SPECIAL CITY COUNCIL MEETING
September 18, 2019

The City Council of the City of Lubbock,Texas met in special session on the 18th of September,
2019, at Godeke Branch Library, 5034 Frankford Avenue, Lubbock, Texas at 7:30 a.m.
7:32 A.M. CITY COUNCIL CONVENED

Present: Mayor Daniel M. Pope; Council Member Randy Christian; Council Member Latrelle
Joy; Council Member Steve Massengale; City Manager W. Jarrett Atkinson; City
Secretary Rebecca Garza; City Attorney Chad Weaver
Absent: Mayor Pro Tem Jeff Griffith; Council Member Juan A. Chadis; Council Member
Shelia Patterson Harris
jVote: City Council addressed agenda items in the following order:

1. Regular Agenda
1. 1. A discussion concerning the Lubbock economy, employment. core services, including but not
limited to utilities, water, wastewater, development and redevelopment, public safety, crime, streets
and transportation, community services, facilities, infrastructure, parks and recreation, and other
modes of delivery of governmental services; budgetary matters, and the operations,
communications, programs, and personnel of the City of Lubbock. No action will be taken by the
Lubbock City Council.
Mayor Daniel M. Pope gave opening remarks.
Council members and staff members, engaged in a Questions & Answers (Q&A) session with the
citizens, in attendance, on various topics including the following: budget, police, fire, Community
Engagement Task Force, location of the October 8, 2019 Regular City Council Meeting - Fire
Station 16, stormwater rates, electricity/ERCOT, smart meters, codes issues,time clocks. libraries,
and drainage criteria manual.
Mayor Pope gave closing remarks and thanked the Godeke Branch Library.

There being no further business to come before Council, the meeting was adjourned.
The September 18, 2019 Special City Council Meeting minutes were approved by the City Council on
the 22nd day of October, 2019.
