The City Council of the City of Lubbock, Texas met in special session on the 28th of June, 2023, at the
McDougal Companies Building, 1500 Broadway, Sth Floor, Wells Fargo Center Conference
Room, Lubbock, Texas at 1:30 p.m.

Present: Mayor Tray Payne; Council Member Latrelle Joy; Council Member Christy Martinez-Garcia;
Council Member Steve Massengale; City Secretary Courtney Paz; City Attorney Chad Weaver
Absent: Mayor Pro Tem Shelia Patterson Harris; Council Member Mark W. McBrayer; Council Member
Dr. Jennifer Wilson; City Manager W. Jarrett Atkinson

1. REGULAR SESSION
1. 1. City Council will attend and participate with Lubbock Economic Development Alliance, Inc. as it
holds a press conference to announce the creation of nearly 1,000 jobs and over $670 million in
capital investment into the Lubbock economy.
John Osborne, president and chief executive offcer of Lubbock Economic Development Alliance
(LEDA), gave opening remarks.
David Rushing, director of business recruitment for LEDA; Morgan Finney, project manager, business
recruitment and innovation for LEDA; and Sara Gaul, director of global representation for Plant
Agricultural Systems, gave remarks on the creation of nearly 1,000 jobs and over $670 million in
capital investment into the Lubbock economy.
Mayor Tray Payne and John Osborne, president and chief executive officer of LEDA, gave closing
remarks.

There being no further business to come before Council, Mayor Payne adjourned the meeting.
