SPECIAL CITY COUNCIL MEETING
December 11, 2025

The City Council of the City of Lubbock, Texas met in special session on the llth of December, 2025, at
the Future Site of the Lubbock Downtown Park, Broadway Street, between Avenues L and M,
Lubbock, Texas at 2:00 p.m.
2:06 P.M. CITY COUNCIL CONVENED
Future Site of Lubbock Downtown Park, Broadway Street, between Avenues L and M,
Lubbock, Texas
Present: Mayor Mark W. McBrayer; Mayor Pro Tem Christy Martinez-Garcia; Council Member Tim
Collins; Council Member Brayden Rose; City Manager W. Jarrett Atkinson; City Attorney Matt
Wade; Management Assistant to the City Secretary Carina Reyes
Absent: Council Member David Glasheen; Council Member Gordon Harris; Council Member Dr.
Jennifer Wilson
Mayor W. McBrayer gave welcoming and open remarks.
Brad Moran, Lubbock Downtown Park Conservancy Board Member, gave acknowledgments.
Dan Williams, Lubbock Downtown Park Conservancy Board Member and chair of the Central Business
District Tax Increment Financing Board, gave comments on the success of Downtown Lubbock.
Mayor Pro Tem Christy Martinez-Garcia gave closing remarks.
City Council participated in a groundbreaking for the newly named "Pickering Park".
2:32 P.M. CITY COUNCIL ADJOURNED
There being no further business to come before Council, the meeting was adjourned.
The December 11, 2025 Special City Council Meeting minutes were approved by the City Council on the
27th day of January, 2026.
