Absent: Fred 0. Senter, Jr., City Attorney. 76-35-450-988 The invocation was given by Councilman Alan Henry. (1) 76-35-450-989 The Pledge of Allegiance to the Flag was given in unison by those present in the Council (2) Chamber. 76-35-450-990 Dr. George Farrell, a member of the Citizens Traffic Commission, appeared before the City (3) Council and presented recommendations of the CTC regarding Avenue Q parking. He stated the CTC had conducted a public hearing regarding parking on Avenue Q from 4th Street to 22nd Street, and that based upon the hearing and study made by the CTC, the following recom- mendations are presented to the City Council: ;76-35-450-991 (4) a. All on -street parking be removed from the west side of Avenue Q from 5th Street to 8th Street, enabling Avenue Q to have maximum land usage around the new Civic Center. b. That all on -street parking should be removed from 22nd Street to 19th Street on the east side of Avenue Q. The CTC feels that with the completion o the Avenue Q project from 22nd Street to 50th Street that there will be a three -lane thoroughfare from the Circle to 22nd Street. Since a large percentage of the northbound Avenue Q traffic empties onto 19th Street going east, it is their opinion that the curb parking between 19th and 22nd would virtually eliminate the third lane back through the Mose Hood Park and would therefore cause a funneling situation for the northbound traffic. c. That the City Council go on record regarding the eventual need to remove all park- ing on Avenue Q. Carroll Cobb, Attorney representing owners of businesses on Avenue Q appeared and presented a petition bearing signatures of those opposing removal of parking on Avenue Q. Jim Collier, Irvin Skibell, Norman Williamson, George Hogland, J. B. Hance, Steve Varga and Jack Schneider appeared expressing opposition to removal of parking on Avenue Q. Paul Mills, a member of the Citizens Traffic Commission, appeared stating it would provide a safety factor if parking could be removed near intersections. Walter Goodgion, Traffic Safety Coordinator for the City, also appeared in this regard. After consideration of all information presented, motion was made by Councilman McAlister, seconded by Councilman West, motion carried, Mayor Bass, Councilmen West, Jordan, Henry and McAlister voting Yea, none voting Nay to leave parking on Avenue Q as it is, making no change. Councilwoman Jordan stated there may be changes in the future, looking to long range needs, and if the Staff feels strongly about the need for removal of parking, further study be keyed into the idea of compensation from the City by providing parking at City expense. The Council did not express consensus of opinion regarding this suggestion. Mayor Bass stated he did not think City Council has the capacity to bind future Councils, that changes might be needed at a later date at such time as traffic count makes it necessary; and that the Council should be continuously aware of the problems. M. the City Council held a Public Hearing concerning approval of Urban Renewal (9 Plans for Community Development Rehabilitation and Redevelopment Areas and concerning the & third year Community Development Program recommended by the Community Development Advisory 10) Committee. Mayor Bass called for all interested persons to come forward. Orville Alderson, Executive Director of Urban Renewal, appeared and presented plans and pointed out, on a map, areas of proposed rehabilitation and redevelopment. Arnold Maeker, Chairman of the Community Development Advisory Committee, appeared with re- commendations of the Committee. (See CDAC recommendations on file in the Office of the City Secretary.) Jim Bertram, Director of Planning, discussed these items and answered questions from the Council. Acquisition of land for Southwest Lubbock Linear Park was discussed. g 1976 FI Robert Holmes, Attorney representing a group of private developers from Dallas and Lubbock, appeared stating his clients have option to buy the land, planning extensive development, including a Country Club, 18 hole golf course, swimming pool, tennis courts and pro shops, a five to seven years development is planned for single family residences, with construc- tion to start in March of 1977, lot sites to be available in May of 1977. At the request of Councilman McAlister, Henry Huneke, Chairman of the Park and Recreation Board, appeared stating the Board has anticipated development in Southwest Lubbock for the past _ three years, that he assumed the Board would not be against Mr. Holmes' proposed project, commenting the Public needs a major park in Southwest Lubbock. Mr. Huneke requested the City Council to leave the $450,00 earmarked in CDAC budget, with the idea that it be used in developing other options if it is felt it is necessary; that in order to plan parks, there is a need to plan ahead. Councilman West asked Mr. Huneke if Mr. Holmes' proposed project lessened his enthusiasm, and Mr. Huneke replied it did not, that he was enthusiastic about it, that it is ambitious for Lubbock, that the Board is in favor of recreational facilities, either public or private. Councilman Henry expressed concern that the park be one that would serve all the citizens of Lubbock. Mrs. John K. Lyons, who lives at the corner of Adrian and Cypress, appeared requesting paving of 4 blocks. Mrs. Wayne Webb, owner of property on Cypress Road, appeared stating right-of-way had been given to the County, and that since it had been annexed, she did not want to pay for paving. Councilman Henry stated he would like the Legal Department and Sam Wahl to do some study to see that Community Development funds were being used legally where paving is being done. Sister Regina Foppe, representing Sector 1, appeared requesting 100% of the Community Develop- ment funds be devoted to housing. Councilwoman Jordan discussed pilot program regarding rehabilitation of housing. Sister Regina Foppe stated it would cost approximately $2,000 per unit if home owners do their own work. Councilwoman Jordan suggested they take an area of 25 homes, equaling $50,000 taken out of contingency funds, and see if pilot program would work. Mrs. Jack Stanley, 3111 Avenue M, appeared requesting rehabilitation of homes in that area. Mr. Bertram stated that under CDAC recommendations, it would be a "no interest" loan, not a time payment; the property owner would not have to repay, but there would be a lien placed on the property that would have to be paid when the property sold or in case of the death of the owner. r " Mayor Bass and City Manager Larry Cunningham stated that approximately 50% of Community Development funds have already gone into housing. Hope Lara, representing Section 2, appeared expressing support of Sister Regina Foppe's re- quest for housing. Councilman McAlister discussed Linear Park in Southwest Lubbock and expressed concern about allocating money in that area since it was a low priority with the people. Councilman Henry stated parks development is one thing that can't be done suddenly; that the Linear Park has been discussed for two years, and there is very little good park land avail- able; if the City does not acquire it, it is gone. He stated he wanted something the entire City can use. No one else came forward; whereupon, Mayor Bass announced that the hearing was closed on both Items 9 and 11. 76-35-460-1026 After consideration of all information presented concerning approval of Urban Renewal Plans (10) for Community Development Rehabilitation and Redevelopment Areas, motion was made by Council- woman Jordan to approve the Urban Renewal Plans as submitted by Mr. Alderson. This motion died for lack of a second. After further discussion, it was the consensus of the City Council that this item be held until December 9th City Council meeting, and requested Mr. Alderson to bring plans back at that time with area description cut down to something to be done in the foreseeable future. w J 76-35-460-1027 Motion was made by Councilman McAlister, seconded by Councilman West, motion carried, Mayor (12j Bass, Councilmen West, Jordan, Henry and McAlister voting Yea, none voting Nay to pass the following resolution authorizing the submission of the Community Development application (3rd year) to the Department of Housing and Urban Development; and, to encourage the Staff to conduct a study and make recommendations regarding pilot program as suggested.
