representatives for selection
committees, developing budgets and fundraising strategies,
preparing promotional material, determining the scope of
competitions or invitationals, selecting artists or artworks,
installation of artworks, development of maintenance plans, and
dedication of works.
Staff recommended approval of a resolution to adopt the guidelines
for public art developed and recommended by the Municipal Arts
Committee.

Ordinance No. 9801 authorizing .400 cent of hotel/motel tax to be
allocated to the Department of Cultural Arts Services for
administrative support. The $25,110 requested represents a

development for a partial display of the Buddy Holly memorabilia.
On September 7, 1995, an exhibition of approximately one-fourth
of the City's collection of Buddy Holly memorabilia will open at
the Museum of Texas Tech University. The official public opening
will mark Holly's 59th birthday. The exhibit will remain on view

The funds from hotel/motel will assist with researching copyright
on photographs, visiting facilities dedicated to preserving the

other exhibition design elements, and promotion of the exhibit. All
components of the design of the exhibit will be developed in such a
way so that they can be incorporated into the permanent exhibit.
Southwest Bottling Company has dedicated $15,000 towards this

A copy of the Statement of Intent is filed with Resolution No. 4900.
Mark Hindman, Director of Support Services, provided staff
comments and explained that Southwestern Public Service
Company (SPS) requested that the City approve and implement
experimental industrial interruptible service within the City. The
Public Utility Commission of Texas (PUC) approved these rates on
May 23, 1995. The PUC is requiring regulated utilities to establish
and offer the interruptible service rate.
In accordance with Lubbock Power and Light's policy of providing
the same or better rates as SPS, LP&L requested approval of
comparable interruptible service rates. Approval of these rates
provides some of the City's larger customers the option of
reducing their power costs by allowing their utility to shut down all
or a portion of their power needs during peak load conditions or
system emergencies. This option would free up additional capacity
if needed to meet other customers demands. Upon Council
approval, these rates will go into effect immediately.
Staff recommended that the City Council approve the Interruptible
Service Rates.
Motion was made by Councilmember Cooke, seconded by
Councilmember Hernandez to authorize Resolution #4900 as
recommended by staff. Motion carried: 6 Yeas; 0 Nays --Mayor

Betty Johnson, City Secretary, provided staff comments. The
Lubbock Board and Commission Advisory Board was created by
resolution in July 1992 for the purpose of encouraging greater
citizen participation in local government that is reflective of the
community demographics and to assist the City Council in
assigning members to the active boards and commissions of the
City of Lubbock which accurately reflect the demographics of the
city. During the past three years, the 15-member board has
substantially completed the advisory duties originally set forth by
the City Council, as follows:
Develop an application form for all City boards and
commissions.
Develop and maintain a data bank of qualified appointees
Develop and make public clear written guidelines for the
appointment of persons to City of Lubbock boards and
commissions and to update such guidelines annually.
Develop and provide information to all City board and
commission appointees on conflicts of interest.
Oversee the development of a marketing plan for awareness
to the public of board vacancies.
Develop and oversee procedures to ensure that new City
board and commission appointees receive training on a
regular basis concerning City policy and procedures and
applicable State laws which may affect their board or
commission's operation.
Study and report to the City Council on an annual basis the
relationship of community demographics to the board
appointment process and the work of the Board.
The proposed resolution would revise the Board's charge as
follows:
Assist the City Secretary in maintaining a data bank of
qualified appointees.
Advise the City Council on establishing clear written
guidelines for the appointment of persons to City board and
commissions and update such advise annually.
Oversee a marketing plan for soliciting qualified applicants
for board vacancies and increasing awareness to the public
of opportunities to serve.
Advise the City Council on appointees from among the
data bank of qualified appointees.

The name of the board would be changed to "Appointments
