CITY OF LUBBOCK
MEMO
TO: Larry Cunningham, City Manager DATE:
FROM: Sterling K. Miller, Director of Finance
SUBJECT: FINANCING AIRPORT PARKING FACILITIES
December 12, 1977
At their meeting of December 8, 1977, with the Airport Ad-
visory Board, the City Council requested a staff report
on possible financing of additional parking facilities
at the municipal airport.
Basically, there seems to be three methods of acquiring
additional parking. Each of these methods are discussed
below:
1. Available and or accumulated current revenues. For
purposes of this discussion, we are assuming that the
parking lot expansion would cost $2.4 million. The Counc-.l
will be asked at their December 15 meeting to take action
which would allocate $752,933 of the airport accumulated
excess reserves which now total $1,156,744. This will
leave a fund balance of approximately $403,811, of which
$240,000 is required under the bond covenants. It would
seem that this is a "comfortable" fund balance considering
that the airport is a $1.7 million operation. This, of
course, leaves little to be applied towards the reduction
of the total cost.
The Airport Advisory Board is also asking that the Council
provide :interim financing of approximately $700,000 for
taxi --way J, until October, 1978 when emplanement funds are
received :for the extension work. The Council then consid-
ered use of the $736,000 remaining in the unallocated Cap-
ital Projects funds, which resulted from the 7 tax in-
crease (dropped in 1976--77) . Taxes were increased 70 in
1973 for the expressed purpose of assisting with airport
overruns ($600,000), and, retiring additional debt for air-
port purposes, if needed, and, for prox1iding $200,000 to
coven anticipated Civic Center construc-Lion overruns.
