SPECIAL CITY COUNCIL MEETING
July 25, 2019
5:30 P.M.
The City Council of the City of Lubbock,Texas met in special session on the 25th of July,
2019,in City Council Chambers,City Hall, 1625 13th Street, Lubbock,Texas at 5:30 p.m.
5:36 P.M. CITY COUNCIL CONVENED
City Council Chambers,City Hall, 162513th Street,Lubbock, Texas
Present: Mayor Daniel M. Pope; Mayor Pro Tem Jeff Griffith; Council Member Randy
Christian; Council Member Latrelle Joy; Council Member Steve Massengale;
Council Member Shelia Patterson Harris; City Manager W. Jarrett Atkinson; City
Secretary Rebecca Garza; City Attorney Chad Weaver
Absent: Council Member Juan A. Chadis
This was a joint meeting of the City Council and the Planning and Zoning Commission.
Nate: City Council addressed agenda items in the fallowing order:

1. Work Session-Items for presentation and discussion on such issues that may require more
in-depth consideration by the City Council,than Regular Agenda items. Action may be taken
on a Work Session item if the item indicates to the public the action to be taken.
1. 1. Discuss and hear a presentation from staff and Kendig Keast Collaborative on the following;
Unified Development Code regarding the primary goals of the project,the roles and responsibilities
of the Consultant, City Staff, Elected Officials, and Citizens,the project timeline, and provide an
initial understanding of key project issues.
Jarrett Atkinson, city manager; Kristen Sager, interim director of planning, and Jesica McEachern,
assistant city manager, gave comments and answered questions from City Council.
David Baird, senior associate with Kendig Keast Collaborative, Inc.;and Brian Mabry,principal
associate with Kendig Keast Collaborative, Inc., gave a presentation and answered questions from
City Council.
Consensus from City Council that each City Council member will bring forward three names for a
committee and identify stakeholder groups. Direction to staff to schedule meetings in various
neighborhoods.

There being no further business to come before Council, Mayor Pope adJourned the
meeting.
