The City Council of the City of Lubbock,Texas met in special session on the 1st of September,2016,
at the Lubbock High School Cafeteria, 200419th Street, Lubbock,Texas at 6:00 p.m.

Present: Mayor Daniel M. Pope; Mayor Pro Tem Latrelle Joy; Council Member Juan A.
Chadis; Council Member Karen Gibson; Council Member Steve Massengale;
Council Member Shelia Patterson Harris; City Manager James Loomis; City
Secretary Rebecca Garza; City Attorney Chad Weaver
Absent: Council Member Jeff Griffith
Note: City Council addressed agenda items in the following order:

1. 1. Remarks and discussion by City Council members concerning the operations,programs,and
priorities of the City of Lubbock,or the Lubbock Police Department, including, but not limited to,
any plans,proposals,or amendments to the operations, programs,and priorities of the City of
Lubbock or the Lubbock Police Department. This discussion is in connection with the Community
Engagement Task Force to encourage collaboration between citizens, city government, and law
enforcement.No action or vote will be taken by the Lubbock City Council.
Mayor Dan Pope welcomed all in attendance and gave opening remarks.
Dr. Amanda Banks, Director of Outreach and Community Engagement with the East Lubbock
Promise Neighborhood, moderated the "Let"s Talk" Community Forum.
Mayor Dan Pope; and Greg Stevens, Chief of Police, led discussion and gave comments regarding
plans,proposals,or amendments to the operations,programs, and priorities of the City of Lubbock
or the Lubbock Police Department. Mayor Pope and Chief Stevens also engaged in a Questions &
Answers(Q&A)session with citizens of Lubbock.

There being no further business to come before Council, Mayor Pope adjourned the meeting.
The September 1., 2016 Special City Council Meeting minutes were approved by the City Council on
the 13th day of October, 2016.
