The City Council of the City of Lubbock, Texas met in special session on the 3rd of June, 2024, in the
Community Room, Lubbock Police I�epartment Headquarters,1215 15th Street, Lubbock, Texas at
3:00 p.m.

Present: Mayor Tray Payne; Mayor Pro Tem Shelia Patterson Harris; Council Member Tim Collins;
Council Member Christy Martinez-Garcia; Council Member Brayden Rose; City Manager W.
Jarrett Atkinson; City Secretary Courtney Paz; City Attorney Matt Wade
Absent: Council Member David Glasheen; Council Member Dr. Jennifer Wilson
Note: Ciry Coitncil addressed agenda items in the following order:

1. REGULAR SESSION
1. 1. Welcome, Introductions & Opening Remarks - City Manager Jarrett Atkinson and Mayor Tray Payne
Jarrett Atkinson, city manager, gave opening remarks and welcomed those in attendance. Mayor Tray
Payne introduced Seth Herman, chief of police.
1. 2. Swearing-In Ceremony - Seth Herman: Administer the Oath of Office to the newly appointed Chief
of Police. (Reception immediately following.)
Courtney Paz, city secretary, administered the Oath of Office and swore in Seth Herman, chief of
police.
3:06 P.M. CITY COUNCIL ADJOURNED
There being no further business to come before Council, the meeting was adjourned.
