Approval of this grant is needed to continue Citibus' current level of operations for fiscal year 1996. Assistance with technical studies and capital assistance for fiscal year 1996 is also included in this grant. The capital portion of the grant ($1,025,000) is 80 percent federally funded ($820,000) and 20 percent locally funded ($205,000). The -- main portion of the capital funding will be used for five replacement vans and spare parts associated with capital maintenance items. Capital maintenance is a change in the Federal Transit Administration regulations, allowing parts costing 1/2 of 1 percent of the market value of the bus to be funded at 20 percent instead of 50 percent of the City share, thus reducing City cost. Other items include an operations support vehicle, a new air conditioning system for the facility at 801 Texas Avenue, and operations equipment. 356 City Council Meeting May 25, 1995 Page 357 The technical studies portion of the grant ($71,000) is required in order to do the planning necessary to maintain eligibility for capital and operating assistance. This portion is also 80 percent federally funded ($56,800) and 20 percent locally funded ($14,200). The operating assistance portion ($3,000,000) of the grant is 50 percent federally funded ($1,500,000) and 50 percent locally funded ($1,500,000). The total City share anticipated for the fiscal year 1995-1996 budget is $849,200. Of this amount, $630,000 is operating assistance; $205,000 is capital; and $14,200 is planning. Contract cost per hour will be $31.45 for each bus, with fuel cost adjustment above or below $1.05 per gallon. The price of $31.45 per hour covers the full cost recovery for the City of Lubbock. Citibus has had a contract with TTU since 1968, with the fuel cost adjustment being added to the contract in 1981. In accordance with the TTU contract, Citibus does not collect fares from TTU campus passengers. The City of Lubbock receives an equal amount from the Federal Transit Administration for each dollar collected from TTU. The additional funds are used to pay for system expenses which otherwise would have to be paid by the City. Citibus anticipates receiving $462,025 from TTU in FY 96. The TTU Board of Regents will consider approval of the contract at their meeting in June 1995. The TTU Board of Regents has requested that the City Council execute the contract first. Chamales, Assistant City Attorney A copy of the Neighborhood Enhancement and Beautification Agreement by and between the City of Lubbock and the Arnett Benson Neighborhood Association is filed with Resolution No. 4843. The Neighborhood Enhancement and Beautification Project is a newly -developed CDBG program aimed at the development of viable communities or neighborhoods. The program encourages groups to work together in order to enhance, beautify and generally improve the areas in which they live. Neighborhood associations in CDBG-eligible areas were initially given the opportunity to apply for a grant of up to $10,000 for improvements in their respective neighborhoods. Each of the proposed projects considered must provide a 25 percent match. 362 City Council Meeting May 25, 1995 Page 363 In the first phase of the Neighborhood Enhancement and Beautification Program, eight neighborhood associations were granted a total of $54,778.64, leaving a balance of $25,221.36. They were approved January 12, 1995. The remaining seven CDBG-eligible neighborhoods were given a second opportunity to apply for a maximum of $5,000 to implement improvements in their areas. The amount was reduced so that the remaining neighborhoods would have a reasonable opportunity to receive funding. Three neighborhood associations, South Overton, Arnett Benson and Chapel Hill, submitted proposals for consideration. The three proposals were submitted to the CDAC for recommendation on April 29, 1995. The CDAC recommended the proposals from Arnett Benson and Chapel Hill. The CDAC voted not to recommend the third proposal because the South Overton Residential and Commercial, Inc., Neighborhood Association had previously received a grant for $10,000 for the same area. The maximum grant a neighborhood can receive is $10,000. The two recommended neighborhoods applied for a total of $9988.53: Neighborhood Association Amount Requested Arnett Benson $4991.00 Chapel Hill 4997.53 TOTAL: $9988.53 This leaves a balance of $15,232.83 to be made available for CDBG-eligible neighborhoods to apply for in the future. Vandiver, First Assistant City Attorney A copy of the Lease Agreement/Assignment by and between the City of Lubbock and Texas Tech University is filed with Resolution No. 4846. In January 1962 the City of Lubbock entered into a sewage effluent contract with Texas Tech University (TTU). The contract provided that TTU would receive all treated effluent from the new Northwest Water Reclamation Plant for irrigation purposes on its farm land. TTU was obligated to construct a reservoir and all lines, pumps, valves, and related equipment necessary to transfer the effluent from the new wastewater treatment plant to the farm land on TTU property. The contract further provided that TTU would pay the electrical costs associated with the pumps and would be responsible for the cost of maintaining the pumps and pipeline. The term of the original agreement was twenty years, effective from the date that the treated effluent was first delivered to TTU. In order to allow a sufficient amount of time for TTU to amortize its investment, the contract included an option for an additional ten years. The contract provided further that TTU could terminate the agreement by providing a 12-month written notice; the City did not have a termination option. On January 22, 1981, the City Council 367 City Council Meeting May 25, 1995 Page 368 approved a resolution to recognize and accept TTU's request to exercise its option to extend the contract by ten years. In June 1983, the City Council approved a request by TTU to extend the contract an additional ten years, thus raising the term of the contract to a total of forty years. In the late 1980s, it became apparent that the Northwest Water Reclamation Plant would have to undergo a complete renovation. The 1990-91 Capital Budget included $50,000 for engineering, and an additional $800,000 was approved in the 1991-92 budget for construction. The project was subsequently put on hold, pending a reevaluation of the facility and contract with TTU, including the possibility of abandoning the plant. TTU officials advised that TTU still needed water for their farm and indicated that they expected the City to continue to meet its contractual obligations. The idea of substituting well water for treated effluent was later advanced and accepted by TTU. The continued operation of the Northwest Plant is not cost effective. In addition to the $800,000 required for renovation, the operating expenses approximate $85,000 per year for the treatment of an average of 300,000 gallons per day. Treatment costs at the Northwest Plant are approximately 50 percent higher than treatment costs per gallon at the Southeast Plant. On February 10, 1995, the Texas Tech Board of Regents authorized the University President to enter into a lease agreement with the City of Lubbock to lease water wells for irrigation purposes. The proposed 20-year lease agreement with TTU provides for a 10-year option, with the mutual consent of both parties, and also allows TTU the option of terminating the agreement with a 60-day written notice. The contract contains essentially the same provisions as the current contract for operating and maintenance costs. TTU would be responsible for all operating and repair costs of the wells and associated piping. TTU would also be required to maintain compliance with all applicable regulatory agencies during the term of the lease and to use the non - potable water on TTU property only. Two of the three wells involved are located on land purchased by the State of Texas, but the Texas Parks and Wildlife Department has authorized the City to assign the operation and right of access to these wells to TTU. Therefore, the use of these two wells would be assigned to TTU. The third well would be leased. These three wells have not been used as potable water sources for several years. The City would be required to initially bring these three wells involved into good operating condition and to provide for the construction to tie in these three wells into the existing TTU transmission line. The estimated cost of this work is $27,000. In addition, the City would need to perform some demolition work on the wastewater treatment plant at an estimated cost of $40,000. The staff proposes to charge these costs to the existing capital project established to renovate the plant. Following these initial costs, the City of Lubbock would have no further financial obligations for the term of the lease. .: City Council Meeting May 25, 1995 Page 369 In view of the high cost involved for plant renovation, as well as the comparatively higher operating expenses, it is advisable to abandon the Northwest Plant and divert that wastewater to the main treatment facility. The relatively small flow and loading will not materially affect the Southeast Plant. In order to fulfill the contractual obligation to provide irrigation water to TTU, the staff recommended approval of this lease agreement/assignment. Motion was made by Councilmember Patterson, seconded by Councilmember Ince to authorize Resolution #4846 as recommended by staff. Motion carried: 7 Yeas; 0 Nays. (18.) Consider Resolution #4847 amending the 1994-95 Budget to include changes proposed in the 1994-95 Revised Budget. RESOLUTION 94847 WHEREAS, Section 102.010 of the Local Government Code of the State of Texas authorizes City Councils to make changes in budgets for municipal purposes; and WHEREAS, in accordance with the City Budget Ordinance, the City Manager is authorized to make transfers between funds, accounts, departments, or programs for City purposes; and WHEREAS, the City Council deems it advisable to change the budget for municipal purposes and reallocate funds as follows; NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the 1994-1995 fiscal year revised budget of the City of Lubbock attached hereto as Exhibit A is hereby adopted and ordered filed with the appropriate authorities. Passed by the City Council this 25th day of May 1995. ATTEST: /s/ Betty M. Johnson Betty M. Vandiver, First Assistant City Attorney /s/ David R. Langston DAVID R. LANGSTON, MAYOR 369 City Council Meeting May 25, 1995 Page 370 An overview of the Revised Budget was presented to Council during the May 11 work session. Overall the budgetary situation for the City of Lubbock is good. Revenues continue to show a favorable trend with the increase in sales tax revenues comprising the most significant portion of that increase. In addition to the increase in revenues, operating expenditures have been reduced overall. There are no requested increases in personnel. Two capital projects have been added to the Revised Budget that were not included in the document presented to City Council at the May 11 work session. The first is the Civic Center Renovation Project which was approved in the last capital projects bond election and for which bonds were sold on May 11, 1995. The Civic Center staff would like to begin the design phase of the project. In order to do so, funds need to be transferred to the capital project. Approval in the revised budget process will allow them to begin the design phase. The second capital project is for a bond -funded Streets capital project. Twenty -thousand dollars is being included to allow the Traffic Engineering Department to complete their portion for the connection of 66th and 69th streets and rebuilding of the intersection of Slide Road and 69th Street. There are no other changes to the 1994-95 Revised Budget document. Revised budgets have been made available to the public and the media by placing them at our most accessible facilities/offices: City Secretary's Office, Public Information Office, Mahon and Godeke Libraries, Community Centers, Senior Centers and the Texas Tech Library. The budget staff has received no public or media comments. Approval of the 1994-95 Revised Budget will enable departments to implement the changes requested to complete the fiscal year. Staff recommended approval of this item. Motion was made by Councilmember Patterson, seconded by Councilmember Ince to authorize Resolution #4847 as recommended by staff. Snodgrass Addition and to consider ordinance. ORDINANCE #9808 AN ORDINANCE AMENDING ZONING ORDINANCE NO. 7084 AND THE OFFICIAL MAP OF THE CITY OF LUBBOCK MAKING THE FOLLOWING CHANGES: ZONE CASE NO. 2754; A ZONING CHANGE FROM R-1 TO AM ZONING ON LOTS 6 AND 7, BLOCK 1, E. L. SNODGRASS ADDITION, LUBBOCK, TEXAS; PROVIDING A PENALTY; PROVIDING A SAVINGS CLAUSE AND PROVIDING FOR PUBLICATION. Mayor Langston opened the public hearing at 5:03 p.m. Margaret Warren appeared on behalf of Carolie Mullan to present this request for zone change from R-1 to AM. No one appeared in opposition. Mayor Langston closed the hearing at 5:04 p.m. cU-111 City Council Meeting May 25, 1995 Page 382 Randy Henson, Senior Planner, presented staff comments. The requested zoning change involves two lots located within the AM Policy area. Since the early 1960s, an area south of 19th between Indiana and Quaker has been subject to rezoning from R-1 to AM for development of the medical district. Several years ago the Policy District was expanded to include the land area to the alley south of 24th Street from 19th, between Quaker and Indiana avenues. Actual zone cases within the policy area have slowed during the last two years since both major hospitals entered the office business. Mr. Henson gave the adjacent land use relationships as follows: North - AM South - R-1 East - R-1 West - AM The case is consistent with the Comprehensive Land Use Plan. The property will be subject to AM development standards when a construction permit is requested. The additional effect on traffic in the area generated by these two lots should be negligible. The staff supported the recommendation of the Planning and Zoning Commission. Motion was made by Councilmember Cooke, seconded by Councilmember Hernandez to pass on first reading Ordinance #9808 as recommended by P&Z and City staff. Motion carried: 7 Yeas; 0 Nays. (31.) Zone Case No. 2728-A (south of 80th Street and east of Slide Road) --Hold a Public hearing to consider request of Hugo Reed and Associates (for Keven Lea) for a zoning change from C-2 to C-3 (for a quick oil change) on Lots F 4, F 5 and F 6, Woodland Park Addition and to consider ordinance. Mayor Langston opened the public hearing at 5:08 p.m Bernie Gradel, Jr. appeared on behalf of Hugo Reed and Associates to present this request for zone change from C-2 to C-3. No one appeared in opposition. Mayor Langston closed the hearing at 5:10 p.m. Randy Henson, Senior Planner, presented staff comments. The request would permit a quick -change oil facility. 382 City Council Meeting May 25, 1995 Page 383 Mr. Henson gave the adjacent land use relationships as follows: North - C-2 South - C-2 East - C-2 West - C-2 The proponent has indicated that they will provide an exterior surface of concrete masonry unit (CMU) split face block. With that proposal versus the original intent of a metal structure, the Planning Commission expressed no concern for the amended zoning and proposed use. There were no comments expressed by the public at the hearing. The request should have no effect on traffic. The staff supported the recommendation of the Planning and Zoning Commission. Motion was made by Councilmember Cooke, seconded by Councilmember Hernandez to pass on first reading Ordinance #9809 as recommended by P&Z and City staff. Motion carried: 7 Yeas; 0 Nays. (32.) Zone Case No 2755 (north of 82nd Street and east of Frankfort --Hold a Public hearing to consider request of Murray Crutcher, Jr (for 7-11) for a zoning change from C-2 to C-3 Specific Use (for a convenience store) on Tract D-1. ORDINANCE #9810 AN ORDINANCE AMENDING ZONING ORDINANCE NO. 7084 AND THE OFFICIAL MAP OF THE CITY OF LUBBOCK MAKING THE FOLLOWING CHANGES: ZONE CASE NO. 2755; A ZONING CHANGE FROM C-2 TO C-3 SPECIFIC USE ZONING FOR A CONVENIENCE STORE ON TRACT D-1, FARRAR ESTATES ADDITION, LUBBOCK, TEXAS; PROVIDING A PENALTY; PROVIDING A SAVINGS CLAUSE AND PROVIDING FOR PUBLICATION. Mayor Langston opened the public hearing at 5:12 p.m. Ken Harmon appeared on behalf of Murray Crutcher, Jr., to present this request for zone change from C-2 to C-3 Specific Use. No one appeared in opposition. Mayor Langston closed the hearing at 5:15 p.m. Randy Henson, Senior Planner, presented staff comments. The request would accommodate a convenience store with gas pumps. The Specific Use permit will provide for the reduced setback of the canopy and a small reduction in setback for a proposed corner sign. Mr. Henson gave the adjacent land use relationships as follows: North - C-3 South - C-3 East - C-3 West - C-3 As commercial, the request is consistent with the Comprehensive Land Use Plan. The greatest item for consideration related to this request is compatibility. 383 City Council Meeting May 25, 1995 Page 384 The proposed building materials will be comparable to the area. The site plan will accommodate a routine reduction in setback for the canopy. The staff supported a reduction of corner sign setback from 10 feet to 5 feet because of the very large radius on the corner and the proposal for an additional area of landscape surrounding the sign. The sign location will remain outside the visibility triangle. The request should have little effect on traffic in the vicinity. The staff supported the recommendation of the Planning and Zoning Commission. Motion was made by Councilmember Cooke, seconded by Councilmember Patterson to pass on first reading Ordinance #9810 as recommended by P&Z and City staff. Motion carried: 7 Yeas; 0 Nays. (33.) Zone Case No. 1703-A (4637 50th Street) --Hold a public hearing to consider request of Henry Huneke (for H. A Sessions) for a zoning change from C-4 (restricted to new and used cars) to C-4 with conditions (limiting some permitted uses in the C-4 District) on Lot 30, Nor Don Addition, and to consider ordinance. ORDINANCE #9811 AN ORDINANCE AMENDING ZONING ORDINANCE NO. 7084 AND THE OFFICIAL MAP OF THE CITY OF LUBBOCK MAKING THE FOLLOWING CHANGES: ZONE CASE NO. 1703-A; A ZONING CHANGE FROM C-4 RESTRICTED TO NEW AND USED CARS TO C-4 ZONING ON LOT 30, NOR DON ADDITION, LUBBOCK, TEXAS; SUBJECT TO CONDITIONS; PROVIDING A PENALTY; PROVIDING A SAVINGS CLAUSE AND PROVIDING FOR PUBLICATION. Mayor Langston opened the public hearing at 5:17 p.m Henry Huneke appeared on behalf of H. A. Sessions to present this request for zone change from C-4 to C-4 with conditions. No one appeared in opposition. Mayor Langston closed the hearing at 5:20 p.m. Randy Henson, Senior Planner, presented staff comments. The property is currently zoned C-4 limited to one use — a new and used car dealership. To accommodate any use other than a dealership for new and used vehicles, a zoning change is required. Based on conditions and location of other new car dealerships, all indications are that the property is not subject to being occupied by a user meeting the current zoning requirement. Mr. Henson gave the adjacent land use relationships as follows: North - commercial South - duplex East - commercial West - commercial City Council Meeting May 25, 1995 Page 385 The Comprehensive Land Use Plan suggests that C-4 is appropriate on state highways or regional thoroughfares; 50th Street is neither. However, the property is C-4 now, although for only one C-4 permitted use, and the proponent has proposed a fairly extensive strike list to the permitted uses. No public comments were expressed by adjacent owners at the Planning Commission hearing. The proposed C-4 zoning shall prohibit the following C-4 uses: Billboard Commercial private clubs and teenage clubs Dance hall Furniture store, used Game room, pool, billiard and/or domino parlor Golf driving range Greenhouse and plant nursery Hot tamale plant Lumber yard, with no mill Mobile home sales Nightclub, bar or lounge Portable building sales (fully constructed) Produce market Rental store Rental store, heavy equipment and trailers only Road machinery sales and service Secondhand goods store or pawn shop Swimming pool, commercial or sales Trailer and truck sales, rental or service Trailer and truck rental utility The Planning staff supported the recommendation of the Planning and Zoning Commission. Motion was made by Councilmember Sitton, seconded by Councilmember Ince to pass on first reading Ordinance #9811 with conditions as recommended by P&Z and City staff. Motion carried: 7 Yeas; 0 Nays. (34.) Hold a Public hearing for the 1995-96 Community Development Block Grant (CDBG), Emergency Shelter Grant (ESG) and HOME Investment Partnership (HOME) Programs. Larry Keefauver, Chair of the Community Development Advisory Commission, provided preliminary comments. The U.S. Department of Housing and Urban Development (HUD) issued a final rule January 5,1995, that all entitlement cities must submit a consolidated plan for the next five years. The plan will consolidate the Community Development Block Grant (CDBG), Emergency Shelter Grant (ESG), and the HOME Investment Partnerships Program (HOME). The intent of the rule is to promote citizen participation and develop local priority needs and objectives, coordinate statutory requirements to minimize federal intrusion and simplify the process of requesting funds, promote the development of an action plan for assessing performance, and encourage consultation with public and private agencies. The overall goal of the Consolidated Plan is to provide decent housing, establish and maintain a suitable living environment, and expand economic City Council Meeting May 25, 1995 Page 386 development for low-income persons. The plan requires that for the next five years the money that is provided to the city be used in those areas as specified in the City's Consolidated Plan. On December 20, 1994, HUD informed the City of Lubbock that it is eligible to receive a Fiscal Year 1995 consolidated formula allocation of $4,561,000. In addition, $875,000 in program income and income from the below market rate revolving loan from previous years is available to be allocated for 1995-96 CD projects. Also, $675,000 was set aside last year by the City Council for Economic Development projects. This money is for housing, homeless and community development purposes. The following is funding available for FY 1995-96: Community Development Block Grant (CDBG) $3,421,000 HOME Investment Partnership (HOME) 1,012,000 Emergency Shelter Grant (ESG) 128,000 Program Income 675,000 Below Market Rate Revolving Loan Income 200,000 Total $5,436,000 Considering the entitlement that the City will receive next year, it is important to target neighborhoods based on neighborhood size, economic development and sustainability, and resident support and participation. Studies and research have shown that the smaller the size of the neighborhood area, the more manageable it is for a city to contribute positive impacts. Targeting not only mitigates housing problems, but also enables a city to provide economic opportunity, growth, and social mobility to the neighborhoods. In addition, targeting employs a bottom -up approach of planning in which residents provide commitment and support for a successful implementation of their own neighborhood plans. On January 12, 1995, the City Council gave approval for the CDAC to prioritize four to six target neighborhoods for the next five years. On January 23, 1995, each of the CDBG eligible neighborhoods were invited to a meeting to discuss the upcoming events in regard to Community Development funding. Each neighborhood was asked to answer eight questions in reference to their neighborhood and return the questionnaire to the Community Development office by Friday, February 3, 1995. The questionnaire was presented at the February 7 meeting. On February 2 and February 3, 1995, members of the Community Development Advisory Committee (CDAC) of the City of Lubbock took a tour of fifteen potential target neighborhoods. The neighborhoods toured were Arnett Benson, Chatman Hill, Parkway/Cherry Point, Heart of Lubbock, Jackson, Dunbar/Manhattan Heights, North Overton, South Overton, Harwell, Blue Sky, Skyview, Clayton/Carter, Clapp Park, Chapel Hill, and Slaton/Bean. A needs and conditions rating sheet was then completed by each member on the tour. to City Council Meeting May 25, 1995 Page 387 On February 7, 1995, a mixer was held with all fifteen neighborhoods and the CDAC to present the information that each neighborhood had provided about their respective neighborhoods. Some of the information asked for included the demographics of the neighborhood, the history of the neighborhood, the assets and resources that the neighborhood has available, and why the neighborhood should be targeted. On February 9,1995, the CDAC held a meeting to receive information regarding neighborhood associations, demographics, youth issues, crime, private investments, and other impacts on the above -mentioned fifteen neighborhoods. Representatives from City departments were asked to be present at this meeting to answer questions that the committee may have. A second rating was completed by each member present. The Community Development and Neighborhood Initiatives staff converted the two ratings to point scales and presented the data to the CDAC on February 13, 1995. It was reported to the CDAC that they had ranked Harwell Neighborhood first, Arnett Benson second, Jackson third, Slaton/Bean fourth, North Overton fifth, Heart of Lubbock sixth and Chatman Hill seventh. After considerable discussion, the majority of the CDAC members voted to recommend that all fifteen neighborhoods be given the opportunity to participate in CDBG funding, and that the seven mentioned above be prioritized during the next five years. Jackson and Slaton/Bean Neighborhoods will be assessed this year for the needs and priorities of their neighborhood so they will be ready to begin meeting those needs as substantial funding becomes available. The remaining top four neighborhoods that will not receive substantial funding for the 1995-1996 program year will have the opportunity to apply for mini -grants to implement various projects within their communities. The other eight neighborhoods which will not receive priority of funding in the next five years will be able to participate in small grants and leadership -type programs. On February 23, 1995, the City Council accepted the CDAC's recommendation to provide a substantial amount of funding in Harwell, Arnett Benson and Chatman Hill Neighborhoods for the 1995-1996 Program Year. Between February 27 and March 10, meetings were set up in each of the top seven ranked neighborhoods so that needs could be identified for each area. After the needs were identified in the top seven neighborhoods, a Citizen's Guide was developed to describe how all citizens, especially low and moderate income individuals, can become involved in the planning, development, implementation and monitoring of Lubbock's Consolidated Strategy and Plan. Information provided in the guide included a brief description of each of the grants (CDBG, ESG, and HOME), the needs of the top seven ranked neighborhoods, the citizen participation process, the Consolidated Strategy and Plan timeline and pertinent information that citizens might need. 387 City Council Meeting May 25, 1995 Page 388 On March 19, a request for proposals was published in the Avalanche -Journal and other papers. On March 21, 1995, a meeting was held to distribute applications and to provide technical assistance to the agencies present. For the next several weeks, staff offered technical assistance to the nonprofit agencies and/or neighborhood associations. Several agencies were present at each of the meetings. The deadline for proposals was April 13, 1995 at 5:00 p.m. Fifty applications were submitted for a total of $8,218,261. On April 17, staff reviewed the applications and identified problems. Each agency was contacted and given the opportunity to revise the application and return it the Community Development office by Wednesday, April 19, 1995, at 9:00 a.m. Between April 20 and 27, meetings were held in each of the targeted areas to present proposals that came in for each of the respective neighborhoods. The neighborhood residents were asked to approve or disapprove of the projects being presented for their neighborhood. On April 29 the CDAC discussed the proposals that were submitted. After much deliberation, the committee came up with a recommendation on proposed projects for the fiscal year 1995-96. The committee kept in mind the goals of the City Council and the needs of the neighborhood association in making their decision. The committee understood that all projects could not be funded and some budget proposals would have to be reduced. In keeping with City Council Goals and the requirements of the consolidation plan, the Community Development Advisory Committee, the Community Development & Neighborhood Initiatives staff and the Housing Section have continued to select areas to prioritize the funding and have continued to emphasize citizen participation and involvement from the beginning planning stages through the implementation of approved projects. Lubbock citizens participate in the process through the Community Development Advisory Committee, neighborhood associations, community and business organizations/groups, and direct public participation. Mayor Langston opened the public hearing at 5:49 p.m. Yolanda Jimenez, representing the Community Housing Resource Board, encouraged the City Council to accept the CDAC recommendation for funding to the Community Housing Resource Board. Cecil Puryear, 2619 2nd Place, addressed concerns regarding the targeting process, indicating that he believes that the CDBG funds should be used to remedy dangerous situations and homelessness across the city. Mikel Ward, 5417 8th Street, indicated her pleasure with this year's CDAC process and felt that the smooth process was attributable to neighborhoods being better organized. She expressed concern, however, about the monies being allocated to cover administrative costs. RM City Council Meeting May 25, 1995 Page 389 Wayne Lamberson, 2113 8th Street, speaking on behalf of the North Overton neighborhood association, addressed his concern about the lack of funding for the paint -up program. Doug Goodman, Managing Director of Community Development and Health, indicated that there would be a paint -up program beginning October 1, 1995. Mayor Pro Tern Neugebauer suggested that the neighborhood associations ask for help from the corporate community through donations funding for paint. Councilmember Hernandez indicated that the neighborhood associations are already doing that for other matching projects. Mayor Langston instructed the City staff to assess the demand for paint before the Council considers the funding sources. Coretta Kerr, 8503 Miami Avenue, encouraged the City Council to accept the recommendation of the CDAC for funding for renovation of the Phea Branch Boy's and Girl's Club. Betty Wheeler, 3101 35th, representing YWCA of Lubbock, thanked the City Council for allowing the YWCA to be a part of the process and asked that they consider upholding the CDAC recommendation for funding to the YWCA for the YW-Care Expansion Project and YWCA Day Camp Expansion. Sheryl Mattison, 2406 Slide Road, also commented on the need for the expansion funding. Sheryl Cates, 3223 S. Loop 289, representing Women's Protective Services, encouraged the Council to uphold the CDAC recommendation for funding of the Women's Protective Services. Tony Romero, representing Walker House, encouraged approval of the CDAC recommendation for funding to the Walker House. Mayor Langston closed the public hearing at 7:03 p.m. and thanked the citizens who appeared as well as the CDAC members for their time and efforts.
