The Certificate of City Secretary is filed with Resolution No. 3907.
This Resolution is in compliance with the Internal
Revenue Service rules to declare the intent to
reimburse expenditures with bond proceeds. This
procedure has been available to the City since
action at the last legislative session and allows
that interim financing may be used to begin the
projects and with reimbursement of the funds from
the bond proceeds. Since the process to issue bonds
for the City is generally lengthy, interim financing
of projects prevent delays.
This is one of several Reimbursement Resolutions
which receive Council approval and Staff recommended
approval of the Resolution.

A copy olf the Grant Application is filed with Resolution No. 3908.
The Science Spectrum and the City of Lubbock have
been invited to submit an application for a matching
grant from the United States Department of Commerce,
Economic Development Administration. The request is
in the amount of $825,000 to be used to remodel
certain sections of the old TIME -DC building for the
Science Spectrum.
According to Staff memo, the grant application is
written as a joint complex being a single project;
thereby using the $5 million commitment by the City
to build the Omnimax Theater as a matching portion
for the grant.
The City is not obligated to contribute additional
funds to the project and the South Plains
Association of Governments has approved the grant
application. This was prepared by Tim Pierce, with
SPAG, for the Science Spectrum.
The City is a co -applicant for the grant and will
certify City participation in the project and
commitment to contribute $5 million to build the
Omnimax Theater which can be used as an in -kind
match.
This grant appears to be a major contribution to the
success of the Science Spectrum and Omnimax Theater
project, and it has no detrimental effect or cost to
the City. Staff recommended approval of the
Resolution.

Joe McKay, Architect for Science Spectrum and
Omnimax Projects, made a presentation regarding the
renovation and expansion plan for the TIME -DC
Building.
Tim Pierce, Economic Development Director for SPAG,
answered Council questions regarding fiscal
commitment of the City in approving this item,
advising that it is comparable to other federal
grants.
Councilman Neugebauer made the point that the
$825,000 sought is not for the Omnimax.
Mayor Langston asked if the Science Spectrum is
confident of the success of this venture and Mr.
McKay stated that they are. He pointed out the
procedures of advance ticket purchase and quick
turnaround between showings as well as sufficient

which are non -controversial and routine as

non -routine in nature.
Items which may be placed on the consent agenda by
the City Manager include, but are not limited to,
the following:
I. Approval of minutes of previous
Council meetings.

do not require changes from first
reading.

a Council member, the City Manager or his designee,
request the removal of any item from the consent
agenda for debate, the Mayor will have the item
removed from the consent agenda and it will be

outlined previously and approval will be as though
each item was considered and voted on separately.
