LANGSTON, MAYOR June 1, 1992 Page 477 Ranette Boyd, City Secretary, presented for Council's review and canvass the official tabulation sheets of votes cast in the May 30, 1992 Runoff Election. According to Ms. Boyd, these tabulation sheets show by precinct the number of ballots cast for each candidate, and the number of over votes and under votes in the precinct. An over vote is cast in a race if a voter voted for more than one candidate, and an under vote is cast in a race if the voter does not mark the ballot. Ms. Boyd stated that in preparing for the canvass, she discovered that in Precinct #7 (District #6), the number of ballots shown on the tabulation sheet and the number of voted ballots listed by the election judge on the Precinct #7 "Register of Ballots" were out of balance by 52 votes. The tabulation from Central Counting showed that 318 ballots had been counted; however, the Precinct Judge's "Register of Ballots" showed that 370 voted ballots had been cast. A check of a second ballot box from Precinct #7 which should have been returned empty, contained 52 voted ballots which were not tabulated. This box was turned in locked at the Court House on Saturday night and has remained there since that time. 0n the morning of June 1, the 52 ballots were tabulated by Lubbock County Data Processing personnel. Listed below are the totals from Saturday night and the June 1 totals, which include the 52 ballots. As a result, Mikel Ward gained 30 votes and Alex "Ty" Cooke gained 22 votes. Precinct 7 5130192 6101192 Mikel Ward 199 229 Alex "Ty" Cooke 180 202 Ms. Boyd explained that the indication of 19 of 20 precincts reporting at the top of the final tabulation sheet was because no votes were cast in Precinct #50. Presented for the official canvass were the following results: Council Member District #4 Max L. Ince 1,835 67.29%, Bill Maloy 883 32.38% Council Member District #6 Alex "Ty" Cooke 1,250 53.69% Mikel Ward 1,073 46.09% Total votes cast in City Election: 5,055 (including 799 early ballots).
