SPECIAL CITY COUNCIL MEETING NOVEMBER 21, 1975
The City Council of the City of Lubbock, Texas, met in Special Meeting at the Mahon Library
at 5:15 P.M.., the following members thereof being present, to -wit:
Mayor Roy Bass, Councilman Dirk West, Councilwoman Carolyn Jordan, Councilman Alan Henry, Council-
man Bryce Campbell, City Manager N.B. McCullough, Assistant City Attorney Ken Jones and City
Secretary -Treasurer Treva Phillips.
Absent: Fred 0. Senter, Jr., City Attorney.
Also present: County Judge Rodrick Shaw, County Commissioners Alton Brazzel, Max Arrants, Les
Derrick and Arch Lamb.
'75-34-469-2016 The agenda item considered by the City Council and the County Commissioners was City -County
Joint Programs.
After lengthly discussion was had concerning these City -County Joint Programs, motion was made
by Councilman Campbell, seconded by Councilman Henry, motion carried, Mayor Bass, Councilmen
West, Jordan, Henry and Campbell voting Yea, none voting Nay to keep all the percentages just
like they were, keep the $99,550 from the County Hospital District and accept the $400 fire
call. This proposal was not acceptable to the County Commissioners.
After further discussion, motion was made by Councilman Campbell, seconded by Councilwoman Jordan
to keep the shared services, Health, Welfare, Library, General Welfare, on the same basis as
before, contingent upon the City actually receiving at least $99,550 from the Hospital District,
regardless of what the County does about the fire calls, whether they elect to renew the fire
contract or not, that the City will, at its own expense, keep open, or try to keep open, the
following services in both City and the County. This will be dependent on whether the State
Department of Health cuts out some money, and dependent on the $99,550, the City will try to
keep the following clinics open at its expense:
V. D. Clinic
Dental Clinic
Milk Inspection
Air Pollution
Environmental Health
(Mosquito spraying)
T. B. Clinic
Family Planning
Dairy Service
Water Inspection
The City Council is not sure but that the City would be able to keep a few more open. We
are not sure that the City might not have to close a few of those, it depends on how much money
the State cuts out and we will be willing to renew the fire call contract at $400... the time of
cancellation, which we understand is at the end of this month.
At this point, Councilman West made the following statement: "I think that what bothers me
about it is the indefinite services that may or may not be offered. I would prefer we come up
with a solution here tonight that would be very definite in every respect and that is still
leaving too many open ends and too many 'can we' or 'maybe's', so I could not vote for that.
Councilman Campbell then made the following statement: "On the basis that Dirk does not want
to do this, and we certainly want to have a unanimous decision, I will withdraw my motion if my
second will allow." The motion was withdrawn.
After a recess, more discussion was had concerning City -County Joint Programs and motion was
made by Councilwoman Jordan, seconded by Councilman Henry, motion carried, Mayor Bass, Council-
men West, Jordan, Henry and Campbell voting Yea, none voting Nay to keep the percentages the
same, that contingent on receiving the $99,550 from the Hospital District, we would keep open
all the clinics, and that we would renew the contract for $72,000 flat fee, however many calls
you get. This proposal was not acceptable to the County Commissioners.
There followed a period in which the different views of the Council and the Commissioners were
expressed, in attempting to arrive at a solution to the problem.
Motion was then made by Councilman Henry, seconded by Councilman Campbell, motion carried, Mayor
Bass, Councilmen West, Jordan, Henry and Campbell voting Yea, none voting Nay to agree to accept
$300 per fire call on the condition that no later than June 1, 1976, it be agreed that shared
services between the City and County be dissolved. This would be contingent on the $99,550 being
contributed by the Hospital District Board and along the lines, agreeing, in principle that the
County would be responsible basically for Health and Welfare, along with the Hospital District,
where the Legislature has put the responsibility, and the Fire and Library being handled basi-
cally by the City. This proposal was not acceptable to the County Commissioners.
Further discussion was had, following which Councilman West made the statement that he wished
to offer a motion for the Council to act on without asking at the same time if the County
Commissioners approved or disapproved.
Motion was made by Councilman West, seconded by Councilwoman Jordan, motion carried, Mayor
Bass, Councilmen West, Jordan and Campbell voting Yea, none voting Nay that the City Council make
the following proposal. Councilman Henry was absent from the room at the time of this motion.
(1) Provide fire service to the County at $400 per call.
