SPECIAL CITY COUNCIL MEETING
May 14, 2024
5:00 P.M.
The City Council of the City of Lubbock, Texas met in special session on the 14th of May, 2024, in City
Council Chambers, Citizens Tower, 1314 Avenue K, Lubbock, Texas at 5:00 p.m.
5:02 P.M. CITY COUNCIL CONVENED
City Council Chambers, Citizens Tower, 1314 Avenue K, Lubbock, Texas
Present: Mayor Tray Payne; Mayor Pro Tem Shelia Patterson Harris; Council Member Tim Collins;
Council Member Christy Martinez-Garcia; Council Member Brayden Rose; Council Member
Davis Glasheen; Council Member Dr. Jennifer Wilson; City Manager W. Jarrett Atkinson; City
Secretary Courtney Paz; Interim City Attorney Mitchell Satterwhite
Note: City Council addressed agenda items in the following order:

1. Swearing-In Ceremony
1. 1. Administer the Oath of Office to newly elected City Council Members and Municipal Judge.
(Reception immediately following.)
Mayor Tray Payne welcomed those in attendance and gave remarks.
Council Member District 3- David Glasheen was sworn in by his wife, Mary Glasheen. Council
Member Glasheen gave remarks and thanked those in attendance.
Council Member District 4- Brayden Rose was sworn in by Jerry Ramirez. Council Member Rose
gave remarks and thanked those in attendance, Jerry Ramirez for swearing him in, his family, and his
wife.
Council Member District 6- Tim Collins was sworn in by Eddie McBride. Council Membec Collins
gave remarks, congratulated David Glasheen and Brayden Rose, and thanked everyone in attendance.
Municipal Court Judge - Jorge E. Hernandez was sworn in by his daughter, Marlise Boyles. Judge
Hernandez gave remarks and thanked the Lord, the voters, his supporters, his friends, municipal court
staff, and his family.
Mayor Tray Payne gave final remarks.

There being no further business to come before Council, Mayor Payne adjourned the meeting
