The City Council of the City of Lubbock,Texas met in special session on the 23rd of August,
2016,in City Council Committee Room 103, City Hall, 1625 13th Street, Lubbock,Texas at 4:00
p.m.
4:02 P.M. CITY COUNCIL CONVENED
City Council Committee Room 103, City Hall, 162513th Street,Lubbock,Texas
Present: Mayor Daniel M. Pope; Mayor Pro Tem Latrelle Joy; Council Member Juan A.
Chadis; Council Member Karen Gibson; Council Member Jeff Griffith; Council
Member Steve Massengale; Council Member Shelia Patterson Harris; City Manager
James Loomis; City Secretary Rebecca Garza; City Attorney Chad Weaver
.Nate: City Council addressed agenda items in the following order:

1. Work Session
1. 1. Presentation and discussion of the Proposed FY 2016-17 Operating Budget and Capital Program;
and discuss all funds of the city, including but not limited to debt and debt obligations, General
Fund Community Services,Administration Services, Public Works, Cultural and Recreation
Services,and Solid Waste and take action to direct the City Manager to make changes to said
Budget.
Penny Morin, Solid Waste Manager of Collections; Catrennia Williamson, Solid Waste Manager of
Disposal;and Cheryl Brock, Budget Director,gave a presentation on the'Proposed FY 2016.17
Operating Budget and Capital Program, including debt and debt obligations, General Fund
Community Services, Administration Services, Public Works, Cultural and Recreation Services,
and Solid Waste, and answered questions from City Council.
James Loomis, City Manager; Scott Snider, Assistant City Manager; Chad Weaver, City Attorney;
Rebecca Garza, City Secretary; Wes Everett,Director of Facilities Management; Linda Cuellar,
Interim Director of Finance; Steve O'Neal,Chief Building Official; Andrew Paxton, Director of
Planning; Bridget Faulkenberry, Director of Parks and Recreation; Mike Keenum,City Engineer;
and Wood Franklin, Director of Public Works,gave comments and answered questions from City
Council.

Motion by Council Member Karen Gibson, seconded by Council Mernber,Jeft'Grifl'ith that the
Council give direction to the City Manager in connection with the proposed budget for Fiscal Year
2016-17 as follows:
The funding sources for the following Solid Waste project be changed from bonds to cash
funding:
e 92350 Southside Office Building Expansion
Vote: 7 - 0 Motion carried
5:55 P.M. CITY COUNCIL ADJOURNED
There being no further business to come before Council, Mayor Pope adjourned the rneetinla.
The August 23, 2016 Special City Council Meeting minutes were approved by the City Council on
the 22nd day of September, 2016.
