The City Council of the City of Lubbock, Texas met in special session on the 25th of September,
2019, at United Supermarkets, 12815 Indiana Avenue,Lubbock,Texas at 11:30 a.m.

Present: Mayor Daniel M. Pope; Mayor Pro Tem Jeff Griffith; Council Member Randy
Christian; Council Member Steve Massengale; Council Member Shelia Patterson
Harris; City Secretary Rebecca Garza; Deputy City Manager Bill Howerton
Absent: Council Member Juan A. Chadis; Council Member Latrelle Joy

1. 1. Introduction and remarks by Mayor Pro Tem Jeff Griffith, Chair of Lubbock Metropolitan
Planning Organization(LMPO) Board of Directors.
Mayor Pro Tem Jeff Griffith, Chair of Lubbock Metropolitan Planning Organization (LMPO)
Board of Directors,gave welcoming remarks and introduced the Lubbock Metropolitan Planning
Organization(LMPO) Board of Directors present. Board members in attendance were: Steve
Warren,Mayor Daniel M. Pope, Bill McKay,Chris Mandrell, Council Member Shelia Patterson
Harris,and Mayor Charles Addington, City of Wolfforth.
1.2. Comments by LMPO Board Members and other officials.
Steve Warren gave remarks regarding Loop 88 announcing the Texas Transportation Commission
(TCC) Award of$33.5 million to City/County for construction of Phase 3D of Loop 88.
