The City Council of the City of Lubbock, Texas met in special session on the 16th of February,
2016, in City Council Chambers, City Hall, 1625 13th Street, Lubbock, Texas at 12:00 p.m.

Present: Mayor Glen C. Robertson; Mayor Pro Tem Jim Gerlt; Council Member Jeff Griffith;
Council Member Victor Hernandez; Council Member Latrelle Joy; Council Member
Floyd Price; City Manager James Loomis; City Secretary Rebecca Garza; City
Attorney Chad Weaver
Absent: Council Member Karen Gibson

1. Regular Agenda
I. L Discuss and take action to appoint a committee of representatives to study the provision
of emergency medical and ambulance services, and further to report its findings as
appropriate.
Patti Jones, County Commissioner for Precinct 4; John D. Brock, Chief Operating
Officer and Administrator with Lubbock Heart Hospital,: Richard Parks, CEO of
Covenant Health System; and Chad Weaver, City Attorney, gave comments and
answered questions from City Council.
1) Motion by Council Member Victor Hernandez, seconded by Council Member Latrelle
Joy to approve Resolution No, 2016-80062.
Amendment Motion by Mayor Pro Tem Jim Gerlt, seconded by Council Member Floyd
Price to amend the main motion by replacing item f, the two (2) residents of Lubbock
County with one (1) representative of Lubbock Heart Hospital and one (1) representative
of Grace Health System.
Vote: 6 - 0 Motion carried

2) Motion by Council Member Latrelle Joy, seconded by Council
Member Victor Hernandez to reconsider Resolution No. 2016-80062 as amended.
Vote: 2 - 4 Failed

3) Motion by Council Member Victor Hernandez, seconded by Council Member Floyd
Price that membership on the committee shall be appointed as follows:
a. authorize the Lubbock County Hospital District to name their three (3)
members, under the parameters that one ( I ) shall be a present member of the
Lubbock County Hospital District Board of Managers;
b. authorize Covenant Health System to name their three (3) members, under the
parameters that one ( I) shall be a present member of the Covenant Health Board
of Directors;
c. Council Member Jeff G•ifiith and Council Member Karen Gibson be
the members representing the Lubbock City Council;
d. authorize the Lubbock County Commissioners Court to name their one (1)
member;
e. The City of Lubbock Fire Chief and a Deputy Fire Chief to be selected by the
Fire Chief•.
f. authorize the Lubbock Heart Hospital to name their one (1) member; and
h. authorize Grace Health System to name their one (1) member.
Vote: 6 - 0 Motion carried

4) Motion by Council Member Victor Hernandez, seconded by Council Member Floyd
Price to appoint Council Member Jeff Griffith to serve as the Chair of this committee.

There being no further business to come before Council, Mayor Robertson adjourned the
meeting.
The February 16, 2016 Special City Council Meeting minutes were approved by the City Council on
the 24th day of March, 2016.
