The City Council of the City of Lubbock,Texas met in special session on the 26th of September,
2019, in City Council Chambers, City Hall, 1625 13th Street, Lubbock,Texas at 8:00 a.m.

Present: Mayor Pro Tem Jeff Griffith; Council Member Randy Christian; Council Member
Latrelle Joy; Council Member Steve Massengale; Council Member Shelia Patterson
Harris; City Manager W. Jarrett Atkinson; City Secretary Rebecca Garza; City
Attorney Chad Weaver
Absent: Mayor Daniel M. Pope; Council Member Juan A. Chadis
Vote: Agenda items were addressed in the_following order.-

1. 1. Introduction and remarks by City Council Member Steve Massengale, Chair of the Facilities
Committee.
City Council Member Steve Massengale, Chair of the Facilities Committee, gave welcoming
remarks. Mayor Pro Tem Jeff Griffith recognized the former officials in attendance.
1. 2. Presentation and discussion of Citizens Tower Project from concept through fruition, including
project update, by City Council Member Steve Massengale.
Council Member Steve Massengale, gave a presentation and answered questions.
8:21 A.M. CITY COUNCIL RECESSED
9:50 A.M. CITY COUNCIL RECONVENED
Citizens Tower paperweights were presented to the former officials.

There being no further business to come before Council; the meeting was adjourned.
The September 26, 2019 Special City Council Meeting minutes were approved by the City Council on
