In the neighborhood itself there is a small percentage of people in the 15-24 years old age group, but there is a high percentage in the 8-4 age group." (Minutes from a Neighborhood Meeting of June 27, 1968 on a report of Mr. R. Blgckmore of the City Parks.) Besides the distance to the nearest parks (which would necessitate crossing some heavily traf- ficked streets) many of the people in this target area have little experience of outings other than to visit a relative. This Latin American cultural background coupled with low income and long working hours mean many children in the area have seldom if ever played in a park. This was brought home by a primary grade child from this neighborhood bussed to Christ the King school for tutoring. He was delighted with the simple playground equipment there but wanted to come down "that" and asked a teacher how one used a slide' Besides the fun -involved in a park the muscular coordination which it contributes to aids in reading and other academic skills. EFFORTS MADE BY THE PEOPLE OF THE NEIGHBORHOOD TO SECURE A PARK 1. Neighborhood meetings held in the summer of 1968 listing a park as one of the greatest needs of the neighborhood. 2. The gathering of over 300 signatures,(in a brief time) to request at the 1969 Budget Hearing "Improvement for the park area recently acquired next to Chris Harwell School". Mr. Julian Flores, CAA track representative for the area, spoke on behalf of the park at this hearing and people of the area were present even though most of them who had worked on petitions and expressed their wish to be present could not be there due to having to work. 3. When monies were not appropriated at the Budget Hearing for the development of the park, CAA Multi -Service Center workers,- having. -received the assurances of many of the neighboring people of their willingness to contribute their labor to develop a neighborhood park: a. Contacted the Park Department Superintendents in -San Francisco and received pictures and plans for park projects "built by unskilled help with only the barest supervision :.. (and) bright colored paint." (More plans of what is being done in S.F. and in other cities are en route.) b. Wrote to the closed airbase at Amarillo hoping that as a CAA agency they might possibly secure -some of the playground equipment there for this target area. There has not been enough time lapsed to receive an answer to this request. c. Received the promise of the telephone company for all telephone poles needed for the proposed -project. d. Received the offer of Mr. J. Vi.11egas to clear the land of weeds, old trees and buildings. *-+ (We are sorry we could not present at this time pictures of the park "before and after" the clearing: Mr. Villegas has been out of town due to the harvesting season and has returned too late in the evening to contact Mr. R. Blackmore-to plan to clearing of the land. He just left word before this typing that he could clear it this coming Sunday.) e. Called a meeting of the neighboring people to receive their suggestions for a park. Mr. R. Blackmorekindly gave his time to be present at this meeting. He recommended and arranged that we meet with the Park Commission Tuesday, Nov: llth.- PLANS FOR THE USE OF THE PARK 1. 545 children iri Chris Harwell School would have the use of 'it daring play periods. 2. The Multi -Service Center is ready to supervise a sports.program using volunteer help. 00 OV 2 5 1999 69-28-400-1047 (7) 69-28400-1048 (8) 69-28-400-1049 (9) 3. If the Multi -Service Center could secure a suitable building near or on the park, the park could serve for the play periods of the proposed pre-school day care and learning center. This could perhaps begin for a few hours each day after January and become a full scale pro- gram next September. 4. This coming summer the Multi -Service Center would like to use the park as the center of a large Day Camp Program with sports, crafts, drama and other enriching activities augmented by fieldtrips.
