(41) accommodation. Luciano Perez, Director of Human Relations Department, and Maria Mercado

The City Council considered an interim report of personnel classification review. Mr. Bill
(44)
Evans, a member of the firm of Cresap, McCormick and Paget, appeared and reported that the f
existing personnel classification program was adopted in 1968; that the plan is now obsolete
to meet the City's needs; that wage and grade classifications for a city our size is below
the competitive job market for this areal that the proposed new plan would consist of four
categories: (1) professional and managerial; (2) clerical and technical; (3) people in the
trades; and (4) executive pay plan covering compensation now set by the City Council; that it
would cost $579,000 next year to upgrade present employee -wage and grade classification, but
i
it would curtail the high turnover which now exists, resulting in better qualified and dedic-
ated employees. Upon inquiry, Mr. Evans indicated this plan did not include a productivity
study; that it was a comprehensive review of existing positions and personnel. After con-
siderable discussion, motion was made by Councilwoman Jordan, seconded by Councilman Mc-
Alister instructing the City Mana.ger to work with Mr. Evans in determining a cost estimate
for doing a productivity study to be considered at the next council meeting. Motion carried:
