Gentlemen:
412
3T 9 1975,
In re: A Proposal for the City of Lubbock to Demonstrate Methods of a City Government Working
With Social Services.
Pursuant to your letter of September 17 in reference to your program to aid city officials'
work with social problems and social services, called the "Social Services Assistance Program",
we wish to advise you that we have studied the possibilities, and feel that we can make a signi-
-`icant proposal in the matter captioned above.
Our City Council, meeting in regular session on October 9, has authorized me to submit the
attached proposal; a resolution from the City Council is attached authorizing the city to carry
out the work outlined in the proposal.
Our proposal focuses on an Information and Referral System, which will be carried out under
the aegis and supervision of our newly created Community Services Department. This Department,
established last spring by City Ordinance, is presently awaiting approval of the federal Community
Services Administration as a Community Action Agency.
Trusting that our proposal meets your guidelines and is approved, I remain.
Sincerely yours,
/s/ Roy Bass
Mayor of Lubbock
A PROPOSAL FROM THE CITY OF LUBBOCK
TO
DEMONSTRATE METHODS
OF A CITY GOVERNMENT WORKING
WITH SOCIAL SERVICES
1. Purposes and Objectives. The Community Services Department was established primarily to carry
out anti -poverty programs. A survey taken in June showed that the priority needs of the low-income
people, according to themselves, involve housing, health care, and employment. The advisory
board of the Community Services Department devised three projects to address these needs: (1)
An information and referral system; (2) a counseling and outreach service; and (3) formation of
neighborhood groups. The core of the Community Services Department's program is found in the in-
formation and referral system, which will assist the poor by helping them to help themselves. By
incorporating this information and referral system into a demonstration program for TML's Social
Service Assistance Program, we shall be able to expand the system into a truly city-wide inter-
locking system which will not only serve potential clients, but also provide co-ordination of social
services in the city. It is estimated that presently there are some 140 agencies in Lubbock,
serving more than 20,000 clients each month. Presently, there is no one central place where a
person can go and ask for help and be referred to the proper agency; agencies now practice "piece-
meal" referral, and under the current system the person may be referred several times without re-
ceiving assistance. The I & R system is designed to eliminate some of the barriers now present
in the human services and health care system in Lubbock.
2. Problems. A major problem now existing in Lubbock is lack of communication between agencies,
and between the poor and available sources. Often the individual is asked the same questions at
each agency, and becomes reluctant to proceed any further. One problem in providing services now
is "turf protection" --some agencies jealously guarding their own areas of work. The I & R system
is not designed to eliminate any agency; rather, it will help to reduce overlaps and duplications,
while also identifying gaps in the service system. The I & R system is only for information and
referral, and will not offer any services itself; the Community Services Department project of
counseling and outreach will implement the services needed and/or make additional referrals.
3. Methodology. The following procedures will be utilized to provide efficient service and
a basis for continuing evaluation of effectiveness of service:
A) A continuing process of advertising and promotion will be utilized to bring the Depart-
ment's services to the attention of those needing it.
B) Staff will be employed to carry out the projects: an information and referral coordina-
tor; an assistance coordinator; one each housing, health care, and employment research counselors;
four outreach workers recruited from the low-income areas; two secretaries (clerk -typists); all working
under the already employed executive director of the Department.
C) The central offices and the information and referral center will be located in City Hall,
and will work in close cooperation with the City's Information Officer and with the City -County
Library.
D) Close contacts and cooperation will be established and maintained with other city agencies.
E) Volunteer workers will be recruited to assist in the programs.
F) The information and referral center working in conjunction with the counseling and out-
reach program, will develop and maintain activities to:
(1) Create and maintain a resource file; gather information from other agencies and trans-
fer to files; up -date resource file on a continuing basis; maintain necessary confidentiality of
clients as required by law.
(2) Provide all clients, but especially the poor and needy, with accurate up-to-date infor-
mation about community resources provided within the city.
(3) Provide referrals to agencies for those inquirers who need them; provide inter -agency
referrals and information.
(4) Provide follow-up services for those who received referrals and for other inquirers
deemed to have need of this service.
(5) Provide escort service to those who need it, including transportation to agency and a
companion to help negotiate with the agency if needed.
(6) Increase public awareness of the existence of human service agencies.
(7) Increase the access to and the utilization of health and social services; assist in
developing and expanding all services to the poor and needy.
(8) Maintain a constant evaluation of the effectiveness of the center and of the counseling

(44)
and outreach program, to insure both efficient operation and to avoid overlap and duplication;
sufficient records will be retained to do this.
(9) Provide direct emergency financial assistance on a temporary and limited basis, in solv-
ing problems whose solution will increase employment opportunities of clients; contact with other
agencies will be maintained to ascertain over available sources and to avoid duplication.
4. Budget. The budget submitted to the federal agency for funding called for a staff of nine: an
executive director, an information and referral coordinator, three counselors, three outreach work-
ers, and one secretary, for a total operating budget of $104,400 from federal grant. With this
proposal to TML, the Department plans to employ three additional personnel: an assistant coordina-
tor of the information and referral center, an additional secretary, and an additional outreach
worker --this in view of the fact that the budgeting of funds from the federal grant through Com-
munity Services Administration provides a bare minimum of staff, and more specifically under -staff-
ing of the information and referral center, to which the assistant coordinator and additional
secretary would be assigned under the proposal for TML funding. We are asking, therefore, for the
following budget to implement our proposal for a demonstration program:
one assistant I & R coordinator, base pay 521 monthly,
yearly plus fringe benefits--------------------------------7500
One clerk -typist, base pay 412 monthly, yearly with
fringe benefits--------------------------------------------6060
one outreach worker, base pay 373 monthly, yearly with
fringe benefits--------------------------------------------5600
Total requested from TML--------------------------------------19,160
It is to be noted that all employees of the Community Services Department are and will be City of
Lubbock employees, subject to the City's rules of equal opportunity employment through affirma-
tive action, and participants in the City's fringe benefits of group insurance, retirement pension,
etc.
5. Evaluation. Sufficient records will be kept to provide a basis for continuing evaluation of
program effectiveness, without compromising the confidentiality of the clients. The program en-
visioned by the Department involves observable action and interaction, and can be measured and
evaluated by tabulating results from telephone and personal contacts, referrals, counseling
and outreach contacts, and other statistics. The Department plans to make periodic follow-up
inquiries to determine the lasting effect of its interventions to assist clients and other agencies.
6. Outside Assistance. The basic program of the Community Services Department will be funded by
a federal grant from the Community Services Administration in the amount of 104,400. The City is
requesting supplemental funds from the Texas Municipal League's Social Services Assitance Program
in the amount of $19,160 to develop a demonstration program of how a city government can work with
social services; specifically, TML funds will permit the Department to expand its programs beyond
the barely minimal services originally planned, and to serve the entire City of Lubbock rather than
the low-income areas alone.
Motion was made by Councilman Henry, seconded by Councilwoman Jordan, motion carried, Mayor
Bass, Councilmen West, Jordan, Henry and Campbell voting Yea, none voting Nay that the follow-
ing resolution be passed.

W.R. Anthony, Chairman of the Building Code Study Committee, appeared before the City Council
and presented the recommendations of the Board regarding the Building Code.
In response to questions from the Council, F. 0. Senter, Jr., City Attorney, stated that in the
Life Safety Code there is a provision that states that if in the event the City Council finds that a
emergency exists or some condition exists that should be waived, they may do so. That right was
reserved when the Life Safety Code was passed. He stated that in the meetings of the Committee,
it was pointed out that there might be a need for an Advisory Board to the City Council, and that
it was stated that the Building Board of Appeals might be that board; that in order to implement
the recommendation of the Building Code Study Committee, it will be necessary that the Safety Code
be amended making the Building Board of Appeals an Advisory Board, when these cases come to the
Building Inspector. If there are problems they will automatically take it and study it and then
make recommendations to the City Council. Mr. Senter stated that this will not stop these cases
from coming to the Council, but the Council will have the benefit of knowledgeable group of men
who have studied it and are making recommendations. He further stated that this will be necessary
since only the Council has that authority, and cannot delegate this particular authority.
Councilman Henry stated that if they take responsibility along that line, Council would want
to be sure that in the make up of occupations, the Board should include people that have expertise
in this field.
Motion was made by Councilwoman Jordan, seconded by Councilman Henry, motion carried, Mayor Bass,
Councilmen West, Jordan, Henry and Campbell voting Yea, none voting Nay that these recommendations
be accepted and approved.
Mr. Senter asked if the City Council wished to have submitted an amendment to the Code that will
implement this.

It was the consensus of the City Council to place an ordinance on the agenda for first reading
October 22, with second reading for October 23.
-34-416-979 Lyle Avey, representing Sutherland Lumber Company, appeared before the City Council requesting a
(9) variance to the Building Code on a building located at 1808 Clovis Road. Cecil Turquette, Building
Inspector, appeared and answered questions in regard to methods of inspection, and conversations
he had had with the architect in regard to this building. He stated that the Building Board of
Appeals has no authority to make recommendations to the City Council, or to change the Code. After
consideration of all information presented, motion was made by Councilman West, seconded by Council-
woman Jordan, motion carried, Mayor Bass, Councilmen West, Jordan, Henry and Campbell voting Yea,
none voting Nay to grant this variance.
In response to a question from Mayor Bass in regard to the Middleton building, Mr. Turquette
answered that the glass door was not in compliance and the vertical lights had been installed in
the building without being approved in the permit, and that they were not permissible under
the code.
Mayor Bass directed someone in the Mayor's Office or Building Inspection to contact Mr. Middle-
ton in regard to his building, and do whatever needs to be done as far as an agenda item is con-
cerned, if he is still interested in that, to get the problem settled on the Middleton building.
Bob Rogers, representing Lubbock Manufacturing Company, appeared before the City Council requesting
reconsideration of pro rata charges for water service. After consideration of all information
presented, motion was made by Councilman Campbell, seconded by Councilman Henry, motion carried,
Mayor Bass, Councilmen West, Jordan, Henry and Campbell voting Yea, none voting Nay that the pro
rata charges in effect prior to June, 1975, be accepted on this project.
-34-416-980 The City Council considered the purchase of the Sandhills Electric Distribution System from South-
(27) western Public Service Company. Carroll McDonald, Manager of Southwestern Public Service Company,
appeared before the City Council and stated payments could be made in the following manner: one-
half this year, and one-half next year, without interest. After consideration of all information
presented, motion was made by Councilman Henry, seconded by Councilman Campbell, motion carried,
Mayor Bass, Councilwoman Jordan, Councilmen Henry and Campbell voting Yea, none voting Nay to accept
the offer of Southwestern Public Service Company, for the purchase of the Sandhills Electric Dis-
tribution System, for $242,671.84, to be paid out of Revenue Sharing Funds, one-half in the current
year, and one-half next year, without any interest on the unpaid balance. Councilman West ab-
stained from voting on this item.
-34-416-981 Motion was made by Councilman Campbell, seconded by Councilwoman Jordan, motion carried, Mayor
(33) Bass, Councilmen West, Jordan, Henry and Campbell voting Yea, none voting Nay to authorize a Change
Order in the amount of $1,470 to the contract for surface condenser for Holly Steam Unit 2.
Copy of Change Order set in on opposite page.
-34-416-982 Motion was made by Councilman Campbell, seconded by Councilwoman Jordan, motion carried, Mayor
(35) Bass, Councilmen West, Jordan, Henry and Campbell voting Yea, none voting Nay that the follow-
ing resolution be passed.

5-34-418-984 Jack Powers, Chairman of the Electric Utilities Board, appeared before the City Council and present-
(12) ed the following recommendations of the Board:
1. Electric revenue bonds in the amount of $4,400,000 (or in the full amount of the coverage
if less than the above) be sold in time to make the funds available by the middle of May, 1976.
This action will complete the sale of the $18,800,000 Revenue Bond Issue approved on May 12, 1973.
The need for thses funds arises from the estimated $7,652,759 required to complete the steam
generating plant and transmission lines expansion program by 1978. The funds are required
to be on hand prior to the awarding of contracts for purchase and installation of equipment
planned within the next twelve months.
2. Lubbock Power and Light be NOT required to pay into the general fund eight percent of the
fuel adjustment charge. This would allow LP&L to retain approximately $400,000 annually
which will be needed immediately to offset an estimated $803,113 deficit in completing the ex-
pansion program and further, would allow the accumulation of an additional $1,500,000 for an
interconnection with Southwestern Public Service Company. This latter item was in the 1973
bond issue proposal but has been deleted because of escalation of costs and added EPA require-
ments since the 1973 estimates.
Discussion of this item followed during which Councilwoman Jordan introduced the following trans-
cript of the June 26, 1975 meeting of the City Council:
Taken from tape - City Council meeting
"Beginning 248' Side I: June 26, 1975. 11:00 a.m.
City Council
Chambers
Bill Wood:
I believe that the Council at their last meeting asked for a status report on our bond money
including the purchases you just passed in the appropriation ordinances on first reading. We
have presently appropriated $11,651,992 out of the 12.4 million bonds that have been sold. This
leaves us a balance of $748,008. A large portion of this will be used to put in the cross town
transmission line which will later be extended on out to Holly Plant where it will tie into either
Holly and/or into an interconnect. So that is where we stand and this is why we need another bond
sale so we can continue on schedule and try to be on the line in April, 1978.
Councilwoman Jordan:
Bill, would you mind repeating that total again?
Bill Wood:
Which one?
Councilwoman Jordan:
How much we have spent to date?
Bill Wood: We have appropriated to date $11,651,992. Now this includes both the Power
Plant and McCullough Substation and the poles for the cross town transmission line, in all approxi-
mately . . . I guess we have purchased . . . Probably eight million of it for rower Plant.
Pretty close. Going to need about 4.2 million more to finish power plant and another million to
finish the large transmission line that will tie Holly into the system and/or an inter -connect
into the system, whichever, or both, if we need to.
Councilman Henry: Where is that big transmission line going to go?
Bill Wood: It will be down 34th Street. I believe Larry, didn't you work up a news release on
this? (Response not audible) we will be essentially going from what we call Co-op Substation at
26th and Globe to Vicksburg Substation which is at approximately Brownfield Highway and Vicksburg.
It will be a steel pole line with a 795 mcm conductor which is about as large as you can hang in
the air; it will be insulated for 138,000 volts, initially operated at 69,000 volts with the long-
range planning in mind it will be converted to 138,000. It will be designed for bundling, and by
bundling I mean we can put a double circuit in the same set of poles that would give additional
capacity into the system from with an interconnect or from Holly Plant. This is all part of .....
I
Councilwoman Jordan: Will they essentially look like the poles going down Flint?
CT 9
Bill Wood: They will be similar; the color will be different --they will be more of a sky
blue color instead of brown. This is all based on the long-range study that was made by Hicks and
Ragland of where they expect our system to grow and where the load centers are going to shift to.
Bill Wood, Director of Utilities, appeared and answered questions of the Council concerning the
recommendations of the Utility Board, and the status of funds available.
Mr. Powers stated EPA requirements for disposition of water from the power plant had entered into
the picture, adding to the costs, and that costs of construction for the power plant itself have
gone up one million dollars since June. He stated also, that the Board anticipated the problem
of escalation in costs, and that the defict: of $800,000 is still an estimated figure.
Discussion was had concerning contribution of Lubbock Power and Light into the General Fund, during
which discussion Sterling Miller, Director of Finance answered questions of the Council.
James G. Marshall appeared and handed the members of the Council information regarding the Lubbock
Power and Light bond election.
It was the consensus of the Council that after lunch, the annexation item would be heard, then other
consideration would be given to this item (Electric Utility Board recommendations).
After lunch, the Council again considered this item. After considerable discussion, motion was
made by Councilman Henry to table this item. This motion died for lack of a second.
Councilwoman Jordan moved that this item be taken under advisement regarding that portion of the per
centage that is coming out of the fuel adjustment charge to Lubbock Power and Light be allocated
to the General Fund. This motion died for lack of a second.
Councilman Henry stated that if the City Council determines that want to eliminate the 8% trans-
fer to the General Fund, the Council would have to determine at what level, whether it should be
at the present level or the level where it first began. He stated that the City Council should
start thinking about considering the possibility of reducing the passthrough from 100% as far as
Lubbock Power and Light is concerned.
Motion was again made by Councilman Henry, seconded by Councilman Campbell, motion carried, Mayor
Bass, Councilmen West, Jordan, Henry and Campbell voting Yea, none voting Nay to table this item.
I
After further discussion, motion was made by Councilwoman Jordan, seconded by Councilman Campbell
to instruct the Staff to formalize plans in order to make the funds available, including a
t special audit in order to make it possible to sell these bonds. This motion carried by the
following vote: Mayor Bass, Councilmen West, Jordan, Henry and Campbell voting Yea, none voting
Nay.
k Councilman Campbell stated that in his opinion, it would be wise to strive to "pay as we go",
that this $800,000 should be paid for out of current money instead of going for another bond elec-
tion.
