Re: Request by State Savings and Loan Association for variance in Zoning
Ordinance to Allow Savings and Loan Association Branch Offices in
A M Zoning
Dear Sirs:
In regard to the above referenced zoning request, I would like to state for the record that
I am in favor of a variance in the zoning ordinance to allow savings and loan branch offices
in AM zones. I feel that a savings and loan branch facility is compatible with other facilities
allowed in AM zones. Also, savings and loan branch offices can fulfill a need for financial
services to these people generally employed in medical areas.
Thank you for the opportunity to express my views in regard to this matter.
Sincerely,
/s/ Robert A. Edwards
J. R. Blumrosen, Marjorie Kastman and Lee Stafford also appeared in favor of this ordinance.
Dr. Milton Vaughn, Chairman of Planning and Zoning Commission appeared and made comments as to
the Commission's position in this matter. Jim Bertram, Director of Planning, gave staff re-
commendations. Mayor Bass announced the hearing was closed. After consideration of all infor-

77-36-210-540 In accordance with the above Notice of City Council Hearing, hearing was held on Zone Case
(26) No. 1807-A - Request of the City of Lubbock to change property bounded by and one-half block
outside 4th Street, Avenue K, 10th Street and Avenue Q by amending Ordinance No. 6462 where
it pertains to the regulation of advertising to comply with the City of Lubbock Zoning Ordi-
nance 7084. The Planning and Zoning Commission recommended that this request be granted subject
to the following condition:
That all land covered by Ordinance No. 6462 run concurrent with the sign abatement period set
up in Ordinance No. 7084.
Mayor Bass requested Jim Bertram, Director of Planning to present the case. Mr. Bertram stated
this case was initiated at the request of Planning and Zoning Commission. Warlick Carr,
Attorney representing Lubbock Poster Company appeared in opposition to this ordinance, stating
they had filed application for replacement of sign and the application had been rejected; that
if the ordinance is passed, he felt it would close the door on their getting the application
granted. Jack Baker of Lubbock Poster Company appeared asking these permits be issed under
the existing ordinance. No one else came forward, whereupon Mayor Bass announced the hearing
was closed. After consideration of all information presented, motion was made by Councilwoman
Jordan, seconded by Councilman West, to uphold Planning and Zoning Commission and pass Ordinance
No. 7465 on first reading, amending Ordinance No. 6462 to comply with Ordinance No. 7084, with
one exception -- that the abatement of bill boards described in Section 5-e-5 on standards
for existing billboards continue in force and standards that would apply would be those in
force when it was first enacted in 1972. This motion carried by the following vote: Yea -
Councilmen West, Jordan and McAlister; Nay - Mayor Bass and Councilman Henry.
