Six proposals were received and copies of the tabulation of the proposals are attached. The low base bid of- $2,085,418.00 was submitted by Butler Construction Co. of Salt Lak City. Several alternates were provided in the specifications as described below. The -base bid was based on furnishing air diffusion equipment as manufactured -by +Walker Process Co. Alternate No. I would provide -air diffusion equipment as manufactured by Eimco Corp. Our investigations indicate that either device would provide satisfactory performance. Due to certai patents held by Walker Process, Eimco cannot furnish a portable hoist for raising the sections of air piping for maintenance nor can they use a quick -connecting coupling to connect the air header to the air main. While these features are desirable, we do not consider them as being of suffi- cient importance to be worth any significant difference in cost. Butler Const. Co. offers a deduction of $49,200.00 if Eimco diffusors are accepted and we recommend that the City accept thi alternate. The base bid was also based on furnishing positive -displacement air blowers as manufactured by Roots -Connersville. Alternate No. 2 would provide similar blowers as manufactured by Sutorbilt. Alternate No. 2A would provide centrifugal blowers as manufactured by Hoffman Industries. The. Hoffman blowers are basically a different type machine.. Each type has certain unique advantages and both types are generally accepted in the waste treatment field. We have discussed these machines with several cities that have both types in operation. There seems to be no strong preference among these users.' We believe the centrifugal blowers would operate satisfactorily wi- the air diffusors we have recommended. Information submitted by the various manufacturers indica- that the centrifugal blowers would operate with some savings -in power cost while maintenance cost, should be about equal. Butler Const. Co. has offered a deduction of $4,000.00 if Alternate No. 2A is accepted. We recommend that the City accept the Hoffman blowers under Alternate 2A. Alternates 3 and 4 were additive alternates providing for reconstruction of some existing sludge drying beds and construction of new sludge drying beds, respectively. The proposal of Butler Construction Co. states prices of $64,594.00 and $81,368.00, respectively, for these two items. The sum of these two figures is about $16,500 above the estimated cost of these items as shown in our Final Estimate of Cost dated May 15, 1969. We believe that the City could save at least this $16,500 and very likely more if the construction of the sludge drying beds is accomplished by taking separate proposals at a later date for this work. There are a number of local contractor: that could submit competitive bids for this work that were not able to quote on the plant itself due to the size of the project. We recommend that Alternates 3 and 4 not be accepted. We should point out that Penner Const. Co. would be low bidder if Alternates 3 and 4 were accepted. Either Penner or Butler would be acceptable contractors. Penner has a $2.0 million water treatment plant under construction for us at this time and we are pleased with their work. Butler has bid on our work before but has never done any construction for us. Butler has a water treatment plant under construction for Midland. The City of Midland is satisfied with their work and we would have no hesitation to undertake construction of this project with Butler as the con- tractor. We recommend the contract be awarded to Butler Construction Co. based on accepting Alternates I and 2A. The total contract price will be as follows: Base •Bid $2,085,418.00 Alternate No. I 49,200.00 Alternate No. 2A ! 4,000.00 TOTAL CONTRACT PRICE $2,032,218.00 Award of the contract should be contingent upon approval of the Federal Water Pollution Control Administration. Our Final Estimate of Cost, dated May 15, 1969, shows an estimated cost of $1,985,990 for the work which would be accomplished under the above recommendation. Our -design report on this project recommended the installation of an engine -generator set to provide power from digester gas which is now being wasted. Our studies indicate that this instal- lation would pay for itself in a relatively short period of time and we believe it should still be considered. An analysis of City funds which could be applied to this project indicate that such funds would be sufficient for construction of the plant, the sludge drying beds, and the engine generator set provided some additional funds could be made available from Public Law 660 funds. We recommend that such funds be requested when Part B of the Grant Acceptance is completed and forwarded to the Texas Water Quality Board. Sincerely, PARKHILL, SMITH & COOPER, INC. By /s/ Chester A. Green Chester A. Green, P. E. After consideration of all information presented, motion was made by Councilman Granberry, seconded by Councilman Turner, motion carried, Mayor Rogers and Councilmen Granberry and Turner voting Yea, none voting Nay, to authorize acceptance of the bid of Butler Construction Company of Salt Lake City as set out in the above recommendations of Parkhill, Smith and Cooper. The Mayor being hereby authorized to enter into contract. Councilman Rigsby was absent at the time of this motion. 7 Ul 2 41969 69-28-272-674 Motion by Councilman Granberry, seconded by Councilman Turner, motion carried, Mayor Rogers and (19) Councilmen Granberry and Turner voting Yea, none voting Nay, to authorize strip paving on Cypress Road at North Loop 289 at an approximate cost of $300. This block of paving would connect with strip paving that provides a round -about -way of getting to the Amarillo Highway or to Loop 289, and to -be approximately 24 feet in width. Councilman Rigsby was.absent at the time of this motion. 69-28-272-675 (36) Dr. and Mrs. Harvie Pruitt appeared before the City Council requesting that the City issue an occupancy permit for the building located at 38th Street and Quaker Avenue, it being use partly by the church and partly'by Der. and Mrs. Pruitt as a child care facility. It having been determined that this building does not meet the requirements for a child care -facility, Dr. and Mrs. Pruitt's appearance before the City Council was to determine what improvements must be made to the build- ing to secure a. occupancy permit for the child care facility. Mr. Cecil Turquette, building inspector and Mr4 Richard Davis, assistant fire chief, also appeared before the City Council in this regard. After review of all information presented, the City Council instructed the City Attorney, Building Inspection Department and Fire Marshall to make an investigation of the build- ing and present recommendations to the City Council at their next regular meeting as to what requirements must be met for an occupancy permit to be issued for operation of this building as a child care nursery. 69-28-272-676 Motion by Councilman Granberry, seconded by Councilman Turner, motion carried, Mayor Rogers and (24) Councilmen Granberry and Turner voting Yea, none voting Nay, that the following resolution be passed.
