SPECIAL CITY COUNCIL MEETING
July 15, 2016
8:00 A. M.
The City Council of the City of Lubbock,Texas met in special session on the 15th of July,2016, at
the front steps of City Bank Auditorium,2720 Drive of Champions,Lubbock,Texas at 8:00 a.m.
8:30 A.M. CITY COUNCIL CONVENED

Present: Mayer Daniel M. Pope; Mayor Pro Tem Latrelle Joy; Council Member Karen
Gibson; Council Member Jcff Griffith; Council Member Steve Massengale; Council
Member Shelia Patterson Harris; City Manager James Loomis; City Secretary
Rebecca Garza; City Attorney Chad Weaver
Absent: Council Member Juan A. Chadis
Note: City Council addressed agenda items in the fallowing order:
• 1.1-1.4; 1.4.2,` 1.4.1; and 1.4.3-1.6.1.
1. City Council Bus Tour
1. L 8:00 a.m.- Convene at the City Punk Auditorium,2720 Drive of Champions, to gather for the tour.
1. 1. 1. 8:30 a.m.- Recess and depart City Bank Auditorium for Lubbock International Airport, 5401
North Martin L. King Boulevard. (The City Council will convene in the Blue Roam, Second
Floor.)
1.2. 8:45 a.m. -Arrive at Airport to hear presentations listed below.
City Council arrived at the Airport at 8:58 a.m.
1.2. 1. Reconvene for presentation and discussion on Airport Operations by Kelly Campbell, Executive
Director of Airport.
Kelly Campbell, Executive Director of the Airport, gave a presentation regarding Airport
Operations, and answered questions from City Council.
1.2.2. Presentation and discussion on North Wastewater Treatment Plant and Canadian River Municipal
Water Authority by Aubrey Spear, Director of Electric Utilities.
Aubrey Spear, Director of Electic Utilities, gave a presentation regarding the North Wastewater
Treatment Plant and the Canadian River Municipal Water Authority, and answered questions from
City Council.

1.2- 3. Presentation and discussion on Fire Administration and Emergency Operation Center by Lance
Phelps, Fire Chief
Lance Phelps, Fire Chief, gave a presentation regarding the Fire Administration and Emergency
Operation Center,and answered questions from City Council.
1.2.4. 9:45 a.m. -Recess and depart Airport for Southeast Wastewater Reclamation Plant, 3603 Guava.
(The City Council will convene in the Meeting Room.)
City Council recessed and departed from the Airport at 9:43 a.m.
1.3. 10:05 a.m.-Arrive at Southeast Water Reclamation Plant and hear presentations listed below.
City Council arrived at the Southeast Water Reclamation Plant at 10:1'7 a.m.
1.3. 1. Reconvene for presentation and discussion on Lubbock Power and Light by David McCalla,
Executive Director of Electric Utilities.
David McCalla, Executive Director of Electric Utilities,gave a presentation regarding Lubbock
Power and Light, and answered questions from City Council.
1.3.2. Presentation and discussion on Animal Services Operation by George Torres, Director of Animal
Services.
George Torres, Director of Animal Services,gave a presentation regarding Animal Services
Operations, and answered questions from City Council.
1.3.3. Presentation and discussion on Southeast Water Reclamation Plant and Reuse by Wood Franklin,
Director of Public Works.
Wood Franklin, Director of Public Works, gave a presentation regarding the Southeast Water
Reclamation Plant and Reuse,and answered questions from City Council.
1.3.4. 11:05 am. -Recess and depart Southeast Water Reclamation Plant for South Water Treatment
Plant, 5114 Farm-to-Market 1585. (The City Council will convene in the Conference Room.)
City Council recessed and departed from the Southeast Water Reclamation Plant at 11.07 a.m.
1.4. 11:25 a.m. - Arrive at South Water Treatment Plant to hear presentations listed below,
City Council arrived at the South Water Treatment Plant at 11:25 a.m.
1.4. 1. Presentation and discussion on Lake Alan Henry by Wood Franklin, Director of Public Works.
Wood Franklin,Director of Public Works,gave a presentation regarding Lake Alan Henry, and
answered questions from City Council.

Director of Public Works.
Wood Franklin,Director of Public Works,gave a presentation regarding the South Lubbock
Sanitary Sewer Expansion, and answered questions from City Council.
1.4.3. Presentation and discussion on Storm Water Projects by Mike Keenum, City Engineer.
Mike Keenum, City Engineer,gave a presentation regarding Storm Water Projects, and answered
questions from City Council.
1.4. 4. Presentation and discussion on Parks Projects by Bridget Faulkenberry, Director of Parks and
Recreation.
Bridget Faulkenberry,Director of Parks and Recreation, gave a presentation regarding Parks
Projects,and answered questions from City Council.
Scott Snider, Assistant City Manager, gave comments and answered questions from City Council.
1.4.5. 12:55 p.m. -Depart South Water Treatment Plant for Northwest Water Reclamation Plant, 4107
North County Road 1900. (The City Council will convene at the active construction zone of the
parking lot.)
City Council departed the South Water Treatment Plant at 1:03 p.m.
1.5. 1:20 p.m. - Arrive at Northwest Water Reclamation Plant to hear presentations listed below.
City Council arrived at the Northwest Water Reclamation Plant at 1:52 p.m.
1.5. 1. Reconvene for presentation and discussion on Gateway Streets by Mike Keenum, City Engineer.
Mike Keenum, City Engineer, gave a presentation regarding Gateway Streets,and answered
questions from City Council.
1.5. 2. Presentation and discussion on Northwest Water Reclamation Plant by Wood Franklin, Director of
Public Works.
Wood Franklin, Director of Public Works, gave a presentation regarding the Northwest Water
Reclamation Plant, and answered questions from City Council.
1.5.3. Presentation and discussion on Citizens Tower by Wesley Everett, Director of Facilities.
Mark Yearwood,Assistant City Manager, gave a presentation regarding Citizens Tower, and
answered questions from City Council.
1.5.4. 2:20 p.m. -Recess and depart Northwest Water Reclamation Plant for City Bank Auditorium.
City Council recessed and departed the Northwest Water Reclamation Plant at 2:18 p.m.
1.6. 2:30 p.m. - Arrive at City Bank Auditorium to complete City Council bus tour.
