The City Council of the City of Lubbock, Texas met in special session on the 19th of February, 2024, at
the Southwest Corner of 98th Street and Upland Avenue, Lubbock, Texas at 2:00 p.m.

Present: Mayor Tray Payne; Council Member Steve Massengale; Council Member Mark W. McBrayer;
Council Member Dr. Jennifer Wilson; City Manager W. Jarrett Atkinson; City Secretary
Courtney Paz; City Attorney Chad Weaver
Absent: Mayor Pro Tem Shelia Patterson Harris; Council Member Latrelle Joy; Council Member Christy
Martinez-Garcia

1. 1. Welcome, Introductions & Opening Remarks - Mayor Tray Payne
Mayor Tray Payne gave opening remarks and welcomed those in attendance.
1. 2. Project Overview - Council Member Dr. Jennifer Wilson
Council Member Dr. Jennifer Wilson gave a project overview of the 2022 Street Bond Project,
widening of 98th Street from Upland Avenue to Alcove Avenue.
Mayor Tray Payne gave closing remarks.
Groundbreaking - City Council participated in a groundbreaking ceremony for the construction of
98th Street.
2:12 P.M. CITY COUNCIL ADJOURNED
There being no further business to come before Council, Mayor Payne adjourned the meeting.
