75-34-467-2013 The City Council considered the claim of Neil Rose in the amount of $11,000 for alleged defama-
(35) tion and violation of Civil Rights. After consideration of all information presented, motion
was made by Councilwoman Jordan, seconded by Councilman West, motion carried, Mayor Bass, Council-
men West, Jordan, Henry and Campbell voting Yea, none voting Nay to deny this claim.
75-34-467-2014 Harold Humphries, Chairman of the Civic Centers Board, appeared before the City Council and pre-
(7a) sented the following recommendations of the Board concerning the proposed Auditorium -Coliseum
rate structure:
Recommended that the City Council approve the new schedule of Auditorium -Coliseum rates,
as approved by the Civic Centers Board, as outlined on Pages 16, 17, 18, 19, in the Looney
Report, with one exception. We are asking the Council to drop the percentage factor
as applied to gross revenues for non-profit organization bookings. The Civic Centers
Board will have the authority to negotiate rates for broad -based community activities staged
in the auditorium -coliseum.
Copy of Looney Report is set in on opposite page.
After consideration of all information presented, motion was made by Councilman Campbell, seconded
by Councilwoman Jordan, motion carried, Mayor Bass, Councilmen West, Jordan, Henry and Campbell
voting Yea, none voting Nay that the recommendations of the Board be accepted as applied to rates
as set out on Pages 16, 17, 18, 19 of the Financial Report (Looney Report), and that the non-
profit organizations be charged only the flat rate shown in the report, and further that the Civic
Centers Board have the authority to negotiate rates for broad based community activities as set
out in Paragraph No. 23, and that the effective dates will be January 1, 1976, for all rates ex-
cept Texas Tech which will be effective June 1, 1976.
«, 75-34-467-2015 Harold Humphries, Chairman of the Civic Centers Board, appeared before the City Council and
(7b) presented the following recommendations of the Board concerning improvements for the Auditorium-
I(See Minutes of Coliseum facilities:
Dec. 11, 1975)
To approve the expenditure by Civic Lubbock, Inc., of:
1. $20,000 for the replacement of the roof of the Auditorium. (The roof is almost 19
years old and has been inspected by R.M. Shannon who reported that the roof needs re-
placement to prevent further deterioration of the building in general).
2. $5,500 for the purchase of additional concession equipment. (With the installation o
the new equipment, Civic Lubbock, Inc., could possibly generate as much as $10,000 in
additional revenue annually from concession sales.)
3.' $6,600 for waterproofing and sealing the north end of the coliseum to prevent water
damage and flooding in the dressing room areas.
4. $10,000 for the renovation of the dressing rooms. (One dressing room has been renovated
once, several years ago. The other dressing room has had little maintenance since the
building was constructed.)
5. $7,000 for the purchase of additional lighting in the coliseum arena. (Lighting for
rodeos and basketball is inadequate for television originations and for taking pictures.
Light measurement on the floor of the coliseum now reads 35 foot-candles. The additional
lighting would raise the available light on the floor to approximately 110 foot-candles.)
I
Mr. Humphries stated these were listed in order of priority. Civic Lubbock can accomplish
the above as funds are accumulated.
The City Council discussed the recommendations of the Civic Centers Board concerning repairs and
improvements to the Auditorium -Coliseum. Councilman Henry raised the question about where the
money would come from to make the suggested improvements. Mr. Humphries stated that when this
was discussed before, the rate increase had not been implemented; that they felt that rate in-
creases, plus the additional equipment for concessions would generate additional money.
Jack Seiler, Manager of the Civic Centers, appeared before the City Council and stated that
Civic Lubbock is by charter allowed a $50,000 reserve, and that it is out of reserve that they
intend to accomplish the items as they continue building the reserve; and, that the reserve comes
from concession sales.
Councilman Campbell stated he would like the lighting (Item 5) done before Southwest Conference
playoff. It was his suggestion that they take whatever reserve funds they consider necessary.
Nov 2 a 1975
Motion was made by Councilman Campbell, seconded by Councilwoman Jordan, motion carried, Mayor
Bass, Councilmen West, Jordan, Henry and Campbell voting Yea, none voting Nay to approve the five
items to be done as soon as possible, to be paid for by the release of Civic Lubbock reserve funds,
and that these reserve funds be built up as soon as possible to get back to the $50,000.
At this point, Councilman Henry expressed his opposition to improvements to concessions as to
the sale of beer and cautioned that many people opposed the sale of alcohol by the the City
and especially on the Texas Tech campus.
NO FURTHER BUSINESS COMING UP FOR CONSIDERATION, THE CITY COUNCIL ADJOURNED FROM regular
meeting, November 20, 1975.
