be adopted by the City Council of the City of Lubbock as a statement of policy and procedure
governing action pursuant to the Housing Standards Code:
134
EP 2 5 1969
I. Inspection Methods
A. That the present system of city-wide inspections of, and enforcement against, unoccu-
pied dwellings only be continued as the basic procedure;
B. That specific dnforcement areas for concentrated rehabilitation efforts shall hence-
forth be designated by the City Council; this shall involve the inspection of, and
enforcement against, all structures, both occupied and unoccupied, within the area. -
The most acutely deteriorated sections capable of being restored to the greatest
economic value shall receive highest priority.' Target dated for completion of such
areas shall be set by the Council.
II. Enforcement Methods
A. Known Ownerships
That present procedures for 'securing voluntary compliance be continued. When such F
compli chs not forthcoming, a suit to condemn the property as a nuisance shall be
filed/scretion of the City Attorney.
B. Abandoned Properties
1. Severe Hazards
That abandoned properties which, in the opinion of the Housing, Fire, and Health
Departments, present an -immediate and severe hazard to neighboring properties be
disposed of and a lien applied to the lot without the delay of a suit to judicially
establish such as a nuisance. This shall be utilized only under the supervision of
the -City Attorney's Office.
2. Tax Delinquencies
That properties which do not present such immediate hazards (even though nuisances
within the Housing Standards Code), but which are tax delinquent in the amount up
to $300.00 be disposed of and a lien applied without suit, all under the super-
vision of the City Attorney's Office.
3. Others
Those properties which are nuisances but are not tax delinquent in the above
amount be disposed'of by the filing of suit with service by publication. This
will involve a two-year waiting period, the judgment not being final until such
time.
III. Priority
That the City Council assign a high priority to the project as a whole with particular
emphasis on concentrated enforcement areas. The cooperation of news media shall be eagerly
solicited in order to inform the public of the problems and their solutions.

(7) of Quaker Avenue between 19th Street and 34th Street. The following petition containing 169
signatures was presented to the City Council.
To the members of the City Commission of the City of Lubbock, Texas:
We, the undersigned property -owners of the City of Lubbock, resident in the recently flooded •
areas, because of the fact that we are unable to protect ourselves by carrying flood insurance,
believe that the City of Lubbock should take immediate steps to properly drain these areas, both
for the protection of the rights of residents of the City and as guard against a bad reputation
for the City of Lubbock as a whole. This is the second time that large numbers of us have had,
at our own expense, to renovate, and this after only four or five inches of rain knowing that six,
seven and eight inch downpours can and accasionally do occur in this part of Texas. We ask that
the necessary steps be immediately taken to properly drain these and any other parts of the City
that may, in the opinion of the engineering department, be threatened.
Several persons appeared before the City Council in this regard being:
Mrs. Carroll'Loggins - 27th Street and Quaker Avenue
Mrs. Mike Temple - 4005 49th Street
Mrs. Ella Mae Platz - 2315 40th Street
Mr. Joe Greenlee - 4511 19th Street
Mr.'and Mrs. Nay Hale - 4321 41st Street.
Mrs. Hale asked the City Council for a night meeting so many of the people in the area could
appear before the City Council. Mayor Rogers stated an effort would be made for a night meeting
for discussion of this problem.

69-28-333-863 Park and Recreation Department September 19, 1969
(8) City of Lubbock
Lubbock, Texas
Attention: Superintendent Hamilton
VALLEY VIEW ADDITION'..
LUBBOCK, TEXAS.
First, I would like to express my appreciation- to you, Mr'. Hamilton, to your staff and to Mr.
Wall, and his Engineering Staff and the members of the Park and Recreation Board for granting me
the hearing at the City*Hall on Wednesday, September 17.
As outlined during the course of that meeting and as reflected on the re -plat of this sub-divisio
as prepared.by.Engineer A. C. Bowden,.and since approved by the City Planning Commission -in Janua
of 1969., I am the owner of practically all of the vacant property -remaining in this sub -division.
I purchased this land about four years ago prior to my moving from Lubbock.. I have felt that it
offered an opportunity for substantial improvment of the existing sub -division, would stimulate
growth of high quality homes and offered an opportunity for the development of a very attractive
lake and landscaped park area on the north side of Lubbock.
Since that time, I have invested a great deal .of money in re -paving and re -locating the utilities
with the full cooperation of the various.City-Departments of the City of.Lubbock.
The original plan for this re -development includes the re -building of Sunset Lane at the south
end of Block #7 of this sub -division to convert this portion of the street to a combination stree
and dam to impound water in all of.Block #7, save except lots numbered 1 through 6. It would als
be necessary to install an irrigation well within the boundary of Block #7 to be used for maintai
ing a constant level for the lake.
After lengthy discussions with members of the City Staff and your Park Commission, it was agreed
and a resolution unanamiously.adopted.to recommend to the City Council the acceptance by dedica-
tion of al.1--of Block #7, including lots l through 6, and Lot 5 of Block #3,.for the following
purposes and stipulated conditions: ;
1. The City would -construct the dam on -Sunset Lane as previously designed by Engineer Bowde
sufficient to -impound water at a constant level in Block #7 with the exception of Lots 1
through 6 and that construction of said dam and other necessary improvements would be
started not later than January 1, 1970;
2. A water well sufficient to maintain a constant level lake would be located at a site
within the dedicated.park area and at a -location determined by the City Engineering
Department but. of sufficient capacity to maintain a constant water level;
3. The -boundary of the lake area and lots 1 through•6 of Block #7 and Lot f5 of Block #3
.would -be landscaped and -maintained by the City Park and Recreation Department in an
attractive manner and consistent with the basic -policies of the Park Department for a
landscaped park;
4. The assessment by the City for the future paving of Yucca Lane. as submitted and street
signs and street lights as outlined by Mr. Bowden in June of this year at an estimated
cost of $6,006.31 would be waived and these installations -would be made by the City;
5. In addition to the dedication of the estimated 14 acres contained in all of Block #7 and
Lot #5 of Block #3, I would pay to the City an addition consideration of $19,000 in cash
upon the acceptance of these conditions as recommended by the City Park and Recreation
Board to be used to defray the expense of construction of the above stipulated improve-
-ments.
I expect to be in Lubbock the week of September 22 to appear before the City Council to re -affirm
these conditions and consistent with the resolution adopted by your Board..
Yours very truly,
/s/ Murrell R. Tripp

above.. Mr. A. C. Bowden, engineer working for Mr. Tripp, also appeared before the City Council
