Hawkins, Director of Water Utilities APPROVED AS TO FORM: Isl J. Worth Fullin im J. Worth Fullingim, Assistant City Attorney A copy of the Agreement with the U.S. Department of Interior is filed with Resolution No. 3781. This is the annual Joint -Funding Agreement between the City of Lubbock and U.S. Geological Survey for October 1, 1991 to September 30, 1992. This agreement covers the cooperative water resource investigations program for water quality and stream flow data collection on the North Fork, Double Mountain Fork Brazos River near Post, Texas and at Justiceburg, Texas. The funding has been 50-50 between the City and USGS for many years; however, due to lack of funding that previously had been available to the agency, the City must fund more than half of the costs at an additional amount of $8,600. Last year the City's share was $11,070 and the share for USGS was $11,070. This year the City's share will be $19,670 and USGS will pay $11,610. Freese and Nichols, Engineers (involved in the Lake Alan Henry Reservoir Project) have recommended that the City continue this program to provide information for use in forecasting amounts of water available and in providing a history of the water quality. December 19, 1991 Page 899 Staff recommended approval of this item and authorization of payment of the City's share at the appropriate time. Billing for work is scheduled to be submitted to the City in October, 1992. Vandiver Donald G. Vandiver, First Assistant, City Attorney A copy of the Contract with the Texas Department of Housing and Community Affairs is filed with Resolution No. 3782. The City of Lubbock has received the 1991-92 Contract from the Texas Department of Housing and Community Affairs for the Energy Crisis Intervention Program from October 1, 1991 to September 30, 1992. The anticipated funds total $46,776, a decrease in funding of $38,758 or 45%. Of the total amount, 93.75% will be used for direct assistance to pay utility bills in emergency situations, and the remaining 6.25% will cover administrative costs of the program. December 19, 1991 Page 900 Funds will be used to assist the elderly, handicapped and families with pre-school age children. To be eligible, the families must be experiencing an extraordinary crisis that has depleted the resources normally used to pay their utility bills. (Such instances include accidents or illness resulting in high medical bills, loss of employment, death or funeral expenses, unusually high utility bills resulting from severe weather, or termination of unemployment compensation. Termination of utility service alone does not pay reconnect fees or deposits.) The Community Services Department is required to determine eligibility and arrange for payment of utility bills within 48 hours of application. State funds may be spent County -wide and Project Help money is spent within the City limits, primarily with City of Lubbock bills. Last year, 668 households were assisted, but due to limited funding this year, the number of families to be assisted will be less.
