Vandiver, First Assistant City Attorney March 14, 1991 PAGE 182 Bill Poteet, Chairman of the Events Facility Task Force of the Chamber of Commerce, presented recommendation for City Council approval of an Agreement between the City of Lubbock and Price Waterhouse for market and financial analysis of an all purpose events facility. During the 1990 City Council Goal -Setting Session, a multi -purpose sports arena was rated as a moderate priority under the targeted issues to "Promote and Encourage Lubbock's Economic Development" and last November, the Chamber of Commerce appointed the following to serve on an Events Facility Task Force: William Poteet W. R. Collier Buddy Forbess Joe McKay Mayor Peck McMinn Councilman Bill Maloy Don Cosby Mavis Miller Esther Sepeda Eddie Richardson Jim Broome Van McVay A Request for Proposals was developed and distributed to over 75 firms to solicit proposals in determining the feasibility of all purpose event facilities, and seven firms responded. A Review Subcommittee was asked t❑ review the proposals and make a recommendation to the Task Force, and the three firms with the highest rating were invited to a presentation of the subcommittee on March 4. Following interviews, the Committee recommended Price Waterhouse Sports & Convention Facilities Group of Dallas, Texas to conduct the marketing and financial study. David C. Petersen, Director of Price Waterhouse, will function as the Project Manager and on -site firm representative. The cost for performing the study, including expenses, is $58,500. The scope ❑f services in the Agreement states that the work will be completed in two phases, and a recap of the work to be performed is as follows: Phase I -- Market Analysis and Building ro ra -- This phase is to estimate the proposed utilization of an all purpose center and define the building space requirements for the center. It includes analyzing the historical utilization and financial operations of the Civic Center/Auditorium/ Coliseum for the last three years; interviews with Civic Center/Auditorium staff members, hospitality industry leaders, and civic and governmental leaders; interviews with past and prospective users; identification and evaluation of competitive facilities in the Lubbock, Texas and the Southwest Region of the United States market; a community economics and demographic analysis, including population, age, income and employment characteristics, air service, local attractions, and hotel room supplies. March 14, 1991 PAGE 183 According to Staff comments, this information will provide the basis for estimating prospective utilization. Phase I concludes with an evaluation of a building program and site requirements. The building program will consider future expansion of the existing civic center, as well as a stand-alone facility; the building program is expressed in terms of spectator seating, exhibition space, meeting rooms, support space (kitchens, offices, etc.), parking, banquet and ballroom needs, if applicable. Phase II -- Financial Analysis -- The findings from Phase I will determine operating revenue and expense estimates. Also included in Phase II would be estimated development costs and the economic and fiscal impact analysis. The time and budget requirements described in the Scope of Services of the Agreement indicate a fixed fee, including expenses, of $58,500, and completion of work within 16 weeks. Following the end of Phase I, estimated to take about 8 weeks, a decision can be made whether the need exists to consider such a facility, and at that point, it can be decided whether or not to complete Phase II. If Phase II is not completed, approximately $17,500, or one-third of the Contract price, will be saved. If the City of Lubbock funds the entire study, there are two possible funding sources. 1) Central Business District Steering Committee Account-421,785 The Downtown Redevelopment Study was initially funded with $75,440 from Community Development. At the same time, donations were solicited from downtown businesses to reimburse the Community Development Fund, and these were deposited in a Central Business District Steering Committee account. Because of the complexity of Community Development regulations, the funds were not transferred into Community Development. Approximately $21,785.04 exists in the balance of that account, and since this feasibility study can be looked at as an extension of that original study, these funds could be used to offset part of the cost. 2) Hotel/Motel Tax Reserve Fund-- $36,715458,504 The Reserve Fund balance for the Hotel/Motel Reserve Fund for Capital Projects as of February 28, 1991, is $221,884. This fund was created several years ago by the City Council as seed money for a specific capital project with March 14, 1991 PAGE 184 1t of the 7¢ cent allocation of Hotel/Motel Tax. The current annual allocation to that fund has been reduced to 1/4¢ allocation. The accounting for that fund through this fiscal year is as follows: Balance (as of 9/30/90) $739,087 less: Reserve for Intl. Cultural Center (500,000) Unreserved Balance (as of 9/30/90) $239,087 plus: (as of 2/28/91) YTD Hotel/Motel Tax Revenues $ 11,682 YTD Interest on Investments $ 21,115 less: (as of 2/28/91) EVCB (One-time payment approved by Council for tourism --paid _12/13/90) 50,000) Unreserved Balance (as of 2/28/91) $221,884 Estimated Hotel/Motel Revenues for remainder of FY 1990-91 based on 1/4t allocation $ 39,653* *(Estimated revenues based on 1990-91 revenue projection of $51,335 less YTD received of $11,682). The Chamber of Commerce recommended City Council approval of a Contract with Price Waterhouse to conduct the study at a cost of $58,500. Motion was made by Councilman Maloy, seconded by Councilwoman Baker to authorize Resolution #3574 authorizing Mayor to sign Agreement with Price Waterhouse Sports & Convention Facilities Group for study and stipulating payment of the $58,500 as follows: $21,785 from the CBD Steering Committee Account and $36,715 from Hotel/Motel Tax Reserve Fund if both Phases are funded. The motion further stipulated that if only Phase I is funded that $21,785 be used from CBD Steering Committee Account and the remaining $19.715 come from Hotel/Motel Tax.
