The City Council of the City of Lubbock, Texas met in special session on the 20th of March, 2024, at
the Lubbock Police Department Headquarters, 1205 15th Street, Lubbock, Texas at 9:30 a.m.

Welcome, Introductions & Opening Remarks - Honorable Mayor Tray Payne
Mayor Tray Payne gave opening remarks and welcomed those in attendance.
Honor Guard - Lubbock Police Department
The Lubbock Police Department presented the colors.
Prayer - Sergeant Bradley McMahan, Chaplain, Lubbock Police Department
Sergeant Bradley McMahan, Chaplain for the Lubbock Police Department, led the invocation.
Public Safety Improvement Plan - Steve Massengale, Council Member, District 4
Council Member Steve Massengale gave comments on the City of Lubbock's public safety
improvement plan.
Remarks from the Architect - Ryan Wilkens, AIA, ArchitecdSenior Associate at Parkhill
Ryan Wilkens, with Parkhill, gave remarks regarding the project.

ceremony for the Lubbock Police Department Headyuarters.
9:54 A.M. CITY COUNCIL ADJOURNED
There being no further business to come before Council, Mayor Payne adjourned the meeting.
The March 20, 2024 Special City Council Meeting minutes were approved by the City Council on the 23rd
day of April, 2024.
