The City Council of the City of Lubbock, Texas, met for its regular meeting on Thursday, December 13, 1979, at 9:30 a.m. in the Council Chambers, Second Floor, City Hall. Those present:, Mayor Dirk West, Mayor Pro Tem Alan Henry, Councilwoman Carolyn Jordan, Councilman Bill McAlister, City Manager Larry Cunningham, City Attorney John C. Ross, Jr., and City Secretary -Treasurer Evelyn Gaffga. Absent: Councilman M. J. Aderton 79--4-808--1376 The Invocation was given by Fire Chief Tom Foster. ( 1) 79-3 & 808-1377 The Pledge of Allegiance to the Flag was given in unison by those ( 2) present in the Council Chambers. Citizen Appearances Santa Claus made his annual appearance giving gifts to members of the Council and to the City Secretary. 79-30-808-1378 Joe McKay will a ear to present bids for branch library building. If ( 3) approved, authorize same. 79--38L808 -1378a Consider reallocation of General Revenue Sharing Funds. (3-A) The present budget for the new branch library building is $525,000 which includes $450,000 in Revenue Sharing from the Library portion and $75,000 in Community Development Funds for the Senior Citizens area. Subtracting $32,000 for the architects fees and $6,000 for miscellaneous costs, there remains $487,000 available for construction. The low bidder (bids were opened on November 27, 1979) totaled $512,373 some $25,373 over the amount available for construction. Dr. Charles Burford and Swain Rodgers, members of the City -County Library Board met with County Judge Rod Shaw and the Commissioners to discuss the County's participation in financing the Senior Citizens/Community Room. The Commissioners felt that they did not want to replace Precinct No. 1 Club House and they were not sure they would want to fund just the Community Room. However, they did approve paying 40% of the amount of the overrun with the City paying 60%, thus eliminating the use of HUD funds for this Community Room. The problem with using HUD funds as reflected in present and previous discussions, is the verification that the senior citizens using the room are of a low -and -moderate income bracket, and the means by which this could be ascertained would be most embarrassing to the individual. It would also preclude using the room for childern's programs and other activities when not in use by the citizens. Appearance: Joe McKay, architect Mr. McKay's comments reflected alternative measures that could be implemented to alleviate the funding problem as reflected above and in conjunction with the Library Broad and City staff, the following recommended deletions were made: (a) Light Fixtures A & B $1,972 (b) Light Fixtures C, D & E 484 (c) Carton Form 295 (d) Halo Lighting 1,016 (e) Concrete Thickness 1,623 (f) North Drive to 780 $6,170 The net costs would then be in the sum of $554,203 less Revenue Sharing Funds in the sum of $450,000 leaving a total of $94,203 needing to be funded. With respect to the unfunded sum, the alternatives available are; to reallocate Entitlement 11 Revenue Sharing Funds to the i ;I ." - Aso -- Community Room/Library as follows: from Carlisle Park Irrigation in 1979 the sum of $15,000; from Clapp Community Center in the sum of $12,450; from Clapp Park Irrigation in the sum of $30,000; interest earnings from Revenue Sharing Funds in the sum of $36,753 all of which total $94,203. This would remove this portion of the project from HUD requirements and CD funding, it would also necessitate the reallocating of the CD funds, mentioned above, in the sum of $57,450. The motion was made by Councilwoman Jordan, seconded by Mayor Pro Tem Henry to approve Bid No. 5576, authorizing the expense money for the Bid as presented, with the deletions as indicated, for a total Bid of $506,203, awarded to Ed Lampe, Inc., with $38,000 authorized for fees and miscellaneous expenses for a total sum of $554,203. Additionally, the Community Development Advisory Committee is directed to hold the necessary neighborhood meetings to reallocate the $75,000 of CD funds designated for the Senior Citizens Community Room, to projects deleted from the Revenue Sharing budget and eligible for CDBG funding: Carlisle Park Irrigation $15,000, Clapp Community Center $12,450, Clapp Park Irrigation $30,000, for a sum of $57,450.
