The City Council of the City of Lubbock,Texas met in special session on the 30th of August,
2016,in City Council Committee Room 103, City Hall, 1625 13th Street,Lubbock,Texas at 4:00
p.m.

Present: Mayor Daniel M. Pope; Mayor Pro Tern Latrelle Joy; Council Member Juan A.
Chadis; Council Member Karen Gibson; Council Member Jeff Griffith; Council
Member Steve Massengale; Council Member Shelia Patterson Harris; City Manager
James Loomis; City Secretary Rebecca Garza; City Attorney Chad Weaver
Note: City Council addressed agenda items in the following order:

1. Work Session
1. 1. Presentation and discussion of the Proposed FY 2016-17 Operating Budget and Capital Program;
and discuss all funds of the city, including but not limited to debt and debt obligations, Internal
Service Funds such as Fleet, Information Technology,Risk Management or any Special Revenue
Funds such as Emergency Management, Gateway, Hotel Occupancy Tax, Lubbock Economic
Development Alliance, Public Improvement Districts and Tax Increment Financing and take action
to direct the City Manager to make changes to said Budget.
John Osborne, President and CEO of Lubbock Economic Development Alliance (LEDA)and
Market Lubbock; Cheryl Brock, Budget Director; and Leisa Hutcheson,Director of Human
Resources,gave a presentation on the Proposed FY 2016-17 Operating Budget and Capital
Program, including debt and debt obligations, Internal Service Funds such as Fleet, Information
Technology,Risk Management or any Special Revenue Funds such as Emergency Management,
Gateway,Hotel Occupancy Tax,Lubbock Economic Development Alliance, Public
Improvement Districts and Tax Increment Financing, and answered questions from City Council.
James Loomis, City Manager; Mark Yearwood,Assistant City Manager; Scott Snider, Assistant
City Manager;Marta Alvarez, Director of Purchasing and Contract Management; and Greg Stevens,
Chief of Police,gave comments and answered questions from City Council.

There being no further business to come before Council, Mayor Pope adjourned the meeting.
The August 30, 2016 Special City Council Meeting minutes were approved by the City Council on
the 22nd day of September, 20 16.
