SPECIAL CITY COUNCIL MEETING
MINUTES
FEBRUARY 18, 1993
11:00 A.M.
The City Council of the City of Lubbock, Texas met in special session on
the 18th day of February, 1993 in the City Council Chambers, first
floor, City Hall, 1625 13th Street, Lubbock, Texas at 11:00 a.m.
Present: Mayor David Langston, Mayor Pro Tem Maggie Trejo,
Councilmember M. J. Aderton, Councilmember Alex Cooke, Councilmember
Randy Neugebauer, Councilmember Max Ince, Acting City Manager Bob Cass,
City Attorney John C. Ross, Jr., and Acting City Secretary Sally Abbe.
Absent: Councilmember T. J. Patterson.
Mayor Langston called the meeting to order at 11:00 a.m.
( 1.) The Invocation was given by Vaughn Hendrie, Director
of Community Relations.
( 2.) The Pledge of Allegiance was given in unison by
those in the Council Chambers.
Mayor Langston announced that Councilmembers Cooke and Patterson recused
and excused themselves from discussion of and voting on this item.

( 3.) ORDINANCE #9591--Creating two Enterprise Zones.
ORDINANCE #9591
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LUBBOCK, TEXAS,
NOMINATING TWO AREAS AS ENTERPRISE ZONES PURSUANT TO THE TEXAS
ENTERPRISE ZONE ACT (TEXAS CIVIL STATUTES, ART. 5190.7); PROVIDING TAX
INCENTIVES; DESIGNATING AN AUTHORIZED REPRESENTATIVE TO ACT IN ALL
MATTERS PERTAINING TO THE NOMINATION AND DESIGNATION OF THE AREA
DESCRIBED HEREIN AS AN ENTERPRISE ZONE AND REINVESTMENT ZONE (TEXAS TAX
CODE, CHAP. 312); AND FURTHER DESIGNATING A LIAISON TO ACT ON ALL
MATTERS PERTAINING TO THE ENTERPRISE ZONE ACT ONCE DESIGNATED BY THE
TEXAS DEPARTMENT OF COMMERCE.
Motion was made by Councilmember Ince, seconded by
Mayor Pro Tem Trejo, to pass on second and final
reading Ordinance #9591. Motion carried: 5 Yeas; 0
Nays.

There being no further business to come before Council, motion was made
by Mayor Pro Tem Trejo, seconded by nc ember Aderton, to adjourn
the meeting at 11:11 a.m. Motion c rried: xea44-4-days.
