SPECIAL CITY COUNCIL MEETING
JULY 21,1978

1978 at 7:30p.m. in the Council Chambers.
Those present: Mayor Dirk West, Councilwoman Carolyn Jordan, Councilman Alan Henry, Council-
man M. J. Aderton.
Absent: Councilman Bill McAlister, who was out of town on business.
The meeting was called to order by Mayor West, indicating that the purpose of the meeting wa!
to present to the Board of Directors, Lubbock Property Owners Association, their requested
report reflecting budget cuts equivalent to 25% (or $5.5 million), granting a $10,000 home-
stead exemption to those 65 years of age or older, and the elimination of the automobile tax
Mayor West's opening remarks reflected that inasmuch as the ad valorem taces go into the
General Fund, which supports only those services of a non -revenue producing nature, the repot
thus reflects those servicesaaffected by the 25% reduction; that the report was not presentee
to be any kind of "scare tactics" or "emotionally based"issues, as alleged by the Associatioi
that the report is for informational purposes only, for the Association, for the Council, ant
for every citizen in Lubbock; that a large portion of the property taxes paid goes to the
Lubbock Independent School System that as a city of nearly 200,000 population, we have an obl
ation to keep our excellent school system in force.
Mayor West cautioned the citizenry against over -reacting to the new philosophy of taxation ni
being refelcted throughout the country; that such actions without deep and careful thought cl
be detrimental to the growth of our city and to its future.
Mayor West announced a pre -report hearing to be held Monday, July 31, 1978 in the Council
Chambers, at which time all interested groups, or individuals, may have an opportunity to ex
press their concerns.
